Incorporated on February 25, 1993, the Maryland Center for Veterans Education and Training is a nonprofit 501(c)(3) Corporation designed to provide homeless veterans and other veterans in need with comprehensive services that will enable them to rejoin their communities as productive citizens. Although relatively new as an agency, MCVET has already received a great deal of attention from the Veteran's Administration, and the U.S. Department of Housing and Urban Development. On May 7, 1997, HUD declared that MCVET was the "National Model" for seamless services to homeless veterans. MCVET has been awarded the Seal of Excellence for successfully completing the Standards for Excellence certification program sponsored by the Maryland Association of Nonprofit Organizations. BACKGROUND
Homeless children are by most accounts among the fastest growing segments of the homeless population. Families with children constitute approximately 40% of people who become homeless (U.S. Conference of Mayors, 2001). These proportions are likely to be higher in rural areas; research indicates that families, single mothers, and children make up the largest group of people who are homeless in rural areas (Vissing, 1996).

Questionable Organizations: An Overview

Promoters of questionable health practices often form organizations to multiply their effectiveness. How can one tell which groups are reliable and which are not? There is no sure way, but nine precautionary questions may help: 1. Are its ideas inside the scientific mainstream? Some groups admit that they were formed because their founders felt alienated from the scientific community. One group that made no secret of this was actually called the American Quack Association , whose main purposes were to provide emotional support to its members, poke fun at their critics, and stimulate positive public feelings toward unconventional practitioners. The group was founded in 1985 by Jonathan Wright, M.D., who became its president, and Roy Kupsinel, M.D., a "holistic" practitioner from Florida, who became its vice-president. It attracted about 300 members but no longer appears active. 2. Who are its leaders and advisors?

Guidelines for Maryland School-Based Health Centers Objectives of Guidelines To provide quality care within School-Based Health Centers is the key goal for Maryland State guidelines. High quality health care services will provide the best health outcomes for school-age children and adolescents and improve a child's readiness to learn. The objectives for Maryland's School-Based Health Center (SBHC) Guidelines are: (1) to provide a framework through which communities can engage in decision making for the development or expansion of SBHC programs; and (2) to promote the long term financial stability of SBHC. Uses of the Maryland SBHC Guidelines These guidelines were developed to guide the process for planning and implementation of new SBHCs as well as sustaining the existing SBHCs in Maryland and assisting in the expansion of these centers. The guidelines are not intended to be absolute; therefore, there is no enforcement component. Instead, they should serve as suggested practices and guiding principles for a new and developing field of health care delivery. Some uses of the guidelines are: (1) as an assessment tool in assisting communities in planning, implementing and evaluating SBHCs; (2) as an assessment tool for site visit teams of local experts assisting local communities; (3) to communicate with parents, educators, and other community members about what may be expected from SBHCs; (4) to promote local agency resources to SBHC services; and (5) to identify SBHC development needs. They should be adapted to fit local circumstances, existing resources, and the numbers and health needs of the students in the school.

*Nothing to disclose Whether or not the inclusion of incarcerated individuals in clinical research studies is justified has generated heated debate over the later part of the past century. Some have advocated that no research study can ethically include prisoners living in an inherently coercive environment, while others counter that incarceration does not strip an individual of his or her ability to make an informed decision regarding participation as a research subject. Much of this debate is fueled by the competing concerns of protecting inmates as a vulnerable population while respecting their individual autonomy. This conflict is waged against the backdrop of a historical legacy of unethical treatment of incarcerated, institutionalized and other vulnerable groups during clinical research studies. HISTORY OF RESEARCH IN PRISONS IN THE TWENTIETH CENTURY
The Second World War had a significant impact on the inclusion of prisoners in research investigations. On the one hand, with the onset of the war, investigators appealed to inmates to make a patriotic contribution to the war effort by participating in medical research that would assist the military. The research included injections of blood from cattle to investigate alternate sources of blood products, studies of atropine as an antidote, as well as experiments in which subjects were infected with sleeping sickness, dengue fever, gonorrhea, malaria, and agents of gas gangrene.
