EDUCATION POLICY POSITIONS I. Appointments to Education Policy Boards The Greater Baltimore Committee believes that the representatives appointed to serve on the State Board of Education, the Professional Standards Board, and other education policy and advisory boards and commissions, including those for higher education, should be individuals of the highest quality with unquestioned qualifications, integrity, professionalism and objectivity. In recent years, the leadership of the employer community has not received its fair share of representation on the State Board of Education, the Professional Standards Board, and other education policy and advisory boards and commissions. The Greater Baltimore Committee strongly advocates for the appointment of the most qualified individuals and for a more balanced approach to gubernatorial appointments to education policy boards and commissions to ensure that the interests of the business community are properly and fairly represented. With the enactment of recent federal legislation (No Child Left Behind), state boards of education are required to assume an even greater role and responsibility in the delivery of quality education in the State of Maryland. The new law will require innovation and management to ensure that Maryland complies with the provisions of the federal legislation. Business leaders are confronted daily with the challenge of complying with state and federal regulations at reasonable cost, in a prompt manner, and delivering a quality product. Oftentimes, this includes dealing with existing labor agreements or labor negotiations. The business expertise and innovative thinking embodied in business leadership is easily transferable to the public good. Further, the direct connection between a quality public education system and a well-educated and qualified workforce is clear. For decades business leaders held multiple seats and served with distinction on educational advisory panels or the Maryland State Board of Education. It is time for the next Governor to return to a strong business presence on education issues in the State of Maryland.

Most budget increases have been designated for specific purposes (such as salary increases, enrollment growth or technology purchases) rather than for providing general operating increases for schools and colleges. Last year's belt-tightening in education budgets eased a bit. K-12 and higher education budget increases were higher than 1996's in about two-thirds of the SREB states. Double-digit increases will be seen by Mississippi community colleges and by colleges and universities in Oklahoma . The larger K-12 increases are in Florida (8.2 percent) and Oklahoma (8.1 percent). Accreditation Council for Graduate Medical Education (ACGME) The ACGME accredits teaching institutions (teaching hospitals) and residency training programs. Maryland CEP's Work on Maryland's Visionary Panel Honored In July 2003, the Education Commission of the States (ECS) gave the State Innovation Award to Maryland's Visionary Panel for Better Schools. That group, co-chaired by CEP's director, Jack Jennings, drafted a 10-year plan for improving education in the state. The ECS cited excellence in education policy development in making this award. School Improvement in Maryland The Visionary Panel for Better Schools was appointed in 2001 to make recommendations for improving public education in the State of Maryland.
