Allegany County, Maryland Activists Change Focus
After losing a long fought battle to maintain their small community schools, residents in portions of mountainous Allegany County, Maryland are working hard to turn their loss into a community gain. The county's consolidation plans will close its top performing elementary school and pull high school students out of all three K-12 schools, two of which will become K-6 or K-8 facilities. The third K-12 school, in Oldtown, will be closed. Oldtown residents are already working on plans to create a learning, business, and service center in the old school, preserving it as a vital hub of their community life. The county has been divided on the fate of the schools for years, culminating in a recent school board vote turning down a $1 million state funding offer to allow time for a performance audit of the schools. The local board, which is dominated by members from the more populous western side of the county, cited fiscal difficulties as the reason for restructuring. As the

Background In the spring of 2000, Gail Bailey, Chief of the School Library Services Branch at the Maryland State Department of Education, recommended that a group of school library media administrators study the feasibility of forming a statewide consortium to take advantage of cost-effective licensing of fee-based online services for K-12 schools in Maryland. A survey was prepared by Della Curtis, Coordinator of Library Information Services, Baltimore County Public Schools. The survey of local education agencies in Maryland showed that many are licensing online services, the costs are not consistent throughout Maryland, and the costs are too high for some counties to afford. Licensing or access fees for electronic resources may constitute a major portion of a district-level or local school budget. However, through a consortium buying arrangement, the discounts for these services are quite significant. University of Maryland University College (UMUC) has received funding from SBC Telecom SBC Teacher Technology Online Conference Center , will be launched next fall at no cost for all Maryland K-12 teachers and their schools with Internet access. The Online Conference Center is expected to help improve teacher retention in Maryland by providing teachers professional development opportunities that are easily accessible online. The marked shortage of qualified technology-proficient teachers has reached crisis proportions, according to a recent study by Ed Week . For that reason, nearly four in 10 students nationwide do not use computer technology during their school week, further widening the digital divide. Tyson Tildon, chairman, New Board of School Commissioners, Baltimore City, offered remarks at a UMUC press conference, held to announce the SBC Foundation's $25,000 donation to fund development of the SBC Teacher Technology Online Conference Center. Tildon, a UMUC board member, is a strong proponent of incorporating technology into K-12 curriculum. "Networking is a critical component among professionals in any field today," says Tyson Tildon, chairman, New Board of School Commissioners, Baltimore City. "It is perhaps more important in education than any other area because of advancements in technology that make both teaching and learning so dynamic. The resource UMUC and SBC are providing will be invaluable for Maryland teachers, and it is an excellent demonstration of citizenship and dedication to Maryland’s future leaders."

Sustainable building addresses the environmental issues associated with conventional school buildings. Sustainable buildings are healthy buildings with good indoor air quality and lighting. They are energy-efficient, use natural resources in an efficient manner, and are operated and maintained in an environmentally friendly fashion. Sustainable buildings utilize non-toxic options for finishes/materials, cleaning supplies, pest management, and grounds maintenance. These resources on sustainable building are intended to introduce school administrators, facilities staff, and teachers to the spectrum of sustainability possible within schools. The list includes general resources, teaching materials, and links to case studies. The resources are organized around several green components: waste prevention and management, procurement, indoor air quality, energy, daylighting, landscaping, and water conservation. TU pools resources to help develop Latin American Studies curriculum for Maryland schools A federal grant has launched TU's multidisciplinary effort to help K-12 teachers address a major demographic shift: Maryland's burgeoning Hispanic population. The U.S. Department of Education recently awarded $64,000 to TU to develop a Latin American Studies curriculum and learning modules for Maryland's schools, says Mary Louise Healy, director of the Office of University Research Services. "This is a highly competitive grant,” Healy says. “It's the first time we've won it, and it's a great honor." The timing was auspicious: With Maryland's Hispanic population nearly doubling in a decade and increasing interest in Spanish language and culture, the state's K-12 schools are for the most part unprepared to deal with the consequences. "Maryland's K-12 schools don't offer a Latin American Studies curriculum, and they're facing a critical shortage of Spanish-language teachers," says Colleen Ebacher, professor of Spanish and director of interdisciplinary studies in the College of Liberal Arts. "I realized Towson had the faculty expertise in this area, so it made sense to pool our knowledge to address this pressing issue."
