"Working Together to Resolve Education Problems"
Introduction
The Massachusetts Department of Education (Department) provides information on the education opportunities and rights provided for all students in the Commonwealth. Specifically, the Department provides information on the following types of programs:
  • Adult basic education programs Bilingual education programs Private day and residential special education programs Private proprietary school programs Public early childhood, elementary and secondary school programs Public school or collaborative special education programs Vocational education programs
Department staff welcome questions about these programs, and will work with parents, educators, students, community members, and others so that students receive the educational services to which they are legally entitled. The Department recommends that individuals with concerns first contact the school (for example, the Principal or Superintendent of Schools) to present the concerns to the people closest to the situation and who are most able to resolve the concern quickly. If that does not work, or does not seem possible under the circumstances, individuals may contact the Department's Problem Resolution System at the address below to state their concern. President George W. Bush spoke at Boston Latin School on January 8, 2002, upon the signing of the No Child Left Behind Act. In this excerpt from his speech, the President outlines his views on education reform in front an audience of students, parents, and faculty.

I know the principles behind the bill, and I want to describe some of them to you. First, this bill says that we will hold people accountable for results. It says, in return for receiving federal money, states must design accountability systems to measure-to determine whether or not children are learning to read and write and add and subtract. In return for federal money, the state of Massachusetts or the state of Texas or any other state in the Union must develop an accountability system to let us know whether children in grades three through eight are meeting standards. It basically says, every child can learn. And if they're not learning, we want to know early, before it is too late. Now, I've heard them say, well, tests, we're testing too much. If you don't like to take a test, too bad. Because we need to know, we need to know whether you're learning.

Health Education
Massachusetts General Law Title XII Chapter 71: Section 1 (no date available) requires all schools to provide instruction in health education, but grade levels or amounts of instruction are not specified. High school students are not required to complete specified units of health education to graduate.
The Common Core of Learning (1994) outlines the state's basic standards for students and the Massachusetts Comprehensive Health Framework (1999) provides a more detailed vision of standards for what students should be able to learn and know in health education. In addition, the framework serves as a suggested curriculum for local schools.
Students in Massachusetts are not required to pass a statewide assessment covering health education topics.

In the thirty intervening years, state law has evolved along side federal statutes, regulation and the outcome of litigation. Presently there are strong bilingual education programs in many Massachusetts communities. However, the Bilingual Education Law that Governor Francis Sargent signed was an ambitious plan that went beyond federal law in its support for a transitional program that included native language instruction. Even today, Massachusetts bilingual education law and regulation go beyond federal mandates. This is a tribute to the legislature and the many communities who have supported bilingual education.
• Mandates that school districts conduct some form of census to determine the number of students who are appropriately classified as "limited English proficient" (LEP). • Protection against discrimination (MA General Laws Chapter 76, Section 5 and Chapter 603 of the Code of Massachusetts Regulations, Section 26.03) aimed at students based on, among other criteria, "limited English-speaking ability."

EXECUTIVE SUMMARY TEACHER DEVELOPMENT IN MASSACHUSETTS PURPOSE OF THIS STUDY This study was designed to provide data on what local school districts, the State Department of Education and Massachusetts institutions of higher education are doing to ensure that pre-service and experienced teachers develop the skills and competencies needed for the effective implementation of the Education Reform Law of 1993. It also explores similar issues in other states, and includes recommendations for policy changes to assist local school districts, the State Department of Education and Massachusetts institutions of higher education achieve these goals. SCOPE OF STUDY Twenty-nine districts, representative of the geography and types of community; eleven higher education institutions, and Department of Education officials responsible for professional development, recertification, higher education program approval, and the overall implementation of Education Reform were included in the study. In addition, five sets of policy documents were reviewed: the State Professional Development Plan, Certification/Recertification Requirements, the "Principles of Effective Teaching and Effective Administrative Leadership," (hereafter referred to as the "Principles of Effective Teaching"), the Curriculum Frameworks, and the description of the new Teacher Test for new teachers. An Internet search was also conducted to learn about what other states are doing to prepare teachers to enter the profession, and to retrain the current teaching force.
