General Information
About MSPAP Why is the MSPAP important? MSPAP results tell schools what their students have learned in content and in skills. The State of Maryland has set high standards for student achievement. The MSPAP is designed to let schools know how close they are to meeting the standards set by the State. How is the MSPAP different from other tests? Before the MSPAP, most tests were multiple choice or short answer tests. They measured knowledge, but they could not measure the kinds of skills students need to have in the 1990's. Futhermore, MSPAP is intended to measure school improvement, not individual student performance. What skills do students need? Students need to be able to apply what they have learned to real-life problems. To find out if they can do this, schools must give tests that ask students to show what they know and what they can do. These tests are called performance assessments. What subjects are included in the MSPAP?

"The majority of Core Knowledge schools posted three-year academic achievement gains in reading comprehension relative to their matched control peers as measured on the Comprehensive Test of Basic Skills. In addition, during the three year period of the study third grade students in Core schools showed greater gains on the Maryland School Performance Assessment Program than did their control schools or the mean of schools statewide," said Sam Stringfield, principal research scientist at the Center for Social Organization of Schools at JHU, who was joined by Barbara McHugh of Johns Hopkins in conducting the study. Maryland schools supposedly keeping God out of Thanksgiving lessons?
Posted at 16:57 in Church and State According to this article by the Capital News Service educators in Maryland are guilty of leaving God out of their lessons on the history of Thanksgiving. The article implies that this omission is a matter of policy at the state level right in the opening paragraphs with the following statement: And that is how it should be, administrators say. Needless to say, this has caused no small amount of outrage among the Christian conservative pundits and bloggers taken issue with the news item It was that chat with Falwell that prompted the folks over at News Hounds to take a closer look at the issue: Falwell wondered why our teachers, who are well educated, would tolerate any administration that would refuse academic freedom calling the current teaching of Thanksgiving revisionist. Hannity added that the first Thanksgiving was about the Pilgrims thanking God and how could the public schools exclude this. comment: Since I have always included religion and thanking God in my lessons about the first Thanksgiving celebration, I wondered what Hannity and Falwell were talking about. I decided to take a good look at all the books we have in our school library about Thanksgiving thinking that perhaps I had missed something. After checking 23 books on the subject, 19 clearly discussed the concept of Thanksgiving as a time to be grateful to God for our blessings.

In times of an economic downturn, prevailing-wage schemes further restrict scarce jobs. But now when we urgently must streamline Maryland state and local government, increase public-sector productivity, and slice pork from state and local budgets, Maryland prevailing-wage laws are an absurdity. No one has said it better than one seasoned state-wide office holder in a letter of February 17, 2000. This letter, sent to the chairman of the Maryland Senate Finance Committee, opposed a proposal to curtail the then-school-construction exemption from prevailing-wage requirements:

Grant testified in opposition, Senate Bill 1000 was unfavorably reported by the Education, Health and Environmental Affairs Committee. The legislation purported to protect free speech rights, but actually represented a thinly veiled attempt to promote the offering of sectarian prayers before official sessions of state governmental bodies. Clergy and legislators who wish to immerse themselves in the profession and adherence to the particular tenets of their faith can and should do so in an appropriate setting. The ACLU believes that state governmental bodies are not a suitable environment.

Several bills designed to offer taxpayer subsidies for non-public school teachers to get advanced education were defeated, however. Also killed were efforts to give tax breaks to private school teachers who pay out of pocket for classroom expenses. The ACLU believes that it is vital that the State stay focused on fulfilling its constitutional obligation to provide an adequate education to students in public schools, which continue to suffer from critical needs. Marylanders cannot afford to divert funds from this important responsibility.

SIMON E. SOBELOFF
Simon was born in Baltimore, Maryland, December 3, 1894. He was the son of Jacob and Mary Hilda (Kaplan) Sobeloff, who were Russian Jewish immigrants. Simon attended public schools including Baltimore City College and the University of Maryland School of Law. He was admitted to the Maryland Bar in 1914. He married Irene Ehrlich in May 1918 and they had two daughters: Ruth J. S. (Sobeloff) Mayer; Evva S. (Sobeloff) Goldstone Vale. Simon served as a Page in the U.S. House of Representatives in 1910. Later he was a law clerk in Baltimore in 1914 and subsequently went in to private practice. From 1919 through 1924 he served as the assistant city solicitor for Baltimore and was appointed the deputy city solicitor for Baltimore from 1927-1931. In 1931 Simon became the U.S. Attorney for the District of Maryland, where he served until 1934. Subsequently, Simon was selected to be the Baltimore city solicitor and the Special counsel to Baltimore City Housing Commission. In 1952, he was appointed to the position of Chief judge, Maryland Court of Appeals, where he served until 1954. President Eisenhower nominated Sobeloff to serve as solicitor general of the U.S. from 1954 through 1958. Simon presented the government's arguments on implementation of the Supreme Court's decision of May, 1954, to outlaw segregation in public schools. In 1956 he was appointed associate judge, U.S. Court of Appeals, Fourth Circuit and in 1958 be became the chief judge, where he served until 1964. Simon died July 11, 1973 and was buried in Friendship Cemetery, Baltimore, Maryland.

Monday, April 22, 2002; Page A01 When Maryland lawmakers agreed this month to boost education spending by $1.3 billion, they made a revolutionary promise: to give every school enough money to provide every child the kind of education now available at the state's most successful schools. That promise places Maryland at the forefront of a national campaign to redesign school financing around the concept of "adequacy" or what it takes to adequately educate a child. While other states have had the concept and the increased spending forced on them by litigation, Maryland addressed the problem on its own. A commission studied schools with high test scores and attendance rates and then calculated what those schools spend on each student. The answer was shocking: An adequate education, the commission said, costs $6,000 per pupil vastly more than the $3,500 the state spends. State officials pronounced the price too high. But a broad grass-roots campaign, a determined state senator and some last-minute negotiations with Montgomery County pushed the commission's recommendations through the General Assembly.

San Francisco, CA, November 9, 2002 - Former Surgeon General David Satcher, M.D., Ph.D., is the third recipient of the Herbert W. Nickens, M.D. Award. Dr. Satcher will be honored at the Association of American Medical Colleges (AAMC) 113th Annual Meeting in San Francisco, where he will deliver an address on targeting health care disparities by increasing the diversity of medical school applicants. The Herbert W. Nickens, M.D. Award, named for the AAMC's former vice president of the Division of Community and Minority Programs, is presented to an individual who has made outstanding contributions to promote justice in medical education and health care. As Surgeon General (1998-2002) and Assistant Secretary for Health, the second person in history to hold both positions simultaneously, Dr. Satcher led the federal government's effort to eliminate racial and ethnic disparities in health care. This initiative was incorporated into one of two major goals of "Healthy People 2010," the nation's public health agenda for the next several years.

School Sisters of Notre Dame
A religious community devoted to education. In the United Sates they have conducted parish schools and orphanages in numerous archdioceses and dioceses; they have also operated schools and an orphanage in the Diocese of Hamilton, Canada; an Indian school at Harbor Springs, Michigan; a school for black children at Annapolis; and a deaf-mute institute in Louisiana. Their principal boarding schools are: Baltimore, Maryland; Fort Lee, New Jersey; Quincy, Illinois; Longwood, Chicago; Prairie Du Chien, Wisconsin. Of their day and high schools the most prominent are at Baltimore, Quincy, Longwood and Chatawa, Mississippi. On 15 December, 1850, the motherhouse was transferred to Milwaukee, with Mother Mary Caroline Friess as vicar-general of the sisters in America. With money donated by King Louis I of Bavaria, a house was bought; this was absorbed later by Notre Dame Convent on St. Mary's Hill. On 2 January, 1851, St. Mary's parish school was opened and St. Mary's Institute for boarding and day pupils soon afterwards. On 31 July, 1876, owing to its growth and extension, the congregation was divided into two provinces; the Western, with motherhouse at Milwaukee; and the Eastern with motherhouse at Baltimore. A second division of the Western province became necessary, and on 19 March, 1895, the Southern province was formed, with its motherhouse in St. Louis.
