    First Attorney General, 1789-1794
    Edmund Jennings Randolph was born in Williamsburg, Virginia, on August 10, 1753. He attended the College of William and Mary and studied law in his father's office. He was a supporter of the Revolution and served as General George Washington's aide-de-camp in 1775. Randolph was a delegate to the Continental Congress and a member of the Constitutional Convention. He was elected Attorney General of Virginia in 1776, served until 1782 and served as Governor of Virginia from 1786-1788. On September 26, 1789, Randolph was appointed the first Attorney General of the United States by President Washington. In 1794, he was appointed Secretary of State. He served in this position until 1795.

    The Department of General Services supervises and coordinates the design and construction of a wide range of state public improvements totaling hundreds of millions of dollars annually. DGS is committed to the fair and competitive selection of design consultants and construction contractors for capital improvement projects. Once awarded, the department manages each contract to deliver quality projects that are on time and in budget. Architectural/Engineering Services
    Architects and engineers are selected based on a consideration of qualifications and subsequent negotiation of fees with top qualified firms. All A/E projects with fees anticipated above $100,000 are advertised in the Maryland Contract Weekly. Projects with Estimated A/E Fees in Excess of $100,000
    A/E firms for contracts in excess of $100,000 are selected by members of the General Professional Services Selection Board (GPSSB), who are appointed by the Governor from both the private and public sectors. Firms submitting expressions of interest must present their qualifications, which are evaluated and ranked by a qualification committee of DGS and using agency personnel. The GPSSB will then authorize a Negotiation Committee to negotiate a fair, competitive and reasonable fee with the most qualified firm. If unsuccessful within 30 days, the negotiations are terminated, and the committee begins negotiations with the next most qualified firm.

    Ritalin use in Maryland schools lowest for minorities, highest for special education
    Nearly three percent of Maryland public school students receive medication, most commonly the methylphenidate trademarked Ritalin, during school hours for treatment of attention deficit hyperactivity disorder (ADHD), according to a Maryland State Department of Education-supervised survey of school nurses. Published in the September issue of Pediatrics, the findings note significant disparities in the treatment rate for minority children and a concentrated use of ADHD medications among children receiving special education services. The Maryland General Assembly's Legislative Task Force for the Study of the Use of Methylphenidate and Other Drugs in School Children mandated the survey over concerns for ADHD prescription practices. The study findings, "Stimulant Treatment in Maryland Public Schools," represent the largest survey of its kind and the only published school assessment of medication treatment for ADHD to cover an entire state. Lead author Daniel Safer, M.D., adjunct associate professor of pediatrics and psychiatry at the Johns Hopkins Children's Center, draws particular attention to the finding that grade school African-American, Hispanic, and Asian students receive medication for ADHD at approximately half the rate of Caucasian students. The racial disparity increases with age so that by high school, the medication rate for African-American students is only one-fifth that for Caucasians.

    The School of Medicine, founded in 1807, was the fifth to open in the U.S. It stands at the center of a large medical complex that includes the nationally acclaimed Shock Trauma Center and Institute of Human Virology. The school ranks among the top public medical schools in the level of U.S. Public Health Service support and is a national leader in research on AIDS, cancer, Alzheimer's dementia and schizophrenia. The Baltimore city campus of the University of Maryland also houses the state's other professional schools: the Schools of Dentistry, Law, Nursing, Pharmacy, and Social Work. Enrollment totals about 6,000. The Graduate School, with an enrollment of 1200, includes 25 degree-granting programs, housed in all of the professional schools except Law. UMBC, an undergraduate campus, is a 10-15 minute drive away, with a free shuttle bus.
    The department has a long history of prominence nationally (e.g., Bufferin was developed by a former chair). More than 30 graduate students work with about 15 faculty members. Two-thirds of the students are enrolled in the Ph.D. program and the rest are pursuing the MS degree. The student body includes representatives of many nations, although the majority are U.S. citizens or permanent residents.

    MSPAP was designed to produce scale scores for the content areas of reading, writing, language usage, mathematics, science, and social studies. MSPAP scale scores indicate a school's level of performance in each content areas. MSPAP scale scores range, in general, between 350 and 700. The 1992 MSPAP scale scores for all grades and content areas were designed to have a mean of approximately 500 and a standard deviation of approximately 50. Beginning with the 1992 MSPAP, scale scores from the same grade level and content area have the same meaning and are directly comparable from year to year. They are not comparable across grade levels or content areas because of differences in test content and difficulty. MSPAP scale scores, like other test scale scores, have little intrinsic meaning other than higher scale scores represent higher performance in a content area. It is expected that MSPAP scale scores will acquire further meaning as they are used . Interpretation of the scale scores is aided by proficiency level descriptions. Proficiency level descriptions were developed to help bring meaning to MSPAP scale scores and to guide interpretation of the scores for school performance and improvement purposes.
    Proficiency levels and descriptions are intended to inform and guide interpretation of MSPAP scale scores. They describe what students at a particular level generally know and can do in relation to the Maryland learning outcomes. The descriptions generally apply to all students at each level rather than to specific students within a level. Individual students whose scale score locates them at a particular proficiency level may or may not be able to demonstrate all of the knowledge, skills, and processes contained in that proficiency level description.
