    What is the general definition of a “highly qualified” teacher? All teachers teaching in any core academic subject area (including early childhood and elementary) must:
    • Hold at least a bachelor’s degree from a regionally accredited institution of higher education (IHE);
    • Hold a valid Standard Professional Certificate or Advanced Professional Certificate or Resident Teacher Certificate in the subject area they are teaching; and
    • Satisfy the requirements associated with specific teaching levels and experience listed below.
    Note: Teachers hired after January 8, 2002, are considered NEW teachers. Those hired before January 8 are considered EXISTING teachers Early Childhood/Elementary teacher hired after January 8, 2002

    This is the official listing of nonpublic schools that hold a Certificate of Approval from the Maryland State Board of Education in accordance with Annotated Code of Maryland, Education Article, §2-206. Nonpublic educational programs are approved in the following nonpublic settings: nursery schools, kindergartens, elementary schools, secondary schools, and a variety of facilities that hold a license from another state agency. Code of Maryland Regulations 13A.09.09 Educational Programs in Nonpublic Schools, and 13A.09.10 Educational Programs in Nonpublic Schools and Child Care and Treatment Facilities are the regulations that the Department of Education uses to approve nonpublic educational programs. To view these regulations, click on the appropriate link. Education Article, §2-206 (e)(4) permits a school that is governed and operated by a bona fide church organization to operate without holding a Certificate of Approval from the State Board of Education. A bona fide church organization that elects to operate a school under this exemption provision must register the name and address of the school, and the name and address of the bona fide church organization that governs and operates the school, with the Maryland State Department of Education.     Located in the mountains of western Maryland, New Dominion School of Maryland provides residential treatment care for boys 11-17 years of age. Established in 1980, New Dominion School assists teenagers in taking positive control of their lives, realizing their self-worth, developing self confidence and motivation to succeed both socially and academically.     Program Description
    Within the framework of New Dominion's outdoor treatment program, intervention is based on a group process problem-solving model. Students' difficulties in relating to others are not diagnosed and treated in isolation from their daily actions. Instead, problems are dealt with on the spot as they occur. Group meetings are held at any time during the day when a problem arises. In addition, there are regular evening group sessions. During group meetings, students receive the help and support of their group to learn more acceptable behavior, to express emotions appropriately, and to resolve problems productively. Motivation on the part of the student is high because he is meeting primary needs and is experiencing both the positive and negative results of his behavior immediately or soon after his actions.

    Many Winners in Maryland Education Contract
    A dozen integrators and developers capture a share of one of the state's largest technology contracts for schools
    The Maryland State Department of General Services in Baltimore has awarded a $7.7 million education contract to a mix of 12 integrators and developers, one of the state's largest education contracts to date.
    The one-year, indefinite-delivery, indefinite-quantity contract, awarded Aug. 14, will provide computer hardware, printers, servers and laptops to Maryland's 1,262 public schools. The contract will allow every elementary and secondary school in Maryland to use technology in the classroom. The contract is in keeping with Gov. Parris Glendening's pledge to outfit the public school system with the latest technology. Glendening has established a $52.8 million Technology in Maryland Schools Program that targets his goal. Chris Hudak, the technology coordinator for the Department of General Services in Maryland, said the bid for this technology in education contract was released on July 5 and was awarded in record time. The award process typically takes six months or longer, he said.
