Yoshiyuki Ozono, M.D., Visiting Scholar from Japan 1) Understanding the Philosophy of Family Medicine I learned about the philosophy of Family Medicine at the University of Michigan Department of Family Medicine under the direction of Dr. Thomas L. Schwenk, Dr. Michael D. Fetters, and Dr. Kiyoshi Sano. The ideology of the family physician is to practice considerate and adequate medical service from the viewpoint of patients and to raise the patient's quality of life. In order to practice, a doctor needs to understand not only distress and the pains of patients but the circumstances of family, community, and to practice with consistency and have responsibility for patients. The goal of education is to train these doctors and research targets investigations raising the patient's quality of life. 2) Clinical Care Outpatient Care at the East Ann Arbor Health Center I participated directly in the clinical setting by working under the direction of Dr. Fetters and Dr. Sano and others at the East Ann Arbor Health Center.

Michael D. Fetters, M.D., M.P.H., M.A., Associate Professor and Director of the Japanese Family Health Program For the second consecutive year, a delegation of faculty from the University of Michigan Department of Family Medicine visited leaders of Family Medicine in Japan. The purpose of this trip was to support the growth and development of the academic specialty of Family Medicine in Japan. The Michigan delegation included, Samuel E. Romano, Ph.D., Clinical Psychologist and Director of Behavioral Science Education; Wendy S. Biggs, M.D., Assistant Residency Director; Kiyoshi Sano, M.D., Director of Clinical Programs of the Japanese Family Health Program; and Michael D. Fetters, M.D., M.P.H., M.A., Director of the Japanese Family Health Program and Director, Medical Ethics Education in Family Medicine. The delegation kicked off their visit at the Second Nagoya-Michigan Primary Care Forum held at the Nagoya Universty Alumni Association Building. Hosted by Dr. Nobutaro Ban of the Nagoya University Medical School Department of General Medicine, the Forum followed a streamlined "Society of Teachers of Family Medicine" format. In the morning, four small group sessions all attended by 15 to 30 participants addressed the topics: Woman As A Physician (Drs. Biggs and Ikusaka); Dealing With A Difficult Patient And Family (Drs. Romano and Ban); How To Have A Medical Student In Private Practice (Drs. Sano and Sato); and Developing A Medical Ethics Curriculum (Drs. Fetters and Suzuki).

THE FAMILY INVESTMENT PROGRAM The Family Investment Program (FIP) was created to help families achieve independence through work, personal and family responsibility, and community involvement. You may ask the Department of Social Services for help in finding a job. You may apply for Temporary Cash Assistance (TCA), Medical Assistance, Purchase of Care (child care), Food Stamps, and Social Services. All families have opportunities, rights and responsibilities under the Family Investment Program. OPPORTUNITIES

    Program Description: Medicaid, also called Medical Assistance, is a Program that pays the medical bills of certain needy and low-income individuals. It is administered by the State and pays medical bills with Federal and State funds. Eligibility: Medicaid coverage is automatically granted to individuals receiving other public assistance, including Supplemental Security Income (SSI), Temporary Cash Assistance (TCA), and Foster Care. Low-income families, children, pregnant women, and aged, blind, or disabled adults may also qualify for Medicaid. You can have private health insurance and be eligible for Medicaid. The rules are different for different groups and the kinds of medical care covered are different for different groups. If you need help paying for your own or your family’s medical bills, you should find out for sure about your eligibility for Medical Assistance by filing an application at your Local Department of Social Services. Regional Variations: Benefits and eligibility requirements are standard across the State.

    Governor Ehrlich Strengthens Two Childhood Intervention Programs
    Governor Adopts Steele Commission's First Two Recommendations ANNAPOLIS - Governor Robert L. Ehrlich, Jr., today announced the latest step in his 2005 "Child-first Agenda," directing that two significant early childhood intervention programs be refocused and relocated from the Department of Human Resources to the Maryland State Department of Education. Accepting a preliminary recommendation of Lt. Governor Michael S. Steele's "Commission on Quality Education in Maryland," the Governor announced his decision to recognize Maryland's "Child Care Resource and Referral Network" and "Family Support Center Network" as education initiatives for young children. "Experts tell us that 90% of all brain development occurs by the age of five," the Governor said. "If we don't begin thinking about education in the early years, our children are at risk of falling behind by the time they start Kindergarten. These two programs have a proven track record of giving Maryland's very youngest kids and their families the best possible start in life." In announcing the proposed move, the Governor also indicated his intention to strengthen funding for the Child Care Resource and Referral network to a total of $3.8 million. The program, administered by the Maryland Committee for Children, matches working mothers and parents with quality, early intervention childcare.

    I. Summary
    This peer roundtable session took the form of a panel discussion within the agenda of the Region 3 Department of Health and Human Services (DHHS) Conference, "Solutions to Rural Issues Through Partnerships: A Community-Centered Approach." With an attendance of 75-100 individuals involved in various social and human service programs, the goal of the two-day conference was to develop a strategic plan to coordinate rural development resources within the region. Day 2 of the agenda dealt with transportation issues - specifically, a panel discussion on innovative transportation solutions for rural communities. The session consisted of a series of presentations and focused on the benefits of coordinating non-emergency public transportation services in rural areas, and the strategies for achieving that coordination.

    HHS APPROVES MARYLAND EXPANSION OF THE
    State officials expect this expansion of their SCHIP program to cover an additional 19,600 currently uninsured children, in addition to the 61,500 already covered. Maryland is eligible to receive over $56 million in funds for fiscal year 2000. SCHIP is historic, bipartisan legislation signed in 1997 by President Clinton. The SCHIP law appropriates $24 billion over five years to help states expand health coverage to children whose families earn too much for traditional Medicaid, yet not enough to afford private health insurance. Maryland, like all states with SCHIP plans, will receive federal matching funds only for actual expenditures to insure children. "The Clinton administration and the states are working together to give children the health care they need to live longer, healthier lives," said Secretary Shalala. "It's a pleasure to approve the Maryland amendment and I look forward to more states expanding their programs in the future."

    Assistant Professor Dr. Kurtz was previously a faculty member of the Family Practice Residency Program at Womack Army Medical Center, Fort Bragg, North Carolina. She was a Staff Family Physician in the military for several years serving in Korea, Germany and at Fort Drum, New York. Her special interests are clinical ethics, women's health issues, obstetrics, and office procedures. Dr. Kurtz is the director of undergraduate activities in the residency, supervising the 3rd and 4th year medical student clerkships.     Immigrant and refugee families throughout the region have gained a voice and learned to advocate for their rights through CASA. They also find services that move them forward, including legal assistance, language classes, job training and job placements with fair employers. Center for Fathers, Family and Workforce Development
    Baltimore
    The Center reaches out to young men to help them grow into their roles as fathers and partners. Through its 50/50 program, both mothers and fathers find peer groups, help in co-parenting and support for job success. The Center also works to reconnect ex-offenders to their families.     Focusing on young families, the Center strengthens parents' confidence, parenting skills and earning potential, while early childhood development programs help their children thrive.
