Teacher Licensure Programs: Teacher Licensure Master of Arts in Teaching - Elementary School
Graduate students seeking initial teacher licensure at the elementary level (grades 1-6) enter a joint Master of Arts in Teaching degree program administered by the Departments of Education and Child Development. Candidates must hold a baccalaureate in a subject area consistent with curriculum taught at the 1-6 level. All candidates have two practica, amassing between 425 and 475 hours of classroom experience. The classroom experiences are carefully coordinated with curriculum content courses and seminars that provide a forum for analyzing and processing field experiences.
The program places children’s intellectual, social, personal, language, and physical development as well as their productive, successful school experiences at its core. Student teaching seminars examine teaching as dynamic, complex, and intellectually demanding work. Class discussions and readings focus on children’s prior experiences and how they think and learn as central considerations for creating classrooms that work. Assignments link classroom experiences with seminar discussions on issues such as matching children’s learning needs with instruction, promoting equity, effective classroom management, and establishing and maintaining productive, respectful relationships with parents, communities, and school faculty and staff.

General Information
There are four types (stages) of licenses available in Massachusetts:
  • Preliminary Initial Professional Temporary

Also, please see Section 7.04 of the Massachusetts Licensure Regulations for the specific requirements to obtain the Preliminary, Initial, Professional, or Temporary licenses. Below is information on the requirements for the Preliminary license as well as how to obtain Initial Teacher, Administrator and Support Personnel licenses through Alternative Paths. Preliminary Licensure for Teachers If you are not a student in one of HGSE's state-approved educator licensure programs, you can still obtain a Massachusetts Preliminary teacher license in a short period of time.     Education Reform in Massachusetts Education Reform in Massachusetts Craig Bolon 30 August 2000 Education reform in Massachusetts was driven by the McDuffy school finance lawsuit, originally filed in 1978. In its McDuffy decision, the Massachusetts Supreme Judicial Court said that Massachusetts funding disparities harmed the quality of education for some students, denying them education to which they were constitutionally entitled. This June, 1993, decision was widely anticipated, and the Massachusetts Education Reform Act was signed less than a week after the decision was released. A group called the Massachusetts Business Alliance for Education, organized in 1988 and led by John C. (Jack) Rennie, then CEO of the former Pacer Infotec, Inc., of Burlington (now the AverStar division of Titan Corp., San Diego, CA), and S. Paul Reville, then director of the Worcester Public Education Fund, wrote the reform bill sponsored by the Education Committee of the legislature. In 1991 the Business Alliance produced a document entitled "Every Child a Winner." A story from the May 2, 1993, Northwest edition of the Boston Globe quoted Rep. Mark Roosevelt as saying that the House education reform bill then pending "is essentially [the Business Alliance document]." In publications of Mass Inc., Rennie is quoted as saying, "We bought change." Most of this work was carried out in secret. As late as December, 1992, then Lt. Gov. Cellucci was calling on the Education Committee chairs, Sen. Thomas Birmingham of Chelsea and Rep. Roosevelt of Beacon Hill, to disclose their bill. Almost all the controversy generated by this legislation focused on its funding formulas. Until 1993, the public had hardly any knowledge of its sweeping changes in school policy and regulation.     As stated in the Guidelines for Approval of PreK- 12 Educator Preparation Programs promulgated by the Massachusetts Department of Education (August, 2002), the fundamental purpose of the educator preparation program is: To assure the public that teachers and other educators who complete these programs in Massachusetts are prepared to educate our PreK-12 students according to the learning standards in the Massachusetts Curriculum Frameworks. The Merrimack Leadership Academy (MLA) Superintendent’s Licensure Preparation Program is based on this fundamental purpose as explicitly stated in the Department of Education regulations; specifically 603 CMR 7.00, that became effective on October 1, 2001. The design, implementation, and evaluation of the preparation program are driven by these regulatory requirements and, just as importantly, the societal and educational needs of our students to achieve this purpose. To achieve the primary purpose of the Superintendent’s Licensure Preparation Program and to ensure overall quality assurance, the Merrimack Leadership Academy (MLA), a major program of the Merrimack Education Center, has designed and implemented an intensive superintendent’s preparation program in accordance with DOE requirements that provides multiple and varied opportunities for the candidates to learn how to provide administrative support and educational leadership for school districts and to hold principals, and other administrators, teachers, all other staff, and themselves accountable for effectively meeting their educational obligations to students, parents, and the community.

Rationale The most recent Department of Education (DOE) statistics reflect steady increases in the number of special education students excluded from school each year. School districts systematically fail to comply with the Individuals with Disabilities Education Act (IDEA) requirement to conduct manifestation determinations to explore the relationship between a child’s disability and the disciplinary infraction that prompted the exclusion. School districts underutilize functional behavioral assessments, behavioral modification plans, and other alternate discipline strategies for special education students. Priority Strategies Representation : Provide aggressive individual advocacy by assisting clients at team meetings, mediations, and hearings before the Bureau of Special Education Appeals to seek compensatory services and other remedies for students whom school districts have improperly excluded. Training : Educate parents, advocacy groups and special education professionals on IDEA 2004 changes in wrongful exclusion through training and dissemination of written materials.

    The Health Access, Affordability and Accountability Act Joint Committee on Health Care Financing Hello. My name is Dr. Christopher McCoy. I recently graduated from Case Western Reserve University School of Medicine and currently serve as the Legislative Affairs Director for the American Medical Student Association. AMSA is the oldest and largest independent, student-governed medical organization in the country. We represent over 55,000 physicians-in-training, including 792 students at the four medical schools in Massachusetts. For 55 years, AMSA has represented the future generation of physicians by advocating for a better health care system: one that is accessible to all people, safe for our patients, and affordable for our country. AMSA lauds the goals of Senate bill 2042: having health coverage is directly linked better health outcomes. The assistance provided to low and middle-income families will allow them to obtain primary and preventive care services.
