About MGCC
Commission Members ... First Nations Gaming About MGCC Charitable Gaming Registration FAQ Links and Resources The MGCC was established in 1997 in response to a recommendation made by the 1995 Lottery Policy Review Working Group (Desjardins Report). The Group recommended that regulatory and operational responsibilities should be held by two independent organizations to avoid any perception of conflict. The MGCC's licensing, registration, policy advisory and regulatory roles are independent from the operational and marketing responsibilities carried out by the Manitoba Lotteries Corporation (MLC). The establishment of the MGCC is one of the most recent legislative and regulatory shifts in Manitoba's gaming environment. However, today's environment, which includes casinos, VLTs, lotteries and charitable gaming activities is the result of an evolution that began with amendments to the Criminal Code of Canada in the late 1960's. The following overview provides an historical perspective on the development of gaming in Manitoba.
Timeline of Gaming in Manitoba
Amendments to the Criminal Code legalize gaming activities throughout Canada. These amendments give the provinces authority to operate lottery schemes and casinos, as well as license charitable and religious organizations to conduct specified lottery schemes.
