    To help charter-granting agencies with their challenging task, the Charter Schools Development Center has developed the Charter-Granting Agencies' Tool Kit with sample documents gathered from across the country to help charter-granting agencies with this challenging task. Section one contains resources on how to review charter petitions, including sample charters, suggested charter evaluation criteria, sample charter review process, sample financial plans and business plan criteria, and pre-operations school start-up check lists. Section two includes sample documents related to the operational relationships with charter schools in such areas as funding arrangements, special education, facilities and administrative services.

    Exploring the Costs of Accountability
    How much will the federal No Child Left Behind Act (NCLB) cost? Critics argue that NCLB’s requirement that states bring all students up to academic proficiency by the year 2014 represents a massive unfunded mandate. William J. Mathis, for example, claims in a recent Phi Delta Kappan article that public K–12 spending needs to rise by at least 20 to 35 percent to meet the goals of NCLB—an increase of $85 to $150 billion a year. These critics reason that unless the feds put a lot more money on the table, financially strapped state and local governments will be forced to raise taxes sharply. Otherwise, the entire reform effort could collapse of its own weight. The funding issue has three components. First is the cost of designing and implementing a statewide testing system. Second is the cost of establishing a state-level system for evaluating schools and districts and for intervening in those schools that continuously underperform. Third, and most controversial, is the cost of ensuring that schools have enough resources to provide the high-quality educational opportunities that students need to meet the academic standards required by NCLB. We have examined these three components in light of our own experiences in Massachusetts. Since Massachusetts embarked on a path similar to that mandated by NCLB well before the law’s adoption and has proceeded further than most other states, its experience may be useful in evaluating what is required nationally.

    US State Government Aid The Free Application for Federal Student Aid (FAFSA) is used to apply for most state loan, grant and scholarship programs, in addition to the federal loans and grants. When you submit the FAFSA to the US Department of Education, they forward the information on the form to the state student assistance agency. Each state has a different FAFSA submission deadline. If you submit your FAFSA by March 1, you will be in time for all state deadlines, other than Michigan. If you miss the deadline, you will be ineligible to receive state aid for the entire academic year. Procedures for applying for state prepaid tuition programs and the national guard differ from state to state. The amount of information provided on the state web sites varies from state to states. Some states provide comprehensive information about residency requirements , loan, grant, scholarship and prepaid tuition programs and other state aid programs. Others provide minimal information.     Guarantee Agencies Federal student loans are extremely low risk loans, as compared with other types of unsecured loans, in part because the Federal government guarantees them against default. This section of FinAid provides information about student loan guarantee agencies, also referred to as student loan guarantors and student loan guaranty agencies. Guarantee agencies insure student loans against default. The 1% guarantee fee that is collected from each disbursement is paid to the designated guarantee agency to cover the costs of insuring the loan. (Some guarantee agencies have built up enough of a reserve that they are able to waive or reduce the guarantee fee.) If the borrower defaults, dies or becomes totally and permanently disabled, the guarantee agency reimburses the lender for the balance remaining on the loan.
