General Information:
An Overview
Cooperative education is an academic/business strategy that combines on-campus study with practical, paid work experience. Students in cooperative education programs alternate between periods of study in school and periods of employment in business, government and non-profit organizations. Both types of learning experiences are planned and supervised to contribute to students' education and employability. Formal cooperative education began at the University of Cincinnati in the early 1900's when 27 engineering students were placed in a training program which alternated one week of practical work experience with one week of instruction at the school. The program developed so well that the entire school of engineering shifted to the cooperative plan in 1920. The first secondary cooperative education program was established in 1909 at Fitchburg, Massachusetts, in cooperation with the General Electric Company. Based on the success of the Cincinnati venture, other schools and colleges started programs of their own. The University of Detroit (1911) and General Motors Institute (1925) were the first colleges in Michigan to adopt the cooperative plan.

    The European tradition of education centered in the family rather than in schools did not take root in the United States, because the pattern of the extended familyseveral generations living under one roofdisappeared on the frontier. As families moved to take advantage of free land, the old educational patterns broke down, and new forms were generated. As a result, Americans began to delegate more and more educational responsibility to the schools. The basic skills of reading, writing and arithmetic were just the start; over the decades society has assigned many other skills previously learned in the homes to be taught in schools. But aside from teaching knowledge and skills, reformers saw the schools as the logical place to inculcate democratic idealism. In the 1820s universal education was an idea held by only a few visionaries; within a generation, a majority of the states had bought into this idea. Aside from abolition, no other reform movement of the Jacksonian era had such success, and the key figure was Horace Mann. Born in Massachusetts in a Calvinist small town, Mann (1796-1859) had little formal education as a youth, but read a lot at the town library, where he learned enough to be admitted to Brown University. After graduation in 1819 he taught for a while, studied law and then entered politics, where he soon became a rising star in the state assembly. Then in 1835, he shocked family and friends by taking the job of secretary to the Massachusetts Commission to Improve Education (later the State Board of Education), an agency with no money or control over local schools.

    The Neuroradiology Fellowship at the Massachusetts General Hospital is a rigorous program of clinical teaching and exposure to research designed to train first rate neuroradiologists and leaders in our rapidly evolving subspecialty.
    Education of our Neuroradiology Fellows revolves around our excellent case material that accrues continuously, 24 hours a day, seven days a week. The MGH is exceptionally strong in the clinical neurosciences and is consistently rated as one of the top 2 or 3 hospitals in this arena. In addition, we provide a series of specialized teaching conferences designed for the education of our fellows. There are numerous joint conferences held between ourselves and other clinical services designed for patient management which are also excellent for educational purposes. Clinical programs of the highest quality have been established at the MGH in acute stroke, neuro-oncology, skull base neoplasms, pediatric neurology, aneurysms and AVMs, epilepsy, multiple sclerosis, Alzheimer's disease and movement disorders. We are thus engaged with state-of-the-art approaches to the diagnosis and treatment of all major CNS diseases.
    Neuroimaging research at the MGH is at the forefront. Clinical applications of functional MRI, including diffusion and perfusion MRI, are more advanced than at any other institution. We are also active in developing clinical applications of MR spectroscopy. Our close working relationship with the MRI group makes possible these cutting-edge research efforts. In addition, active research programs in functional brain mapping, PET studies of neoplasms, and several projects in the interventional area are available for participation by fellows. We are leaders in the field of image guided stroke therapy.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows: SECTION 1. Chapter 6 of the General Laws is hereby amended by inserting after Section 133E the following section:- SECTION 2. Section 1B of Chapter 69 of the General Laws, as appearing in the 1994 Official Edition, is hereby amended by inserting after the twenty-first paragraph the following paragraph:- The board shall provide information to schools concerning the titles and sources of Braille text books and technical assistance to schools to develop Braille translation of titles not presently available. The board shall ensure, through referral by the Massachusetts Commission for the Blind's children's services specialists or other appropriate persons for investigation of any alleged violations, that schools within its jurisdiction purchase or otherwise provide written material to meet the individual education needs of blind persons, either directly or through adaptation. SECTION 3. Section 38G of Chapter 71 of the General Laws, as so appearing, is hereby amended by inserting after the nineteenth paragraph the following paragraph:-

In January, 1998, The Department of Education released the Question and Answer booklet on the Massachusetts Teacher Tests, which included a statement that candidates taking the test on April 4 and July 11 "will satisfy the testing requirements automatically". At the time of the first test administration, however, the cut score had not been determined. Four days later (July 6) the results were mailed out, along with a free admission form to the July 11 test for students who failed all or part of the exam, and on July 11, approximately 3000 students took the second offering of the certification exam. The scores from this second administration are expected by mid-August. Concerns: Before any interpretation or explanation of the high failure rate on the Teachers Tests can be offered, a number of concerns must be addressed. Since we cannot evaluate the content of the tests (comment cannot be made regarding the content until the content is made available - and actual questions and data regarding test answers have not been released), we must focus on the test process. When focusing on the administration of the test a number of flaws in the process become apparent. Many education professors, schools of education, and students may have been under the impression that the first two administrations of the test would be for statistical or normative purposes (such a process is typical in test development) and the fact that the
