THE MASSACHUSETTS EDUCATION REFORM ACT OF 1993 RESEARCH AND EVALUATION MAPPING PROJECT It is also important to note what this document does not do. It does not report the results of specific evaluation studies, nor does it contain fully elaborated research designs. The study team believes that evaluation(s) of MERA are very much needed by policymakers and educational practitioners in the Commonwealth at the present time. No single piece of legislation as comprehensive or complex as MERA should be expected to "get-it-right" in every detail the first time around, and there are bound to be fine tuning and even more sizable modifications needed to ensure that education reform continues to suit the needs of the Commonwealth. Conducting evaluations and even planning the details of specific studies, however, were beyond the scope of this project. We tried to keep our focus on the big picture and construct a map to guide evaluation decisions for the whole of MERA. The study team has prepared this report for the use of the Education Reform Review Commission. We tried to keep the Commission’s mandate "to monitor progress toward education reform" and its specific charge with respect to MERA foremost in our thinking. We interpret the legislation to give the Review Commission two important responsibilities, the first is to monitor the implementation of the various policy provisions in the legislation to ensure that legislative intent has been followed by the education establishment, the second is to engage in policy analysis, recommending modifications for MERA or new legislation where policies fall short of their objectives. We hope that the effort to create a conceptual map for MERA that focuses on educational policy and includes implementation and evaluation questions will help the Review Commission as it works on behalf of educational reform for the Commonwealth.

Background: According to the Department of Education, the test of communication and literacy skills assessed the proficiency of candidates at a level required for a bachelor's degree, and the subject tests for specific certificates assessed proficiency and depth of understanding of the subject required for a baccalaureate major. In January, 1998, The Department of Education released the Question and Answer booklet on the Massachusetts Teacher Tests, which included a statement that candidates taking the test on April 4 and July 11 "will satisfy the testing requirements automatically". At the time of the first test administration, however, the cut score had not been determined. Four days later (July 6) the results were mailed out, along with a free admission form to the July 11 test for students who failed all or part of the exam, and on July 11, approximately 3000 students took the second offering of the certification exam. The scores from this second administration are expected by mid-August. Concerns: Before any interpretation or explanation of the high failure rate on the Teachers Tests can be offered, a number of concerns must be addressed. Since we cannot evaluate the content of the tests (comment cannot be made regarding the content until the content is made available - and actual questions and data regarding test answers have not been released), we must focus on the test process. When focusing on the administration of the test a number of flaws in the process become apparent. Many education professors, schools of education, and students may have been under the impression that the first two administrations of the test would be for statistical or normative purposes (such a process is typical in test development) and the fact that the

Welcome It’s a new agency! Effective July 1, 2005, the new Department of Early Education and Care (EEC) combines the functions of the Office of Child Care Services (OCCS) with those of the Early Learning Services Division at the Department of Education. Our agency is supervised and guided by a new independent board, the Board of Early Education and Care, which appointed Ann Reale as Early Education and Care’s first Commissioner. Commissioner Reale immediately began working with OCCS and the Early Learning Services division on the transition to EEC.
The creation of EEC represents an exciting opportunity to build a new, coordinated, comprehensive system of early education and care in Massachusetts. In the short term, the new agency will be focused on bringing together the people, services, and resources of the two agencies.
