Education Reform: Editorials An Overview of Ed Reform By Paul Reville Paul Reville is the executive director of the Pew Forum on Standards Based Reform, a member of the faculty of the Harvard Graduate School of Education and chairman of the Massachusetts Education Reform Review Commission. Paul Reville was executive director of MBAE and participated in writing the Education reform Act of 1993. He served on the State Board of Education from 1991-1996. When the framers of Massachusetts education reform, a group of business, legislative and executive branch leaders, met in the early 1990's, they had some simple goals in mind. At the heart of their conception of school reform was a fundamental equity premise. The Commonwealth should have high standards and expectations for all its students. Schools needed to improve and be accountable their performance so graduates would be better able to meet the demands of college, the workplace, citizenship and family life. In turn, the Commonwealth would provide more resources and distribute school finance more equitably, so as to assure every student a fair opportunity to learn. At its most basic level, the Massachusetts Education Reform Act of 1993 was a trade, a bargain: financial resources in exchange for high standards and accountability. The Common Core The cornerstone of the education reform conception was the then radical, but seemingly commonsense idea, that the state would, for the first time, clearly articulate what young people should be expected to know and be able to do at various stages of their education in the Commonwealth's schools. The first step in the articulation process, the Common Core of Learning, was approved by the Board of Education in July, 1994, a little more than a year after the signing of the Education Reform Act. The Common Core, now almost forgotten after deliberately being set aside by subsequent Boards of Education, was designed to set forth the broad goals for education.

Please see specific board language for exact number of credits approved. The CE certification fee is $20 per person for the entire conference including institutes. The full conference (Thursday 6:30pm - Sunday 4:30 pm): 23.5 hours of CE - this includes 20 keynote sessions, 6 workshops, and 1 seminar. The banquets are 1 or 2 hrs additional hours for a total of 28.5 hours. Thurs Singles Seminar 1.5 hrs. Continuing Education NSCC is holding a repeat offering of the US/Iontophoresis workshop on Saturday November 19, 2005 Demystifying Ultrasound and Iontophoresis: A Workshop for OTs and OTAs This workshop offers basic instruction in the two most commonly used electrical modalities in treating upper extremity musculoskeletal injuries. Ample lab time with close supervision will be provided to learn use of the equipment and practical application of each modality. For ultrasound, selection of appropriate frequency and sound head will be discussed. Participants will learn about the various types of medication used in iontophoresis and phonophoresis as well as about the safe storage of the medication. Emphasis will be on understanding the clinical reasoning process in using the modalities as an adjunct to OT treatment and then reinforced by group problem solving and case studies. MA School Boards Defy State
Winter -Spring 2003 Double Issue
In a declaration of independence worthy of their colonial forebears, some local Massachusetts school boards are choosing to defend their students rather than obey the dictates of the state Department of Education.
Seven school committees have passed resolutions pledging to award diplomas to all seniors who meet local graduation requirements, regardless of their scores on the high-stakes Massachusetts Comprehensive Assessment System (MCAS) exam. Responding to urgent appeals and organized pressure from parents and teachers, many more school committees are actively considering similar measures.
Opponents of the test, including thousands of families in MassCARE (the Massachusetts Coalition for Authentic Reform in Education) contend the state is breaking the law, which called for multiple forms of assessment and sensitivity to different learning styles and ethnic backgrounds. A lawsuit filed in state court this winter makes the same case. (See article below.)
The Massachusetts Association of School Committees voted 97-27 at its annual convention last October to reaffirm the historic diploma-granting authority of local school boards, even in the face of the MCAS. As graduation day approaches, it appears that more school committees will carry out the promise of that vote and decide to grant diplomas. The state Department of Education is using every bullying tactic it can think of: threatening to withhold state funds from defiant school districts, revoke the certification of their superintendents, and prevent students with non-MCAS diplomas from attending state colleges or receiving financial aid. So far, the school boards have held firm in the face of these threats.
