In addition to making an impact on the lives of community members across the country, fellows will participate in a leadership training program. Through this program, fellows will learn to assess community needs and the root causes of community problems and to organize collective power to bring about social change, to gain social and political influence, and to ensure equitable access to public and private resources for the community. Fellows will learn leadership and management skills to manage projects and, in the long-run, non-profit organizations. The term of the fellowship is 11 months. The 2005-2006 fellowship is from November 1, 2005 to September 30, 2006. In addition to monthly stipends and a comprehensive benefit package, which includes vacation time, health and dental insurance, fellows will receive relocation assisistance if applicable, and a $4,000 bonus at the completion of their service.

A SUMMARY OVERVIEW National Origin Minorities and Civil Rights The evolution of Federal protection of the educational rights of language-minority students is traced in the following pages from the enactment of Title VI of the Civil Rights Act of 1964 and the first steps of the then-Department of Health, Education and Welfare (HEW) to ensure local school district compliance through its Office for Civil Rights (OCR). Enforcement of Title VI was also sought by parents of national origin minority students who applied to the Federal Courts for relief from school districts' practices which deprived their children of equal educational benefits. One such suit, brought by parents of Chinese ancestry against the San Francisco School Board, reached the U.S. Supreme Court in 1974 as Lau v. Nichols. The Court's unanimous decision in Lau established two very significant points: (1) Equality of educational opportunity is not achieved by merely providing all students with "the same facilities, textbooks, teachers, and curriculum; for students who do not understand English are effectively foreclosed from any meaningful education." (2) The Office for Civil Rights has the authority to establish regulations for Title VI enforcement which, among other things, prohibit "discrimination...which has that effect even though no purposeful design is present..."

Study of Personnel Needs in Special Education (SPeNSE) The Study of Personnel Needs in Special Education (SPeNSE) was designed to address concerns about nationwide shortages in the number of personnel serving students with disabilities and the need for improvement in the qualifications of those employed. Part of a national assessment of the Individuals with Disabilities Education Act mandated by Congress, SPeNSE examined (1) the extent to which personnel are adequately prepared to serve students with disabilities, (2) variation in personnel preparation, and (3) factors that explain that variation. SPeNSE included personnel from a nationally representative sample of districts, intermediate education agencies, and state schools for students with vision and hearing impairments. Over 8000 local administrators, preschool teachers, general and special education teachers, speech-language pathologists, and paraprofessionals participated in telephone interviews during the 1999-2000 school year. SPeNSE provides information on the quality of the workforce nationally, within each geographic region, and within and across personnel categories. In addition, researchers are using this information to explain the quality of the workforce based on state and local policies, preservice education, continuing professional development, and working conditions.

Meeting JCAHO Standards in the Prevention of Medical Errors
In 1999 the National Academy of Science Institute of Medicine (IOM) issued a report entitled, "To Err is Human: Building a Safer Health System." This document was well-publicized and related how medical errors result in deaths of thousands of Americans every year. Because there was an immediate need for reform, the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) issued standards for resolving medical errors in accredited facilities. The impact of medical errors on patient safety, quality of care, and the healthcare delivery system is addressed in this self study unit. The workplace environment and professional practices as they relate to medical errors is also examined. Strategies to resolve medical errors through the standards set forth by JCAHO are also discussed. This continuing education self study material is ideal for all laboratory professionals to have an increased understanding of this initiative and to determine systematic strategies and guidelines to prevent, reduce, or eliminate medical errors. This unit is also useful for students in laboratory science programs as a resource.

Over 900 people attended the 2004 National Conference on Health Care and Domestic Violence in Boston, MA The Family Violence Prevention Fund’s 2004 National Conference on Health Care and Domestic Violence was held on October 22-23 at the Park Plaza Hotel in Boston with Pre-Conference Sessions on October 21. Over 900 participants attended one of the largest gatherings of health professionals interested in advancing the field of health care’s response to domestic violence. The conference’s opening plenary, Exposure to Family Violence: Health Consequences over the Lifespan, set the tone for the conference by highlighting the results of the Adverse Childhood Experience (ACE) Studies that demonstrate a clear link between exposure to abuse and multiple risk factors for several of the leading causes of death and illness in adults.

It requires a dedication to lifelong learning that starts in college, medical school and residency training and continues throughout the physician’s career. Each of the physicians listed in AMA Physician Select is a doctor of medicine (MD) or a doctor of osteopathy (DO) and is licensed to practice in one or more of the 54 US licensing jurisdictions, including the District of Columbia, Guam, Puerto Rico, and the Virgin Islands.
