UNDERWATER CULTURAL HERITAGE A TREATY OF IGNORANCE The New Jersey Council of Diving Clubs is an organization of 32 sport diving clubs in New Jersey and other nearby states. We respectfully submit the following comments on the Draft UNESCO Convention On Underwater Cultural Heritage. The proposed treaty essentially deals with shipwreck management on a colossal scale, as almost all underwater cultural resources (as defined) in a state's territorial or continental zone would be shipwrecks with few exceptions. The draft treaty assumes that any shipwreck over 100 years old is "underwater cultural heritage" and even allows a state to claim a 25 year old shipwreck as underwater cultural heritage within 200 miles of it ocean borders or anywhere on the adjacent continental shelf, which could be more than 200 miles. It is interesting to note that Congress rejected the extension of shipwreck legislation into the EEZ a few year back, and this proposal may be a move to circumnavigate the will of Congress.

Underwater Archaeology 2 About five years ago the Hellenic Centre for Marine Research (HCMR) and the Ephorate for Underwater Archaeology (EUA) of the Ministry of Culture, started a programme of cooperation in order to put on record the cultural inheritance of Greece which still exists underwater, and in particular, the discovery of ancient shipwrecks in the deep waters of the Hellenic Seas. During the last two years the cooperation between these two authorities has extended to include archaeological research teams from other countries, such as the Canadian Archaeological School headed by Prof. S. Wachsmann. There is also a proposal for a new research programme to collaborate with Prof. R. Ballard through the American Archaeological School based in Athens . The results of the collaboration with Prof. Wachsmann were presented at an international seminar which was organised last September at the Hotel Caravel, in which many other internationally well-known scientists from Europe and the USA took part, including Prof. Ballard. In addition, these two authorities have also cooperated in the field of education. In particular, scientists/researchers from the two authorities have taken on the task of teaching Maritime History-Underwater Archaeology to students from the Rhode Island University of USA as part of their programme PAIDEIA. These lectures take place in the island of Rhodes at the HCMR Hydrological Station, within the framework of the HCMR / University of Rhode Island collaborative programme.

Diverse Treasure hunting China's underwater archaeology on the crest of a wave Belated Establishment China's underwater archaeology started in the 1970s. The ancient cultural relics under the sea around the Xisha Islands were the targets. However, progress was slow during the chaotic " cultural revolution" (1966-1976). In 1985, an archaeology team, led by British explorer Michael Hatcher, made an important discovery in the South China Sea. One year later, a large amount of pottery, porcelain and gold ingots made under the rule of Emperor Kangxi (1662-1722) in the Qing Dynasty (1640-1911) was auctioned in the Netherlands through public bidding. Extremely upset by the incident, Chinese archaeologists started to establish an underwater archaeology team, according to Zhang. In November 1987, the State Underwater Archaeology Team was formally established and remains the only national underwater archaeological search powerhouse in China. Underwater Resource Management Certificate
For past ten years, students from the School of Health Physical Education and Recreation (HPER), College of Arts and Sciences Department of Anthropology, School of Public and Environmental Affairs (SPEA), and more recently the Individualized Majors Program (IMP), have been collaborating on course work, research, and field projects relating to underwater resources, as coordinated by the HPER Underwater Science Program. The Indiana University Underwater Resource Management Certificate formalizes these inter-school relationships, as well as acknowledges undergraduate achievement. Furthermore, it gives students a unique interdisciplinary education that will better prepare them for the challenges associated with sustainable management of submerged cultural and biological resources.
Opportunities
Through a well rounded curriculum based on development of SCUBA diving skills, core and elective course work in underwater resource management, anthropology, and environmental science and management, the Certificate offers Indiana University students the following opportunities:
  • Different levels of scuba diving certifications that allow students to build and develop their diving skills and knowledge.

There are an estimated three million undiscovered shipwrecks scattered throughout the world’s oceans. UNESCO is calling for a global treaty to protect them. Salvors say it is unrealistic and unworkable The Art Newspaper
September 2000 By Cristina Ruiz
LONDON. The last 3,000 years of human history are written at the bottom of the ocean. The record of our past that lies hidden in the undiscovered shipwrecks scattered around the world is an unparalleled archaeological resource waiting to be investigated. As the development of deep-sea exploration technology continues apace, an increasingly polarised debate about who has the right to claim ownership of submerged vessels and the booty they may contain, and how best to manage our underwater cultural heritage is taking shape. Finders-keepers While various nations have taken steps to protect, preserve and manage historic shipwrecks within their territorial waters, the same has not been the case for shipwrecks in international waters where there is no comprehensive legal regime that protects underwater sites and little or no sovereign jurisdiction. Archaeologists warn that with no international legal barriers, highly-sophisticated and well-funded multinational corporations seeking specific shipwrecks for the booty they may contain, will turn the high seas into the Wild West.

Printable version Marine archaeologist at a wreck site Introduction For the archaeologist on land, the main dangers come from land developers. The marine archaeologist, however, must beware of the sea as they try to preserve shipwrecks from the pounding waves. Each fragile wreck is a unique time capsule of our past: encrusted cannons, ancient wine bottles and other historical treasures. Treasures that the sea is loath to give up. This is the story of underwater archaeology. Those involved in a shipwreck may lose everything in the catastrophe, including perhaps their lives. But the remains of sunken vessels and their contents, even if broken up and scattered, provide future generations with unique windows into the past. Each site represents a moment frozen in time, and every item recovered from it is part of a vast three-dimensional archaeological jigsaw. Archaeologists know they can never complete it, but by analysing the evidence they find, and fitting it into the jigsaw's framework, they come ever closer to their goal of constructing a true picture of the ship before it became a wreck. Each has a special story to tell, and is therefore a fragile and irreplaceable microcosm of its times. Each site represents a moment frozen in time......
