Education Reform Curriculum Frameworks The Massachusetts Education Reform Act, passed in June 1993, mandated the creation of curriculum frameworks for grades K-12 in English Language Arts, Mathematics, Science and Technology, History and Social Science, World Languages, the Arts, and Health. Three months later, a committee established by the Massachusetts Department of Education (DOE) began searching for the answer to a simple question: What should young people know and be able to do when they graduate from high school? To develop an answer, the DOE first established a Commission on the Common Core of Learning. Headed by Massachusetts Board of Education Chair Martin S. Kaplan and Co-Chair Madelaine S. Marquez, the 40-member Commission included educators, policymakers, students, clergy, and representatives from business and community organizations. From September 1993 to June 1994, the Commission considered input on the proposed guidelines by an estimated 50,000 educators, policymakers, and other citizens across the state. Using this input, the Commission created general guidelines for what students across Massachusetts should know and be able to do upon graduation. The guidelines were adopted by the Board of Education and published as the Common Core of Learning.

The Medical Advisory Board of the Eye Surgery Education Council (ESEC) is comprises leading ophthalmologists who review all ESEC activity, provide medical expertise, and ensure the scientific accuracy of ESEC materials. The members of the board also serve as the chairs of the clinical committees of the American Society of Cataract and Refractive Surgery (ASCRS). The committees are responsible for developing ASCRS policy on a variety of clinical and research issues. Members of the news media should direct questions to these individuals through John Ciccone at the ASCRS Communications Department, (703) 788-5761. How many intelligences? Daniel Willingham’s critique of Howard Gardner’s theory of multiple intelligences (“ Reframing the Mind Check the Facts , Summer 2004) is yet another attempt by a psychometric supremacist to quash other views of intelligence. Psychometric diehards assume that the correct model of intelligence can be generated by investigating how people think in highly atypical situations. It is true, as Willingham writes, that data from 130,000 individuals enabled John Carroll to produce a three-tiered model of intellect—with g (general intelligence) atop it all. But it is also true that those 130,000 individuals were largely plopped into isolated rows where they frenetically addressed peculiar puzzles and bubble-in answer sheets. Rather than investigating bubble-sheet results, Gardner sought to illuminate the mental abilities that underlie actual human accomplishments found across cultures. What makes people capable mathematicians and writers as well as teachers, historians, farmers, artists, and even comedians? Gardner tackled this question by drawing on a wide array of evidence from the sciences and social sciences. Since statistical techniques for analyzing this diversity of evidence do not exist, Gardner could not simply use traditional methods. Therefore, he laid out his evidence, criteria, and reasoning—just as, for instance, Charles Darwin did. Does this mean that all uses of Gardner’s theory are effective? No. Gardner, who had not anticipated the wide use of his theory in schools, initially encouraged broad experimentation with it. Hence there were brilliant and stupid uses. My recently published investigation of 41 schools that use multiple intelligences theory has identified those practices that enable educators to use the theory, not for its own sake, but to enable students to produce high-level work. It remains highly questionable whether psychometric theories, which are neither the whole story of human intelligence nor terribly useful to teachers, can do anything similar.

June 15, 2000 Fourteen charter schools recently had their five-year charters renewed by the Massachusetts Board of Education. As debate continues over raising the legislative cap on the number of charter schools, it makes sense to look at how this first group of charter schools is doing. The Department of Education hired SchoolWorks, an independent consulting firm, to send a team of inspectors into each school. "Renewal Findings," published by the Massachusetts Charter School Resource Center at Pioneer Institute, reviews the inspection reports and finds that the vast majority of the schools are on their way to being top-notch models of school reform. Whether they were looking at an urban high school or an elementary school in the suburbs, the protocol was the same: they looked at the stability and effectiveness of the school's governance; the coherence of the academic program and measured results; the strength of the faculty; and whether the school has engaged parents and become an active part of the surrounding community. Are the schools well run? Unlike district schools, charter schools are governed by boards of trustees. Boards can include representatives of founding non-profit organizations, business leaders, members of the community, parents of current or former students, school faculty, and even students.
