The Consortium for School Networking Honors Montgomery County Public Schools Washington, DC (March 2, 2004) - The Consortium for School Networking (CoSN) today awarded Montgomery County Public Schools in Rockville, Md., its 2004 TEAM Award, which recognizes the collaborative effort a group brings to the creation of the programs and services that will serve the needs of their K-12 community. The award, sponsored by Inspiration Software, Inc. ( www.inspiration.com ) and Scholastic Administr@tor magazine ( www.scholastic.com/administrator ) was presented to Montgomery County Public Schools during CoSN's 9th Annual K-12 School Networking Conference. New in 2004, the TEAM Award was created to recognize those school districts that have begun to integrate the effective use of technology beyond the isolated classroom or school. The TEAM Award honors a district that can demonstrate how they are using technology to improve the educational experiences for students and teachers, parents and administrators, as well as the community. "The team at Montgomery County Public Schools has used technology to develop an innovative tool that is already demonstrating student improvement," said Bob Moore, CoSN Board Chair and executive director, IT Services, Blue Valley Unified School District in Overland, Kan. "We're pleased to designate Montgomery County Public Schools as our first TEAM Award recipient and hope that other districts can benefit from learning about Montgomery County's achievements."

Field Work: Oldtown, Maryland
Citizens Fight to Save Community K-12 School
Oldtown Maryland was established in 1740 on the site of a Native American settlement. Its original name was "King Oppessas Old Town." After 260 years of settlement, people in this rural Appalachian area are struggling to maintain the heart and soul of their community their local school. Nestled in the mountains of western Maryland's Allegany county, the Oldtown school serves 262 students, from Pre-Kindergarten (Head Start) through 12 th grade. Operating a relatively small school in a sparsely populated area comes at a cost. The per-pupil expenditures are higher than in larger schools and that cost factor is driving the move to close Oldtown. Members of the Oldtown community see the benefits of their local community school, both in terms of student learning and as a community asset, as far outweighing the added costs. Unfortunately, the rest of the county doesn't necessarily see it that way. The differences across the county are dramatic. The county is basically divided by the high ridges that run north-south. The Allegany County Zoning map shows a large area of green, zoned for land conservation, across much of the eastern portion of the county. This forested and mountainous area is home to Oldtown and other very small communities, as well as Green Ridge State Forest, and is predominantly a woodland and agricultural area. Only two of Allegany County's 24 schools, and a correspondingly smaller population and political base, are found in this eastern half. The majority of people in Allegany live in the population centers of Cumberland and Frostburg, to the west.. Due to the population disparity, the school board is made up entirely of people from the western part of the county.

According to the National Center for Public Policy and Higher Education, almost one-half of all Maryland 18-to-24 year olds enroll in college-level courses. This makes Maryland a top performer in the nation. Almost 80 percent of the high-school graduates of the class of 2001 indicated they planned to attend college on either a full- or part-time basis. But disturbing is the rate of ongoing need for remediation by students first enrolling in the state's higher education institutions, as reported in the Maryland Higher Education Commission's annual Student Outcomes and Achievement Report. Maryland welcomed the National Panel Report, Greater Expectations: A New Vision for Learning as a Nation Goes to College, as both affirmation and support for its ongoing effort to improve student leaning and better connect the K-16 learning levels.

Director: Gerry Rossi, Ed.D. Salisbury State University was awarded a Standards-based Teacher Education Project (STEP) grant for three years from the Council of Basic Education and AACTE. Salisbury Universityis one of four higher education institutions in Maryland to participate in the STEP initiative. STEP is a state-based national program to strengthen the content knowledge and teaching skills of new teachers. Georgia was the first state to participate in the STEP initiative. Over a three year period, teams of university and K-12 faculty using the framework provided by K-12 standards and new teacher assessment requirements, will examine and redefine elements of our teacher preparation program at Salisbury State and in Maryland. First , complete an "Institutional Analysis" to determine how well current liberal arts curricula and teacher preparation programs align with student learning expectations set forth in Maryland K-12 standards, NCATE accreditation and national teacher education standards.
