V. INCOMPETENCY
    A. General
      1. Resources owned by or in which the a/r or b.u. member has a legal interest are not available to the a/r if:
        a. He is alleged to be incompetent and has no legal guardian or someone with previously established power of attorney (POA) to make the resources available, or b. He has a legal guardian/durable POA who does not act to make the resources available.
      2. If an a/r does not have resources that exceed the resource limit for the number in the b.u., incompetence is not an issue.
    (V.A.)
      3. When an a/r has excess resources and he is alleged to be incompetent or has been ruled incompetent by a North Carolina court, use the following policy to determine if the resources may be excluded.
    B. Definitions
      1. Incompetent Adult or Emancipated Minor
        "Incompetent adult" means an adult or emancipated minor who lacks sufficient capacity to manage the adult's own affairs or to make or communicate important decisions concerning the adult's person, family, or property whether the lack of capacity is due to mental illness, mental retardation, epilepsy, cerebral palsy, autism, inebriety, senility, disease, injury, or similar cause or condition.
      2. Guardian of the Estate

    Winthrop's Fleet landed in Salem, Massachusetts in 1630, with the first mass exodus of Puritans from England. There were a 1,000 settlers in that first group of settlers. Two hundred died that winter and two hundred more returned to England the following spring. But, in the next ten years, 20,000 persons, most from England and most of the Puritan philosophy, immigrated to Massachusetts to form the backbone of the Massachusetts Bay Colony. And, then, it was over. There was hardly any further migration into New England until after the Revolution. Virtually all growth of the colony after 1640 was by natural reproduction, which is why once you've found yourself a descendant of a pre-Revolution New Englander, you very likely have a bunch of immigrant ancestors. John Winthrop was their leader, until his death in 1649. A man of some wealth, he helped to finance the first expedition and his money fed many of those first settlers in that first year.

    The extensive list below is meant to help you find all kinds of help. Your probation officer will know more about these services.
    Probation Officers Probation officers in the Changing Lives Through Literature Program are a logical resource for program participants regarding criminal-justice system information and human service referral information during and after the program. Most probation officers develop a positive, supportive rapport with participants who often come to view them as non-threatening, approachable criminal justice system people. They are ideally positioned to stress the importance of compliance with court orders and the potential each participant has for making positive changes in his/her life. As officers of the court, probation officers can clarify probation requirements and give probationers a realistic idea of the potential criminal justice consequences of non-compliance. They also have access to a wide breadth of information on educational, medical, substance-abuse treatment, dental, mental-health treatment, housing, job training, and job-search resources in their communities. Probation officers often have contacts in human service agencies and can direct participants to specific people who can help them access needed resources and services. The Office of the Commissioner of Probation requires Chief Probation Officers to have referral information on file and to keep that information up-to-date. Probation officers have access to that office resource. In addition, probation officers meet and speak with service providers on a daily basis as they implement community supervision strategies and use collateral contacts to confirm probationers' compliance or non-compliance with court ordered programming. Individually and collectively, probation officers have a wealth of resource information to share.

    Summary: Genetic Family Study of TS, OCD, ADHD and Related Conditions
    We are conducting a research study that focuses on families that are affected by Tourette syndrome (TS), Obsessive Compulsive Disorder (OCD), or Attention Deficit Hyperactivity Disorder (ADHD). We are enrolling families in which there is at least one member who is affected with TS, TS and ADHD, or ADHD alone. We are also enrolling families in which at least two siblings have OCD. Participation in this study involves a one-time visit. The goal of this study is to explore the familial relationship between TS and ADHD, OCD and related disorders. It is expected that this research will further our understanding of how these disorders are expressed, and promote the identification of susceptibility genes.     Those of us at WSC who work with students know how valuable a resource and support parents and other caregivers are to college students. We find that the students whose parents are actively aware and maintain open communication lines with their sons and daughters, are the ones who are the most likely to succeed academically, make wise and appropriate choices, and refrain from engaging in high-risk behaviors such as alcohol abuse. Alcohol-Wise - This is an online alcohol prevention program for First Year college students. We are offering first year students a proven alcohol prevention course widely used by universities to reduce harmful drinking behavior which is one of the key reasons that students fail to complete their first year of college. WSC strongly encourages completion of this course before the start of the first semester. If you are interested in having your student participate in this program, go to www.3rdmilclassrooms.com .
