Dr. Elizabeth M. Morgan is currently the Superintendent of the Washington County Public Schools, having served in the position since 2001. She is also very involved in the community, serving on the Boards of Directors of the Washington County Museum of Fine Arts, the Maryland Symphony Orchestra, the Hagerstown/Washington County Chamber of Commerce and Pen Mar Development.     Leading Education Organizations Call for Districtwide Strategies to Raise Student Achievement

    Claus von Zastrow, 202-296-5220, x13 Monday, March 24, 2003 Washington, DC. - A new case study report released today by the Learning First Alliance shows that five high poverty school districts raised student achievement by focusing on districtwide strategies to improve instruction. Titled Beyond Islands of Excellence: What Districts Can Do to Improve Instruction and Achievement in All Schools the report outlines lessons from the five districts and identifies practical steps that school districts can take to move beyond a few excellent schools to success across entire systems. The five districts studied are: Aldine Independent School District in Houston, Texas; Chula Vista Elementary School District in Chula Vista, California; Kent County Public Schools in Maryland; Minneapolis Public Schools; and Providence Public Schools. The districts were selected based on their ability to exhibit at least three years of improvement in student achievement in mathematics and/or reading across multiple grades and across all races and ethnicities. The study findings are particularly useful as states and school districts work to meet the requirements of the No Child Left Behind legislation, which intensifies the requirement for school districts to raise the achievement of all students. “We cannot continue to point to heroic principals and extraordinary teachers to improve the performance for all children,” said Judy Wurtzel, Executive Director of the Alliance. “Ensuring the success of all children requires systemwide approaches that support teachers and principals, not simply school-by-school fixes. The districts in our study are putting in place strategies that touch every school and every child.”

Boards approve revised statements, hear progress reports and make volunteer appointments
By Susan A. Nowicki, APR The Boards of Directors of the American Academy of Orthopaedic Surgeons and the American Association of Orthopaedic Surgeons (AAOS) met on Monday in Washington, D.C. They approved revisions to position statements on evidence-based guidelines and thermography as well as an advisory statement on medical testimony" In other actions, the Boards also recognized several members retiring from volunteer positions and heard progress reports on several key AAOS activities and projects. Revised Statements Approved
As recommended by the Evidence-Based Practice Committee, the Academy Board approved revisions to the "Position Statement on Evidence-Based Guidelines." In June 2004, in response to the adoption of American College of Occupational and Environmental Medicine guidelines in California for treatment of workers' compensation patients, the Board of Directors charged the Evidence-Based Practice Committee with developing a position statement on evidence-based guidelines. The Board approved the position statement in October 2004. Subsequently, the committee was asked to revise the statement to include a reference to patient preferences. Additionally, the Board requested that a boundary be set on the role of expert opinion in evidence-based medicine.

RELATED LINKS Maryland is the first state in the nation to require high school students to engage in service-learning activities as a condition of graduation. Each of the 24 school districts in Maryland implement the service-learning graduation requirement differently, because they tailor the specifics of their program to their local community. - In his book, High School, Former Federal Commissioner of Education Ernest Boyer advocated that all public schools adopt a new Carnegie Unit of 120 hours of mandatory service-learning - Maryland Superintendent of Schools, David Hornbeck vigorously pushes the State Board of Education to adopt a mandatory service requirement for all public high school students. The board does not adopt it. - The State Board of Education adopts a rule requiring all school systems to offer credit bearing community service opportunities for high school students. - Very little change is made by local school systems as a result of the 1985 "opportunity mandate." - Through support from foundations, the Maryland Student Service Alliance (MSSA) is created as a public/private partnership with the State Department of Education to enhance service-learning efforts in Maryland.

The Plessy Decision Although the Declaration of Independence stated that "All men are created equal," due to the institution of slavery, this statement was not to be grounded in law in the United States until after the Civil War (and, arguably, not completely fulfilled for many years thereafter). In 1865, the Thirteenth Amendment was ratified and finally put an end to slavery. Moreover, the Fourteenth Amendment (1868) strengthened the legal rights of newly freed slaves by stating, among other things, that no state shall deprive anyone of either "due process of law" or of the "equal protection of the law." In recognizing the critical role education plays in ensuring access for people with disabilities to the built environment, the Board is undertaking an initiative to promote accessible design in the education of architects, interior designers, engineers and others. As a first step in this endeavor, the Board held a forum to get advice from various experts on how it should proceed. Specifically, the Board sought input on how this effort can be advanced through education curricula, design competitions and awards, and outreach to colleges, universities, and accrediting organizations. In opening remarks , Board Member Daniel O. Rios, P.E. noted that "the Board wants to take accessibility to the next level by assuring that current and future practitioners have an integral understanding of what accessibility means as they design and construct the buildings of the future. We have made this one of our top strategic priorities." Over 30 participants , including representatives from university programs, accrediting organizations, trade associations, professional societies, and disability groups, provided guidance and suggestions on how this initiative can be undertaken most effectively and strategically. Pioneers in education on accessible or universal design, including Elaine Ostroff, Dr. Edward Steinfeld, and others, offered insights based on their own experiences and efforts. The event was held July 25th during a week of events celebrating the 15th anniversary of the Americans with Disabilities Act (ADA).

Welcome to the American Cancer Society’s Online CME Web site! The American Cancer Society (ACS) provides free online Continuing Medical Education (CME) activities to assist physicians and other health care professionals in improving and maintaining knowledge and skills relevant to all aspects of cancer control, including cancer prevention, early detection, and diagnosis, as well as treatment and rehabilitation of people living with cancer.
This Web site provides access to journal-based CME activities and quizzes from CA: A Cancer Journal for Clinicians , and beginning April 12, 2004 multimedia CME activities based on ACS guidelines for prevention and early detection of cancer. We hope that features, such as online scoring of quizzes, automatic tracking of CME credit hours earned, and printable certificates will make your CME experience convenient and efficient. And, we hope that our course content will contribute to your effectiveness in attaining our mutual objectives of “preventing cancer, saving lives, and diminishing suffering from cancer through research, education, advocacy, and service.”
We plan to add new CME activities on a regular basis, and to add continuing education activities for other health care professionals in the near future.
