The state has not funded this important part of Thornton for the last two years, resulting in a $9.4 million loss for Baltimore City Public Schools and a statewide loss of $49.2 million. If the GCEI was funded in the budget, Baltimore would receive $18.7 million more per year when the program is fully phased-in to provide quality education for our children. The challenges faced by urban districts are fundamentally different from those in other jurisdictions. Our children deal with challenges like lead poisoning, malnutrition, addiction in the home, and absent parents in much greater numbers than in other jurisdictions. Adopting this bill is the right thing - the fair thing - to do. It's time to start moving our state forward again. The stakes are too high for us to accept anything less than the best for our children.

Equity in School Finance - Maryland
The struggle for greater equity of opportunity in Maryland schools dates to 1983, when the state Supreme Court rejected an equity challenge to the education finance system while also concluding that the state constitution guarantees the right to an adequate education. On this basis, Baltimore City and the ACLU of Maryland filed suit against the state in 1994. The court agreed that the education provided to Baltimore students was inadequate, and a 1997 settlement provided for a small increase in funding. When the state failed to provide requested increases in school funding, breaching the terms of the settlement, the case returned to court. In June 2000 the Circuit Court found in favor of the plaintiffs and ordered the state to provide additional funding of $2,000 to $2,600 per pupil. District allocations were adjusted on more than 40 criteria, but the low benchmark made it difficult for poor districts to make up the difference. Baltimore City received the highest allocation, but with the lowest median household income it provided less than half the state average in local funding per pupil. The commission issued its final report in January 2002. It concluded that the state is responsible for establishing school standards, ensuring adequate funding to meet those standards, and holding schools accountable on educational outcomes. The state already had performance standards in place. It recommended a $1.1 billion increase in state education funding, with the greatest proportion of the increase going to districts with the largest adequacy gap. By phasing in the money over five years, no school need experience a decrease in state funding. For accountability, it recommended that each district be required to outline the steps being taken to improve student performance.

New Report Finds that Increased Detention Did Not Increase Public Safety, Encourages Maryland to Adopt More Balanced Approach
Maryland - A new study finds that the District of Columbia had a much sharper drop in violent youth crime rates than the state of Maryland in the 1990's, even though Maryland's use of pretrial juvenile detention increased and the District's use of detention dropped substantially. The comparison of the District and Maryland suggests that cities and states can reduce locked detention without jeopardizing public safety. During the 1990's, the District sharply reduced its juvenile detention rate by 71 percent, while Maryland's detention rate rose 3 percent. During that same time, D.C.'s violent juvenile crime rate declined by 55 percent, more than three times Maryland's 15 percent decline in violent juvenile crime. The comparative study "A Tale of Two Jurisdictions: Youth Crime and Detention Rates in Maryland and the District of Columbia" was commissioned by the Building Blocks for Youth initiative, a national effort to promote a fair and effective youth justice system, and conducted by the DC-based Justice Policy Institute. The study also notes that, while African Americans make up 32 percent of Maryland's youth population, African Americans are 64 percent of detained youth and 72 percent of youth who are committed to state facilities after adjudication.

The Maryland Geographic Alliance (MGA) is a partnership of Professional geographers and educators working to promote and enhance geographic education in grades K-12. Since 1989, the MGA, with funding from the state of Maryland and the National Geographic Society, has conducted inservices, workshops, summer institutes, and mini-courses and produced materials to assist educators in geographic instruction

At this conference, the latest developments in the field will be discussed in a city with one of the largest, most successful needle exchanges in the United States. While pleased at the attention this will bring to Baltimore’s program, we are saddened, embarrassed, and frustrated at the state of affairs regarding HIV prevention for drug injections at the federal level, and elsewhere in the State of Maryland. Needle exchange programs, which provide drug injectors with sterile replacements for their used syringes, are based on a sound public health principle, namely removing the item that facilitates transmission of infection from one person to another.

MD Schools Use Racial and Ethnic Preferences (WASHINGTON) - A Center for Equal Opportunity (CEO) study of the 10 four-year public colleges and universities in Maryland presents strong evidence that at least some of the schools are engaging in racial and ethnic discrimination. "The evidence is very strong that several Maryland schools use racial and ethnic admissions preferences," said CEO President Linda Chavez. There is a glaring disparity among racial and ethnic groups in the SAT scores of the students who are admitted and enrolled in Maryland schools. For instance, at the University of Maryland, College Park, the median white enrollee has a composite SAT score of 1220, 170 points higher than the black median composite score of 1050. At St. Mary's College, the white median composite is 1280, 245 points higher than the black score of 1035. The study is the latest in a series of reports by CEO on the use of preferences by public institutions of higher education. Past studies have documented the use of preferences in Virginia, California, Colorado, Michigan, Minnesota, North Carolina, Washington, and the service academies at West Point and Annapolis. In each instance, the studies found strong evidence of a double standard favoring blacks and, to a lesser extent, Hispanics.
