Pacific News member of Micronesia Marshall Islands These beautiful islands are a collection of 1,225 islands and islets of which only five are single islands. The rest are grouped into 29 coral atolls which together make up more than one-tenth of all the atolls in the world. They resemble strings of pearls in a blue ocean backdrop, which is why they are referred to as the 'Pearl of The Pacific'. They lie in two parallel chains known as Sunrise and Sunset (Ratak and Ralik) and in true atoll form, they are narrow and low and encircle large central lagoons. All the islands have glorious white sandy beaches, tall palms and are lapped by crystal clear waters. Of the 29 atolls, 27 are accessible by small plane (Air Marshall Islands). Majuro and Kwajalein Atolls, the two population centres are serviced by both Air Marshall Islands and Continental Air Micronesia jet aircraft. There are also regular flights to Guam, Hawaii and Fiji.

The Asian financial crisis dealt a further blow to the weakened Philippines' economy and fuelled unrest in a volatile society in which it was increasingly difficult to distinguish between criminal and political activity. Confrontations between the armed forces and opposing Islamic or communist groups and infighting between various factions within the same movement affected Mindanao, Negros and Quezon in particular. Although negotiations between the government and the MILF* and NPA* produced some tangible results, guerrilla warfare remained the order of the day. Clashes in Mindanao forced thousands to flee their homes. Those who stayed behind were often subjected to various forms of abuse. A series of bomb attacks in Mindanao, killing 16 and injuring 175, targeted the civilian population rather than combatants. The ICRC repeatedly reminded the warring parties of their obligation to respect civilians and civilian property during military operations.
The regional delegation approached various Pacific States to encourage ratification of the Additional Protocols and the Ottawa treaty. The latter was ratified by Fiji, Niue and Samoa. In August the ICRC conducted the first course on inter-national humanitarian law and human rights for Vanuatu's police and security forces. The ICRC attended the Eighth Programme Meeting of Pacific Red Cross Societies in Fiji. This event provided an opportunity to explore ways of strengthening the 13 National Societies concerned (some of which were in formation), in coordination with the Federation.

National Observer Training Course, Majuro, Marshall Islands, 24 Jan - 18 Feb 2005 Home forums General Out and About Trip Report: National Observer Training Course, Majuro, Marshall Islands, 24 Jan - 18 Feb 18 2005 by Karl Staisch This trip report is for the National Observer Training Course and the Observer Refresher Training Course held in Majuro, Republic of Marshall Islands (RMI i I departed Honiara for Majuro to conduct an observer training course on the 24th January and returned on the 18th February. Hotel bookings were at Robert Reimers in Majuro. Observer National Training Course The course for new participants commenced with 14 Participants who had been selected by using the new regional course entrance test. After the first week, two participants withdrew from the course with the remainder staying until the course was completed. Of the 12 persons who completed the course all but one attained a Regional Certification (pass over 65%) with three of these gaining “Pass Distinctions” (pass over 88%). The one person who did not gain regional certification was well above 50% and therefore still eligible to partake in the National Port Sampling programme if selected. The MIMRA i Director, Danny Wase and Deputy Director, Glen Joseph, opened the course and in their opening remarks stated that RMI has always supported both the Regional and National Observer Programme and that successful participants of the course could look forward to gaining employment in RMI's National programme. Publications by Dirk HR Spennemann APT Bulletin A severe tropical climate and a lack of maintenance have resulted in huge inventory of World War II (WWII) sites and objects in the Pacific Area (in both US territories and in the new republics of Freely Associated States of Micronesia) in an advanced, accelerated state of deterioration. How can we assist the Micronesians in preserving a brief moment in time when two foreign nations fought a war on their homeland? The commemoration of the Fiftieth Anniversary of the WWII has come and gone. Although the war has not been forgotten, the current hard economic situation in the US, Micronesia, and elsewhere has not been the ideal time to secure the preservation of these vulnerable resources. Since we do not have adequate funds to preserve these irreplaceable cultural resources, what can we do to slow the rate of deterioration. Spennemann, Dirk H.R.     ... Map of colonial history While the winds of change swept through European colonies in Asia and Africa after the Second World War, decolonisation came later in the Pacific region. And even as we move to the end of the twentieth century, the age of colonialism is not over in the Pacific In 1990, the United Nations commenced the Decade for the Eradication of Colonialism - but today, there are still outliers of empire in the Pacific region. The United Nations Decolonisation Committee maintains a list of non-self-governing territories, which includes Pacific nations such as New Caledonia, Guam, East Timor, American Samoa and even tiny Pitcairn, the last element of the British empire in the region. Rapanui (Easter Island) remains under Chilean administration. Other Pacific peoples are seeking the right to self-determination: in Bougainville, Ka Pae'aina (Hawai'i), Te Ao Maohi (French Polynesia) and West Papua (Irian Jaya). Home RMI Historic Preservation Office What is RMI Histric Preservation Office? What's New in HPO? RMI Historic Preservation Office The Republic of the Marshall Islands' Historic Preservation Office is located within the Cultural Affairs Division of the Ministry of Internal Affairs. The Historic Preservation Office (HPO) was created by the Historic Preservation Act of 1991, amended in 1992, with the primary responsibility of protecting and preserving the tangible and intangible cultural properties of the Republic of the Marshall Islands (RMI). The HPO operates on the advice and assistance of the Advisory Council on Historic Preservation, a seven-member board that includes government officials and members of the general public. The Chairman of the Council is the Minister of Internal Affairs, who is responsible, among other things, for promoting cultural affairs, and is confirmed by the Cabinet. The HPO receives funding from both the Republic of the Marshall Islands and the U.S. government. Since 1985, the HPO has been the recipient of a Historic Preservation Fund Grant administered by the US National Park Service, Department of the Interior. This grant is provided to the HPO on an annual basis, and is earmarked for program areas including program administration, public education, site nomination and registration, site development, archaeological survey and inventory, and oral history and ethnography. Once every four years, the grantor conducts a program review to ensure that the aimed goals and objectives have been met satisfactory during previous years, and then provides recommendations for future improvement.
