Recent Events Costing Out Historical Background In 1983, Maryland's highest court rejected an "equity" challenge to the state's education finance system, in Hornbeck v. Somerset County Board of Education, 458 A.2d 758, holding that the state constitution did not mandate equality in per-pupil spending among the state's school districts. However, the court also held that the education clause of the Maryland constitution embodies a right to "an adequate education measured by contemporary educational standards." In 1994, the ACLU and Baltimore City initiated suits against the state, alleging that the city's students were not receiving an adequate education. In a 1996 summary judgment decision, in the consolidated Bradford v. Maryland State Board of Education case, the trial court agreed, but the cause of the inadequacies was in dispute. On the eve of trial, the parties entered into a settlement that provided a modest increase in state funding for the Baltimore City Public Schools in return for changes in school governance. Plaintiffs returned to court in 2000, and the circuit court declared that the state "is still not providing the children of Baltimore City...a constitutionally adequate education," has failed to comply with the 1996 Consent Decree, and needs to provide "additional funding of approximately $2,000 to $2,600 per pupil" in 2001 and 2002. The state did not comply with that order. But the state was proceeding with a costing-out study.

Mayor Mathias welcomed and thanked everyone for their participation. Terry McGean made introductions and provided a history, background, and purpose of the study. He explained that the purpose of the Steering Committee is to prioritize the transportation needs in the Downtown Area (i.e. Traffic, parking, transit, pedestrian) and to guide, review and evaluate the recommendations of Kimly-Horn, the study consultant. Kathy Falk, Project Manager from Kimly Horn, summarized the progress of the study to date. They have spent time in the Downtown area over the summer observing traffic and transit operations, conducting visitor surveys, and collecting traffic data. They then developed a preliminary list of short term and long term issues and recommendations for transportation system in the Downtown. Ms. Falk then led a discussion of these issues.

New Jersey, Maryland Need School Choice, Studies Show If high per-pupil spending and widespread underachievement are two of the qualities that make a school system an ideal testing ground for vouchers, then Paterson , New Jersey and Baltimore, Maryland are two prime candidates, according to a pair of recently released studies. State Control of Schools Has Failed to Help Paterson, New Jersey Children: Why Not Choice Instead? by Don Soifer and Robert Holland of the Lexington Institute , and A School Voucher Program for Baltimore City by Dan Lips of the Maryland Public Policy Institute show how vouchers could help solve problems in the two towns.
Underserved Minorities In 1988, New Jersey became the first state to authorize its department of education to take control of failing local schools, Soifer and Holland note. Currently, the state is managing three school districts: Jersey City (since 1989), Paterson (since 1991), and Newark (since 1995). They are three districts that Derrell Bradford, deputy director of New Jersey's Excellent Education for Everyone (E3), describes as a collective "train wreck."

REPORT ON HIGH SCHOOL GRADUATION TESTING UPDATE 2005
In November 2004, the local leagues in Maryland held unit meetings to consider whether any additional requirements, such as testing, should be used to determine eligibility for high school graduation. Their considerations were based on the Leagues' Study on High School Graduation Testing.
The local leagues did not agree as to whether any additional requirements should be used but they did agree on the following action:
EDUCATION - HIGH SCHOOL GRADUATION TESTING: Action to insure students have an opportunity to pass high school graducation tests. 1. As long as passage of academic tests (High School Assessments) is required for graduation, the following conditions should be in place to insure students have a fair opportunity to pass:
a. Access to curriculum and instructional materials aligned with state standards.
b. Access to a high quality educational program, including advanced placement courses.
c. Access to well qualified teachers.

The Need
The College of Education at University of Maryland, College Park is in an ideal position to help Maryland and the nation raise minority achievement and improve urban education. Currently in the top 25 in the nation, the college is the only nationally ranked research-focused public college of education in the state. The Institute will increase and focus college research on helping the state and nation to improve urban schools and minority achievement.     The 1988 Maryland Recycling Act requires each county and Baltimore City to develop a solid waste reduction plan. Jurisdictions with populations over 150,000 are required to recover 20 percent of their waste streams by January 1, 1994. The required recovery rate for smaller jurisdictions is 15 percent.

Pay Raise Now!
On August 31, AFSCME Council 92 launched its campaign for a $4,000 across the board pay raise for all employees. At news conferences in Salisbury, Cumberland and Baltimore members spoke out about the outrageous increases in prescription drug costs, the increased workloads caused by the hiring freeze and short staffing, and the fact that cost of living raises have fallen way behind inflation. AFSCME was joined by two local unions representing health care and professional employees in the American Federation of Teachers (AFT) in speaking out. The first step is circulating a pay raise petition. By October 15, the plan is to gather thousands of signatures. Download a petition and a flyer about the campaign here to help out!
