Wednesday, August 28, 2002; Page B05 Teachers without full certification were hired in increasing numbers by Maryland's 24 public school districts this year a trend running counter to a new federal law that will require teachers in poor, low-performing schools to hold permanent certification. Nearly 10 percent, or 5,351, of the state's 55,021 new teachers have provisional certificates, which means that they may have a college degree but have not passed the necessary state exams or still need to finish course work, according to a report released yesterday by the Maryland State Department of Education. The Certification Branch was formed in 1981. The branch certifies teachers, specialists and administrators employed in public and private schools, other state institutions and the general public. Nonpublic Schools Approval Branch
The Nonpublic Schools Approval Branch began operation in 1948 as the Nonpublic Schools Accreditation Branch. It received its current name in 1994. The branch approves the educational programs of nonpublic nursery schools, kindergartens, elementary schools, middle schools, secondary schools, schools for the disabled, and entities licensed by other state agencies, such as the Department of Juvenile Justice. The branch also registers church-operated nonpublic schools and other nonpublic entities who are not approved or supervised by the State Board of Education or a local board of education. The Program Approval and Assessment Branch began in 1981 as a part of the Teacher Education and Certification Branch and reorganized under its present name in 1994. The Program Approval and Assessment Branch evaluates and approves programs to educate teachers and prepare other professionally-certified personnel. "Teacher Certification Reconsidered: Stumbling for Quality."
Teacher Certification Isn't Working
October 18, 2001 - The Abell Foundation just released "Teacher Certification Reconsidered: Stumbling for Quality." It argues that Maryland's teacher certification requirements should be loosened or eliminated because there is no credible evidence that they ensure quality. We agree. There is simply no good evidence that teacher certification produces demonstrable gains in student achievement. In fact, much of the research is embarrassingly deficient. A February 2001 report by the University of Washington Center for the Study of Teaching and Policy agrees: "There is no research that directly assesses what teachers learn in their pedagogical preparation and then evaluates the relationship of that pedagogical knowledge to student learning or teacher behavior." Taking the opposite view is the National Commission on Teaching and America's Future (NCTAF) led by Professor Linda Darling-Hammond. The Commission has been urging the states to adopt expanded certification requirements. Professor Darling-Hammond called the Abell Foundation's report a "stunning exercise in misrepresentation."

Program Description
Students may seek certification in either elementary education (grades 1-8) or secondary education (grades 7-12). In addition to graduate coursework, undergraduate content coursework may be necessary. A transcript analysis is done by an adviser after admission to determine additional requirements. A personalized and strong advising system allows students continuous access to consultation at all stages of their program. Coursework in specific content areas and methods differs according to the area of certification. An internship consisting of field experience and student teaching concludes the certification coursework. Internships are completed in a professional development school and include performance based portfolio assessment. Loyola College collaborates with various elementary, middle, and high schools to provide the intern with an intensive two-phase experience. Over the course of one year, elementary certification interns complete two experiences, one in grades 1-3 and the other in grades 4-8. Secondary certification interns complete two experiences, one in grades 6-8 and the other in grades 9-12. Courses may be taken on a full-time or part-time basis. Internship II is a full-time, semester-long experience, where academic theory is translated into practice.

The Certification Branch needs to determine eligibility, before you make formal application for a teaching certificate. For an evaluation of your credentials, a complete packet of information including the following must be submitted.
  • General information including name, address, social security number, telephone number, subject area for which you wish an evaluation. (Two evaluations may be requested within a 12 month period). If you have completed student teaching, give dates, subjects and grade levels taught.
  • Official transcripts reflecting the bachelor's degree and any post-baccalaureate course work.

1. How will I know the status of my application?
When an application for employment is received, appropriate data is entered in a data base and a permanent file is made. A post card acknowledging receipt of the application is mailed to the applicant. The application is then considered to be active. The application will remain active until the fall of the year. Applicants who are not hired are automatically sent a Reactivation Form to be completed and returned. Applicants should return the form only if there is a change in name and/or address or no longer wish to be considered for employment with Howard County. Inactive applications are retained for one year and then destroyed if no further interest is shown.
2. What can I use as references?
Beginning teachers should submit student teaching evaluations or a college placement file that contains student teaching evaluations. Experienced teachers should submit copies of evaluations and/or formal observations as references. We would prefer the last three years of experience. Letters of reference are also acceptable.
If you do not have teaching experience, you may use evaluations from other work experiences. References from volunteer or work experiences involving working with children or teaching would be appropriate.

  • MATH 385: Introduction to Mathematical Modelling
    Thomas I. Seidman. 3 credits. This is a project-oriented course offering the opportunity to discover how a variety of real-world problems can be described and analyzed with the aid of simple mathematical models and computer simulations. Possible project topics include: operation of a fuse, spread of pollutants in a river, propagation of an infectious disease, traffic flow on a highway, oscillating chemical reactions, etc. Specific selection of problems will depend on the background and interests of students enrolled in the course. Students seeking elementary teacher certification or secondary certification in science or math are particularly welcome.
