    Introduction
    Participation of ethnic and racial minorities in the civil rights movement of the 1950's and 1960's has heightened public interest in their unique histories and drawn attention to their contributions to the United States. The National ArchivesPacific Region, a repository for the historically valuable noncurrent records of the Federal Government, is a major source for research in ethnic studies. One of the National Archives and Records Administration's 13 regional archives, it maintains historical records of Federal agencies in northern California, Hawaii, Nevada, American Samoa, and the Pacific Trust Territories. The records contain valuable historical information relating to Native Americans, and Americans of African, Chinese, Hispanic, Japanese, Samoan, and other ancestry. Especially notable are records of the Federal district and appellate courts, U.S. Army, U.S. Attorneys and Marshals, Community Services Administration, Fair Employment Practices Committee (World War II), Farmers Home Administration, Government of American Samoa, Immigration and Naturalization Service, Bureau of Indian Affairs, U.S. Navy, and microfilmed records of the Bureau of the Census.

    by Tamari'i Tutangata As a ten-year-old, I used to look at the sea with awe, at the seemingly endless supply of fish that I could harvest with my bare hands to feed my family. Now when I look at it, I wonder how far into the new millennium we will be before it overwhelms our coasts. What is there to celebrate about a new millennium if the Northern Group islands of the Cook Islands, or the many islands of Kiribati, Tokelau, Tuvalu, the Federated States of Micronesia and the Marshall Islands are about to disappear beneath the ocean? The Pacific's 22 countries and territories are strung out across 11 million square miles of ocean and contain some of the most diverse ecosystems on Earth. They are inhabited by cultures that have lived harmoniously in an often difficult and fragile environment for many thousands of years. Pacific island countries have contributed just 0.06 per cent to global greenhouse gas emissions. But now, the changing climate and sea levels linked to global warming are affecting their water supply, food production, fisheries and coastlines. At least two motu, or small islets, have already disappeared in Kiribati. The country's ancient oral history says that one of them, Tebua Tarawa, was the first motu to be formed in the Tarawa lagoon. Until a decade ago, fishermen used it as a resting-place where they could beach their boats and slake their thirst on coconut water. Then the coconut palms disappeared, and after that the sandbanks, and now the fishing boats skim over the islet, which is totally submerged. Abanuea, once called "the long-lasting beach," has also disappeared beneath the rising seas.

    Wayne Haak has joined the department of Antiquities Conservation at the JPGM as a Conservation Technician. Eight years designer and picture framer for several major wholesale galleries. Three years at the Mingei International Museum of World Folk Art in San Diego as an exhibits preparator. One year at the San Diego Museum of Art as an exhibits preparator. Other skills include painting and pottery. Judith Claire Dean (Claire Dean) will be joining the department of Antiquities Conservation in May, 1986. Claire will fill the position of Assistant Conservator. Claire earned her Post Graduate Diploma in Archaeological Conservation in 1984 from the University of Durham, Durham, England. She has extensive archaeological conservation experience and most recently she was conservator on the Princeton University Polis Archaeological Project, Cyprus. Joe Fronek has joined LACMA's Conservation Center as the Senior paintings conservator. Most recently, Joe was the Chief Conservator at the Huntington Art Gallery, University of Texas, Austin. Glenn Wharton will be leaving LACMA in May. He will be site conservator for the Princeton Expedition at Polis, on Cyprus this summer. He plans to spend the fall traveling in India and South East Asia. When he returns in November he will be opening a private practice in Objects Conservation in Los Angeles and Santa Barbara.

    HISTORY OF PUBLISHING IN THE PACIFIC ISLANDS
    I analyse book publishing in five phases, which have overlapped. None of these phases has ended or is likely to end. These phases are publishing by religious organizations, colonial governments, independent governments, transnational agencies (regional and international governmental and non-governmental organizations), and individuals and firms. Religious organizations Member of the London Missionary Society began publishing in the Society Islands in 1817; the first publication was a spelling book. Soon afterward, publishing by the LMS and other religious orders occurred in other islands: 1822 in Hawaii; 1831 in Tonga; 1834 in the Cook Islands; 1837 in the Gambier Islands; 1839 in Fiji; 1844 in Wallis; 1848 in Vanuatu; 1852 in the Loyalty Islands; 1854 in New Caledonia; 1856 in the Caroline Islands; 1860 in the Marshall Islands and 1863 in the Gilbert Islands (Lingenfelter 1967). Many church histories contain references to their publishing activities. Because churches were involved not only in religious proselytizing but also, as importantly, in teaching literacy and numeracy, then later subject matter, they produced grammars, readers and textbooks. (Note above that the first publication was a spelling book). Contrary to what might be expected for early efforts among small, semi-literate populations, the print runs of these early books were quite large: e.g., from 1817 to 1822 Ellis printed 20,000 books (Lingenfelter 1967:24).

    Introduction
    The regional delegation kept up its relations with National Societies and governments in the region to encourage adhesion to the Geneva Conventions and their Additional Protocols by those Pacific States which had not yet done so. In September the Federated States of Micronesia acceded to these treaties, which were ratified by Palau's parliament in August. At the end of the year, however, the relevant instruments had not yet been deposited with the Swiss government. Other topics of discussion included the 1980 UN Weapons Convention, the ICRC's activities worldwide and the 26th International Conference of the Red Cross and Red Crescent. The ICRC also offered support to the National Societies in their efforts to promote knowledge of and respect for humanitarian law.

He discussed the ICRC's activities and mandate with members of the Australian Red Cross Society (ARCS), the Federation's representative in Sydney, reporters from radio and television stations, and members of the written press.
