June 2003 Advisory Boards in Adult Education Adult education programs will rely on the advice and support of numerous people during the many phases of their existence. An advisory board (also known as a council) can be an important source of direction and support to an adult education program. Having an independent body of community leaders and adult learners working with staff can be key to building a secure, ongoing program. The advisory board plays an important public relations role, as well as, providing program staff with a fresh perspective on programmatic issues. In addition, working with an advisory board may increase the organization's potential to broaden its funding through contacts for in-kind resources, and for direct financial support. Massachusetts DOE Expectations for ABE Programs All Massachusetts Department of Education -funded Adult Basic Education Programs must have an active Adult Basic Education Advisory Council which consists of students, staff, and community leaders. The council must reflect the diverse needs and interests of the local community. Council membership must consist of seven or more individuals if the ABE program is operating at a minimum of twelve hours per week. The council should meet on a regular basis but at a minimum of at least four times per year. The council should provide input and should advise the program staff on policy issues, long-range planning, and program evaluation in order to ensure that the program is meeting its objectives. Programs are required to provide minutes of their meetings in an annual report.

Des Moines , Iowa —For the first time in the nation’s history, states reached a common definition for their high school graduation rate, it was announced today. Thirty-nine governors and 11 national organizations signed onto Graduation Counts: A Compact on State High School Graduation Data at a ceremony during the National Governors Association (NGA) Annual Meeting here this morning. The compact stems from the newly released Graduation Counts: A Report of the NGA Task Force on State High School Graduation Data . [LINK TO GradCounts]The report outlines five task force recommendations states should use to develop a high-quality, comparable high school graduation measure, as well as complementary indicators of student progress and outcomes and data systems capable of collecting, analyzing and reporting the data. Through the compact, governors and organizations represented on the task force agreed to implement the following recommendations:

School finance was once the clear and protected domain of board members and superintendents. Schools received money from state and federal governments. In some cases school boards levied local property taxes; in others, districts received tax money from county or city government. With few limitations, and most of those on federal funds, the school board then decided how the money should be spent. State authority, however, is now eclipsing local authority in school finance matters. State legislatures and the judicial system are increasingly holding the state, not local districts, accountable for an equitable and high standard of education for all children. Along with this responsibility comes state control of money and educational resources. The intensification of state authority over resources and education quality threatens to clash with America's long-standing political preferences for local government responsiveness and citizen oversight. If the trend toward state centralized financial power continues, school boards could see themselves edged out of their roles as citizen overseers of their schools. This situation did not happen overnight, of course. In the 19th and early 20th centuries, local control over schools reigned supreme. State involvement was mostly limited to building construction. With the post-World War II civil rights movement, state and federal authority over schools grew. Intervention, in the forms of judicial decisions and legislative efforts, was deemed necessary to open up public schools for all students. Racially segregated schools were struck down by

January/February 2000 Grade Inflation: What's Really Behind All Those A's? Teachers are using one blunt instrument-grades-to do the job of many tools. What are the alternatives? By Lisa Birk Whenever Carin Aquiline sat down to grade a stack of papers, she wondered what grades really meant. She even wondered whether they conveyed useful information to anybody-to students, parents, or teachers. "I had a student with low skills, who plodded through her work," says Aquiline, a former 11th-grade English teacher who now works in professional development in the Boston public schools . "After a lot of hard work and time, she demonstrated the proficiencies to earn D's. And she was trying. I had another student who was capable of doing B work when he put his mind to it, but he very rarely did the work. His average grade came out to an F." Those experiences and countless others in Aquiline's eight years of teaching raise familiar questions about how to assess student work. "What is it that we end up measuring by grades?" she asks. "What do grades tell us about students, and do they give us useful information about student learning?" Practitioners face such questions almost daily. Researchers have been more reluctant to take them on because without commonly accepted yardsticks for student achievement, assessing the relative value and effectiveness of grades is so difficult. Opinions about what teachers do evaluate with grades often conflict with those about what teachers should evaluate.

Regular Meeting
Commissioner Driscoll reported on the release of the performance ratings for public schools in the Commonwealth, noting that 44 percent of schools met, approached, or exceeded their improvement goal. Commissioner Driscoll also notified the Board about a grant opportunity the Department will pursue through the Council of Chief State School Officers, which has been awarded a three-year, $8.9 million grant by the Wallace-Reader's Digest Funds to lead a national effort to strengthen school leadership. Board member Bill Irwin reported on the National Association of State Boards of Education's Governmental Affairs Committee. The Committee met recently with national legislative leaders to discuss President Bush's education agenda. Mr. Irwin reported that President Bush plans to release his education bill in March 2001.

Health Education
Massachusetts General Law Title XII Chapter 71: Section 1 (no date available) requires all schools to provide instruction in health education, but grade levels or amounts of instruction are not specified. High school students are not required to complete specified units of health education to graduate.
The Common Core of Learning (1994) outlines the state's basic standards for students and the Massachusetts Comprehensive Health Framework (1999) provides a more detailed vision of standards for what students should be able to learn and know in health education. In addition, the framework serves as a suggested curriculum for local schools.
Students in Massachusetts are not required to pass a statewide assessment covering health education topics.

All persons who practice social work, use the title "social worker" or any derivative thereof, or refer to themselves as practicing social work must be licensed in Massachusetts, unless they are a county, state, or municipal employee, or a social work intern in a program accredited by the Council on Social Work Education. Practicing social work without a license or performing functions reserved for a higher licensing level is punishable by fine and/or imprisonment. GENERAL LICENSING INFORMATION The Massachusetts Board of Registration of Social Workers (The Board) protects the public by promulgating and enforcing regulations for which licensees are held accountable. The Regulations contain the rules and standards governing professional ethics and practice and explains the qualifications and functions for each license level.
