The Department of General Services supervises and coordinates the design and construction of a wide range of state public improvements totaling hundreds of millions of dollars annually. DGS is committed to the fair and competitive selection of design consultants and construction contractors for capital improvement projects. Once awarded, the department manages each contract to deliver quality projects that are on time and in budget. Architectural/Engineering Services
Architects and engineers are selected based on a consideration of qualifications and subsequent negotiation of fees with top qualified firms. All A/E projects with fees anticipated above $100,000 are advertised in the Maryland Contract Weekly. Projects with Estimated A/E Fees in Excess of $100,000
A/E firms for contracts in excess of $100,000 are selected by members of the General Professional Services Selection Board (GPSSB), who are appointed by the Governor from both the private and public sectors. Firms submitting expressions of interest must present their qualifications, which are evaluated and ranked by a qualification committee of DGS and using agency personnel. The GPSSB will then authorize a Negotiation Committee to negotiate a fair, competitive and reasonable fee with the most qualified firm. If unsuccessful within 30 days, the negotiations are terminated, and the committee begins negotiations with the next most qualified firm.

General Education Information
The VMRCVM awards the D.V.M. degree, and M.S. and Ph.D. degrees in veterinary science. It also offers clinical internship and residency programs. Each year, 50 Virginia, 30 Maryland, and up to 10 out-of-state students are admitted into the four-year D.V.M. program. D.V.M students spend the first three years of the four year veterinary curriculum in classrooms and laboratories. During the fourth year, D.V.M. students work alongside clinicians and other practitioners in the Veterinary Teaching Hospital and at other sites as they conduct clerkships in surgery, medicine, anesthesiology, radiology, laboratory services and other areas. The College's unique career emphasis curriculum enables students to concentrate training in one of five areas: small animal medicine and surgery, food animal medicine and surgery, equine medicine and surgery, mixed animal practice, or Government and Corporate Veterinary Medicine. The College operates a national Center for Government and Corporate Veterinary Medicine that enables students to study with organizations as varied as the FDA and Seaworld.

The Place: Maryland General Hospital
Maryland General Hospital (MGH) located in Baltimore, Maryland was founded in 1881. Today, it is a 300-bed community teaching institution affiliated with the University of Maryland Medical System. MGH has emerged from the starting gate as a leader in the work toward HIPAA compliance.  Tim Miller, MGH’s President & COO, encouraged his staff to begin the HIPAA project education, stating, "We recognized that Maryland General faces a major undertaking in achieving compliance with the HIPAA regulations.  Maryland General’s leadership wanted to give ourselves the benefit of a longer window of opportunity in which to prepare."
The Problem: Determine the Impact of HIPAA
Compliance with HIPAA regulations is a daunting task for healthcare, coming close on the heels of Y2K, overlapping with reimbursement reductions from Federal programs and ever-dwindling operational profit margins.  The timeframe for HIPAA compliance, once each of the final rules are published, will only yield a 24 month period to change business practices, implement the necessary system changes, and educate an already overburdened workforce. MGH decided to start the process toward HIPAA compliance, prior to finalization of the regulations, in order to gain a head start and allow ample time to include strategic planning and operational initiatives along with the steps needed to become HIPAA compliant.

The Maryland Code is divided into "Articles," such as "Education." The Articles are divided into "Titles" and "Subtitles." At the smallest level, the Code is made up of "Sections," which are individual laws or portions of individual laws. The Education Article of the Maryland Code is divided into twenty-six Titles. At the elementary and secondary school levels, the most important parts of the Maryland Code are Title 2, "State Department of Education," Title 7, "Public Schools," and Title 8, "Special Programs for Exceptional Children." September 23, 2005 St. Mary's College of Maryland is in the process of studying (and potentially revising) the General Education Curriculum (GEC) of the College. The current General Education Curriculum is published annually in the College Catalog, as required by the Maryland Higher Education Commission. In the belief that all students who earn a degree from Montgomery College should exhibit both breadth and depth of knowledge, the College requires a General Education component in all degree programs. This program, originally introduced in 1986, was revised in 1994. It was revised again in 1996 to conform with the new MHEC Academic Regulations on General Education and Transfer. These statewide regulations guarantee that students completing Montgomery College's General Education program will receive credit for lower level general education courses at any public institution in the state. The goal of the revised General Education program is to provide to all students, in both career and transfer curricula, a common, broad-based, well-rounded educational experience. The General Education program directs students to courses in English composition, mathematics, speech, health, arts, humanities, social and behavioral sciences, and natural sciences. Such courses continue the process, begun earlier in students' lives, of exposing them to the human, cultural, and natural world that surrounds us all. The General Education program, in addition to specific course content, seeks to develop critical literacy; respect for others; creative expression; effective communication, both written and oral; and respect for the intellectual community tempered with skepticism about unchallenged "truths."

Who is Eligible for Special Education?
Children with disabilities from birth to age 21 may be eligible for special education. School-age children who are eligible usually receive special education services in the public school. Preschool children may receive services at school, at home, or both. Students with disabilities who attend private or religiously affiliated schools also may be eligible for special education services. Federal law, IDEA 1997 (Individuals with Disabilities Education Act Amendments of 1997), defines "children with disabilities" as having any of the following types of disabilities:

Doug has been the Director of Media and Technology for the Mankato Public Schools since 1991 and has served as an adjunct faculty member of Minnesota State University, Mankato since 1990. His teaching experience has included work in grades K-12 in schools both here and in Saudi Arabia. He is the author of four books: The Indispensable Librarian, The Indispensable Teacher's Guide to Computer Skills, Teaching Right from Wrong in the Digital Age and Machines are the Easy Part; People are the Hard Part. His regular columns appear in Library Media Connection and Teacher magazines and his articles have appeared in over forty books and periodicals. Doug has conducted workshops and given presentations for over 130 organizations throughout the United States as well as in Malaysia, Kenya, Thailand, Germany, Qatar, Canada, the UAE and Australia and has held a variety of leadership positions in state and national organizations, including ISTE and AASL. This year's Maryland Author's Luncheon will feature BES Award Winner, Alex Flinn.
