Guidelines for Current and Prospective Medical Students
Considering the MD/MBA Program
Overview
The dual degree MD/MBA program is designed for students interested in integrating the study of medicine with training in managerial, financial, and technical expertise in the health care field. The majority of students who matriculate in the MD/MBA program enroll in the Health Care Management major at Wharton, but other majors are also available. Five years are required to earn both degrees. Matriculation into the MD/MBA program obligates the student to follow all regulations and policies of the Medical School and of the Wharton School.
Selection Criteria
Admission to the program is competitive and not all medical students who apply are accepted. Candidates seeking admission are evaluated based on academic and personal accomplishments, emphasizing demonstrated leadership, managerial potential, motivation and capacity to pursue a rigorous management graduate program. Professional development, diversity of background and outside interests, depth of self-appraisal and commitment are especially valued.
Application Timetable
Students are encouraged to apply for the combined degree MD/MBA program after admission and matriculation in medical school. An MD/MBA Information Sessions is scheduled each fall for current medical students who are interested in the MD/MBA program as well as other opportunities at Wharton. Advising is also available through the Combined Degree Office and Wharton to assist students in considering their career interests and plans.

      Program Description
Integration of administrative functions with clinical domains is necessary to deliver the most efficient and highest quality care. As health care organizations emerge and reshape themselves in response to environmental pressures, physicians will be sought to lead these organizations. To meet the demand for physician administrators, VCU's Department of Health Administration and VCU's School of Medicine developed a Dual Degree Program in Medicine and Health Administration. This innovative Program satisfies the demand for budding physicians who know early in their careers that they wish to pursue administration in tandem with a medical career. In five years, students complete both the MHA and MD degrees and are trained for roles as health care executives and medical care leaders who are knowledgeable about the organization, financing, and delivery of health services.
      Program Schedule and Curriculum
After acceptance in the MHA/MD Program, the student meets with the MHA Program Director to design an appropriate course of study. The bulk of MHA courses are taken during full-time matriculation in the student's fourth year of study (Fall, Spring, and Summer semesters). The remaining courses are arranged during the final year of medical school. To allow maximum flexibility, a few courses may be taken in either the traditional MHA or the Professional MSHA On-Line Programs. Medical school courses are counted as electives in the health administration portion of the curriculum.

STATEMENT BY MICHAEL A. FRIEDMAN, M.D. LEAD DEPUTY COMMISSIONER FOOD AND DRUG ADMINISTRATION DEPARTMENT OF HEALTH AND HUMAN SERVICES
BEFORE THE SUBCOMMITTEE ON OVERSIGHT AND INVESTIGATION COMMITTEE ON COMMERCE U.S.HOUSE OF REPRESENTATIVES APRIL 1, 1998
Mr. Chairman, Members of the Committee, I am Dr. Michael A. Friedman, Lead Deputy Commissioner for Food and Drugs. With me today, are Robert J. Byrd, Deputy Commissioner for Management and Systems (OMS) and Dr. Kathryn C. Zoon, Director, Center for Biologics Evaluation and Research (CBER). We appreciate the opportunity to discuss the Food and Drug Administration's (FDA or the Agency) management and procurement policies and practices in general, and specifically as they relate to CBER. Effective use and management of the limited public health resources available to the Agency always must be one of our priorities. We fully appreciate the Committee's and the public's interest in knowing that the funds we are provided are spent prudently, and that our management, financial and accounting systems incorporate adequate precautions against waste, fraud and abuse. We have not had the opportunity to completely analyze these allegations point-by-point. Our review of the points raised, however, does confirm that for the most part the Agency's efforts to identify weaknesses have been effective. We are committed to ensuring that proper systems of management controls are in place to safeguard the integrity of our programs. As will be described in more detail below, while we have not fixed everything, our efforts are directed to strengthening and improving these systems. We would welcome the opportunity to work with the Committee in this regard. My testimony will address generally the two broad areas identified in the Committee staff summary, focusing on the systems we have in place and any changes/improvements that are being made.

Telephone: (202) 225-4527 Independent GAO Report Criticizes Financial Controls in Head Start Program; Says Reforms are Needed to Prevent Financial Abuses that Cheat Children, Taxpayers, and Honest Grantees WASHINGTON, D.C. – The leaders of the House Committee on Education and the Workforce today joined Senate counterparts in calling attention to a new report by the independent Government Accountability Office (GAO) that warns the financial control system in the federal Head Start early childhood program is flawed and failing to prevent multi-million dollar financial abuses that cheat poor children, taxpayers, and law-abiding Head Start operators. “The federal government is spending almost $7 billion a year on Head Start, but an inexcusable share of this money never reaches the children it is meant to serve. This is an injustice and an outrage, and Congress cannot allow it to stand,” House Education and the Workforce Committee Chairman John Boehner (R-OH) said. “There are some bad apples in the Head Start program, and they have been defended by the lobbying community at the expense of the many good ones.
