Program Description:
The Master of Science in Telecommunications Management is designed to provide the technical knowledge and management skills needed to plan, acquire, operate, and evaluate telecommunications systems. The program emphasizes critical management concepts, such as the structure and environment of the telecommunications industry, strategic planning, financial management, and organizational assessment. In addition, the program offers instruction specific to telecommunications in the following areas: data-communications systems, computer networks, common-carrier networks, satellite systems, electronic mass media, management support systems, the complex process of hardware and software acquisition from the standpoint of both the purchaser and the vendor, and the application of these topics to practical issues of telecommunications management. All students are required to have access to a computer and a modem capable of supporting modern software to complete their degree program.
Students who have completed the Advanced Management Program or the Executive Certificate for Chief Information Officers may transfer 15 credits in partial satisfaction of the Master of Science in Telecommunications Management degree (subject to Graduate School time limits of seven consecutive years) to replace TLMN 602, TMAN 614, ENGM 610, TMAN 632, and one elective course.

The success of Maryland's nonprofit organizations depends upon public confidence and broad public support. Maryland's nonprofits are supported by individuals, corporations and foundations through charitable contributions and volunteer effort; by government through contracts and grants; by consumers through purchases and fees; and by the general public through state and federal tax laws.
The Maryland Association of Nonprofit Organizations (Maryland Nonprofits) is committed to bolstering public confidence in and support for the nonprofit sector. Therefore, Maryland Nonprofits has developed these Standards for Excellence (Standards) to promote ethical practices and accountability in nonprofit organizations across the state.
Nonprofit organizations must comply with applicable local, state, and federal laws. These Standards build on that foundation, and go a step further. Mr. Ralph De Lorenzo has been employed by the Department of Energy and its predecessor agencies, the Energy Research and Development Administration, and the Atomic Energy Commission since March 1970 and has 37 years of federal service. He reports to the Director in the Office of Science. He is responsible for formulation, presentation, defense and execution of the Office of Science budget that totaled about $3.6 billion in FY 2005. Education
He received a B.S. degree from the Pennsylvania State University in 1965 and a Master of Arts degree from Purdue University in 1967. He also attended the University of Maryland Graduate School. He is a member of several academic honorary fraternities, and served as a commissioned officer in the U.S. Army, including service in Vietnam. Mr. De Lorenzo is married and has two sons. He resides in Darnestown, Maryland.

Community Outreach at UMES Ms. Okarsamaa Brooks-White, Project Director; Mr. Lewis Jones, Farm Management Specialists; and Mr. Erroll Mattox, Program Assistant (Contractual, 1890 MCES) The project commences its third year of a five-year program grant to directly improve the standard of living and increase the farm income of small, economically and socially disadvantaged farmers through better financial planning, resource management and access to information and technology. The program was initially funded through the U.S. Department of Agriculture's Farmers Home Administration (FmHA) and is now funded through its Natural Resources Conservation Service (NRCS). Farm Management - The three specialists provide one-on-one case management, direct personal education and financial counseling for 52 farm families in 5 Lower Eastern Shore counties and in 5 counties in Southern Maryland. From 7/95-7/96, the staff made a total of 738 farm visits and had contacted more than 135 farmers in the project's target area. The goals of this outreach education project are to: improve the participants' financial management and marketing skills, obtain ownership and operating loans, explore alternative agricultural ventures, and to help farmers access technical information on a variety of agricultural commodities.

The long-term planning is formidable. A five-year capital plan is drawn up by the Department of Budget and Management, with the input of state agencies, each of which prepares a 10-year facilities master plan. Statewide blueprints are taken seriously at all levels. Nearly all funded capital projects appear in the five-year plan.
HUMAN RESOURCES: B
Although Maryland has less formal work-force planning than other well-run states, it targets its problem areas creatively. A special task force focuses attention on clerical workers, with the state offering up-front tuition money so that they can steer themselves toward career paths with upward potential. In 1999, a new salary plan was set up that provides more movement for employees and solves a longstanding problem with those who had reached their maximum pay level. But despite progress on these fronts, it still takes far too long to hire new employees. The classification system may be redesigned, but for now, it is burdened with duplicative titles and needs a full overhaul. The HR technology is older than many of the job applicants, so procedures are paper-intensive. The good news is that within a couple of years, the state should have a new technology in place.

    It is estimated that in 2004 the Federal Government will outlay $400 billion in grants to State and local governments. Executive Order 12372, "Intergovernmental Review of Federal Programs," was issued with the desire to foster the intergovernmental partnership and strengthen federalism by relying on State and local processes for the coordination and review of proposed Federal financial assistance and direct Federal development. The Order allows each State to designate an entity to perform this function. Below is the official list of those entities.
