TIPS FOR HANDLING THIS NATIONAL CRISIS WITH STUDENTS Many children face crises on a daily basis, some more serious than others. With the national crisis affecting so many North Carolinians, our school children may be experiencing acute and significant stress and fear. A crisis that involves so many Americans, relatives and acquaintances may be one of the greatest traumas that many students have experienced. School administrators, teachers, and other school staff members should keep in mind some of the following ideas for working with children and youth. Provide structure and routine - Children experiencing a significant crisis often feel a loss of control, stability, and security. Providing routine and structure is one of the best ways for them to feel safe. Encourage staff and students to stay involved in normal school, work, leisure and social activities, while remaining sensitive to their own emotional needs. Provide opportunities and permission for children to express their feelings - Being able to express their feelings enables children to better cope with crises. Discussions of their experiences in classrooms or in small counseling groups are particularly important among adolescents. They may need assurance that even extreme emotions and "crazy thoughts" are normal in a disaster. It is important to end such discussions on a positive note (e.g. what heroic acts were observed? How could we be more prepared for a disaster? ) Younger children will also need opportunities to vent as well as to normalize their emotions.

Project Zero/Massachusetts Schools Network was supported by The Pew Charitable Trusts.
In collaboration with the Massachusetts Department of Education, Project Zero worked to help individual schools adopt portfolio assessment as part of a statewide school reform effort. The three-year initiative, which began in January 1994, brought together practitioners, policy makers, and researchers to explore how portfolios can be implemented to provide effective assessment of students and programs. Five Massachusetts elementary and middle schools served as initial partners, and six other schools were added in subsequent years. These schools committed substantial time and resources to an ongoing school-wide review of the fit between curriculum, pedagogy and assessment practices. In this context, they explored the use of project-based curriculum and portfolios. In addition, teams of teachers from participating schools met several times a year to share experiences, concerns, and discoveries. These meetings provided an opportunity for participants to compare portfolio models and designs they had developed. The network of schools continued to meet and grow as more schools joined the project. The work was based on an approach to portfolio implementation developed by Project Zero over the past ten years. MASSACHUSETTS Summary evaluation. Standard 1: Assessment supports important student learning. Massachusetts has developed content frameworks in math, English language arts, science and technology, history/social studies, world languages, arts and health. All but history/social studies have been approved by the Board of Education. A new state assessment program is being developed based on these standards. Currently, the state is in a transitional phase. It is ending one program, the Massachusetts Educational Assessment Program (MEAP), last administered in spring 1996, and is beginning a new one, the Massachusetts Comprehensive Assessment Program (MCAS). At this time, the state testing program has three components. At grade 3, the state mandates annual administration of the ITBS, an all-multiple-choice NRT, in reading, spelling and vocabulary. For 1996-97, the state also administered to grade 10 the Iowa Test of Educational Development (ITED) complete battery, also an all-multiple-choice NRT, covering aspects of English, math, science and social studies. Districts which already administer a full battery of another NRT in grade 10 can be exempted from the ITED. On both tests, individual, school and district results will be reported. These tests are not based on the frameworks. There are no plans to re-administer the ITED. The criterion-referenced MCAS exams for grades 4, 8 and 10, to be based on the curriculum frameworks, are now in the item tryout stage in math, and science and technology. They will use multiple-choice and constructed-response items, probably with about half the score to come from each method. In spring 1998, full implementation of MCAS in math, science and technology, English/language arts (probably including writing samples) and history/social science (if standards approval allows) is planned. World language exams are scheduled for 1999-2000. The state will also develop model assessments for local use in the arts and health. The results will be reported at student, district and state levels in Spring 1998.

Unintended consequences of these practices require more attention from health care professionals. School choice is one of the hottest topics in education. Not only does it have the attention of educators, it has the endorsement of President Bush and a large following of parents. Books are being written, arguments waged, and bills drafted. There is a growing feeling that if parents can choose which schools their children attend, education will improve. However, there are groups urging caution. Some are concerned that issues of equity will be passed over in the push for school choice, causing at-risk students to fall further behind. Because of these concerns, choice plans that focus on equity have begun to receive national attention. Foremost among these is controlled choice, which attempts to create equitable education in a district by providing choice while simultaneously preserving racial and ethnic balance.
