of Marshall Islands Background:
The Marshall Islands consists of 29 atolls and 5 individual islands totaling about 1,225 islands and 870 reef systems scattered over 750,000 square miles of the Central Pacific.
After almost four decades under US administration as the easternmost part of the UN Trust Territory of the Pacific Islands, the Marshall Islands attained independence in 1986 under a Compact of Free Association.
Compensation claims continue as a result of US nuclear testing on some of the islands between 1947 and 1962.

Environment Environmental Issues in the Marshall Islands For many years, the Marshall Islands Government has been concerned with the issue of global climate change. A major study on the detection and possible impacts of climate change and sea level rise in the Marshall Islands was commissioned in the early 1990's. It was completed in 1992 by a team from the RMI EPA, led by a Harvard scientist working on contract with the government. The report has since been included in the bibliography of the Intergovernmental Panel on Climate Change. The physical characteristics of the Marshall Islands would give any visitor the best indicator as to why the RMI Government is so concerned with sea level rise. Approximately 1225 islets in 29 atolls scattered over 3/4 million square miles, the average height above sea level is 7 feet or 2 meters. The highest land area is on Likiep Atoll, where the elevation reaches a maximum altitude of only six meters. Fragile coral reefs fringe the atolls, and serve as the only line of defense against the ocean surge. The clearance over the reef in the sections that are covered by water is usually no more than a couple of feet. In other places the reef is commonly only barely submerged. The Marshall Islands lie in open ocean, and the islands are generally very close to sea level. The vulnerability to waves and storm surges is at the best of times precarious. Although the islands have by no means been completely free from weather extremes, they are more frequently referred to in folklore as "jolet jen Anij" (gifts from God). The sense that Marshall Islands was a God-given sanctuary away from the harshness of other areas is therefore part of the socio-cultural identity of the people. However, given the physics of wave formation and the increasing frequency and severity of storms, the Marshall Islands will likely be at even greater risk. The relative safety that the islands have historically provided is now in jeopardy. It is likely that evacuation would have to be effected long before inundation is total.

Sharing with family and friends, a warm welcome for the stranger, and caring consideration for others are values inherent to the Marshallese culture. The people have nurtured these values over the centuries. Cooperation and caring are necessary elements of survival on these small islands, surrounded by the sea. The concept of family and community thus remain inextricably intertwined in Marshallese society. People still consider grandparents, aunts, uncles, cousins and far-flung relatives among their closest family. The strong family ties contribute to close-knit communities rooted in the values of caring, kindness and respect. Time has also introduced new elements into the culture. While the local population is mostly indigenous, there are many mixed German, Japanese and American Marshallese.

Culture Unique Cultural Skills and Technologies Over the last 2,000 or so years, Marshallese have developed, refined and perfected a number of unique skills and technologies, all of which illustrated their keen adaptation to the atoll and oceanic environment. Marshallese canoes, or wa Traditional Marshallese navigational skills were equally sophisticated. When the initial settlers of the Marshalls arrived, they were already equipped with complex navigational skills- otherwise, they could not have found their way to these low-lying islands. As time progressed, these skills were only sharpened. Ultimately, Marshallese learned to literally read nature’s faint and subtle signs. Stars, clouds, waves, currents, winds, birds, and even the color of the ocean, bore recognizable clues which were easily read by trained navigators. These advancements in both maritime knowledge and canoe design allowed Marshallese to commonly sail as far as Hawaii to the east, Enenkio (Wake Island) to the north, Pohnpei to the west and Kiribati to the south.

History
The Marshall Islands were claimed by Spain in l592, but were left basically undisturbed by the Spanish Empire for 300 years. In l885, Germany took over the administration of the Marshall Islands and located trading stations on the islands of Jaluit and Ebon to carry out the flourishing copra (dried coconut meat) trade. Marshallese iroij (chiefs) continued to rule under indirect colonial German administration. At the beginning of the First World War, Japan assumed control of the Marshall Islands, first under civil and then a naval administration. Japan's headquarters remained at Jaluit. United States Marines and soldiers with naval and air support took control from the Japanese in early l944 following intense fighting on Kwajalein and Enewetak atolls. In l947, the United States entered into agreement with the United Nations Security Council to administer the former Japanese mandate, of which the Marshalls were a part, known as the Trust Territory of the Pacific Islands. In recognition of the evolving political status, on May l, l979, the United States recognized the Constitution of the Marshall Islands and the establishment of the Government of the Marshall Islands (RMI).

Director-General visits the Republic of the Marshall Islands
05-08-2005 - On 2 and 3 August the Director-General paid his first visit to the Republic of the Marshall Islands (RMI). This was also the first visit of a Director-General of UNESCO to the country and it coincided with the 10th anniversary of the country’s accession to the Organization. The visit also concluded the Director-General’s tour of the Micronesian part of the Pacific.
Discussions with the President of the Republic, H.E. Mr Kessai Hesa Note, focused on how to give further impetus to the existing partnership as well as to develop and expand new spheres of cooperation. The Director-General underscored that although education and culture remained the founding pillars of the bilateral cooperation, opportunities were also to be seized in the area of the sciences.
In the field of education, which is one of the most important sectors in the RMI, the Director-General noted that the country faced the problem of quality education, namely in teaching. Like most Pacific Nations, particularly in the Micronesian sub-region, lack of qualified teachers is a growing concern. He informed the President that UNESCO, through the Apia Office, had already initiated a region-wide project aimed at supporting Pacific teachers by improving academic qualifications and teaching skills. He now intended to establish a country-specific project in capacity-building for RMI, in order to better cater to the individual needs of the country.

Marshallese Culture
Adapted from Historical and Cultural Notes provided by the Embassy of the Republic of the Marshall Islands, Washington, D.C. and from notes developed by the Alele Museum, Majuro, for Volunteers and staff of the Peace Corps of the United States. These notes are intended to help visitors to the Marshall islands feel comfortable here and enjoy their dealings with the Marshallese people. Some examples of appropriate and inappropriate behavior are given below, and these will be useful. More important than specific rules of Marshallese culture is the understanding that there is a culture and that it is mediated by rules. Behavior here is not random, but rather it is regulated by long-standing mutual expectations as to how people will and ought to behave. People do the things they do for good reasons. At a Glance The Marshallese have had no less then four millennia to adapt to life on coral atolls. Life in small, face-to-face communities with little privacy and no anonymity places special demands on people. They must be able to cooperate; they must minimize disputes; and they must be able to settle or smooth over such disagreements as they arise. Kindness, control of anger, politeness, a gentle demeanor, tolerance, and forgiveness are thus highly valued traits among the Marshallese... Generosity is another characteristic which may be related to the conditions of life on tropical islands. Honor accrues to the fisherman who distributes his catch and the gardener who shares the fruits of his orchard and garden. This is in distinct contrast to the farming of cereal crops in the so-called Temperate Zones, where the harvest is stored for sale or to eke out the winter, and prestige goes to the one who accumulates the most.
