Frequently Asked Questions
What are the Maryland Teacher Technology Standards?
The Maryland Teacher Technology Standards (MTTS) are standards designed to ensure that teachers and school staff are proficient users of technology who integrate it into classroom instruction. Where did the standards come from?
The techstandards were developed as part of the Preparing Tomorrow's Teachers to Use Technology (PT3) Grant. The standards were first used with students seeking teacher certification at colleges and universities in Maryland. The student teacher candidates were required to complete portfolios and take performance assessments based on the MTTS in order to demonstrate technology proficiency prior to graduation from their programs. The PT3 grant was designed to bring about a change and ensure that graduates of teacher certification had an understanding of technology and technology integration. Who is expected to use the standards?

Teacher Certification
According to the Maryland State Department of Education (MSDE), there is a critical shortage of teachers in the state's 24 districts. In response, the State of Maryland has developed several exciting incentive programs to recruit and retain quality teachers. For detailed information on incentive programs, visit the MSDE web page. The College of Education shares MSDE's concern about the teacher shortage. We believe that the best way to increase the number of teachers is to offer multiple pathways for teacher certification. The College offers a variety of programs in early childhood, elementary, special education, and secondary education. Offerings vary from minor and certificate programs to double majors and combined Bachelor's/Master's programs.
  • Early Childhood Teacher Certification Program Options The Department of Human Development offers an undergraduate program that is designed for students seeking certification to teach pre-K through grade three. Because early childhood teachers are expected to provide an inclusive, developmental education, content courses include psychology, science, math, music, and arts. The Early Childhood program includes

Elementary Education Program
The Teacher Education Program is characterized by a highly nurturing and personalized environment, intellectual rigor, and a performance milieu within a liberal arts context. Education is not a subject major. As the department is a member of the Social Sciences Division, the foundational sequence courses (Principles of Education and Educational Psychology) can fulfill distribution requirements in the social sciences.
The department aims: a) to provide the professional preparation for certification required by the State Department of Education in Maryland and the 43 states with whom Maryland has reciprocal certification agreements; b) to explore the social, psychological, philosophical, and historical foundations of education in our society; and c) to stimulate inquiry concerning the nature of our educational institutions. The department, recognizing that the world of schooling is a primary socializing agency for the American polity, has the further aim of inviting students in elective courses to inquire into the nature of education and its relationship to their future lives as citizens, parents, or educators.

Eligibility for Teacher Certification in Maryland
For eligibility for certification in the Early Childhood/Elementary program or the Elementary program, candidates must complete the approved program requirements as listed, university graduation requirements, and Praxis testing requirements. Passing Praxis II, demonstrating the knowledge and skills of a specialized content area at the Maryland State Department of Education prescribed score, represents one qualification for completing the degree in teacher education or gaining teacher certification. Accordingly, candidates must pass Praxis II to become program completers and to graduate in an approved teacher education program. Completion of K-12 teacher education programs and the secondary professional sequence requires passing Praxis II to be eligible and endorsed for certification. Candidates may apply for a certificate of eligibility directly to the Maryland State Department of Education or may apply for a Standard Professional Certificate I through the personnel office of a county offering employment.

Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.
