Manitoba Government Reverses Discriminatory Policy on Chiropractic Care for Children In a victory for children and health freedom of choice, the government of Manitoba Canada has reversed itself with regards to payment for chiropractic care for children. A report in the July 15, 2002 issue of the International Chiropractors Association's (ICA) "Chiropractic News Service", started by saying, "In a highly significant and uncharacteristic move, the Provincial Government of Manitoba has reversed an earlier decision that denied payment for chiropractic services to anyone under the age of nineteen. The reversal of the controversial policy signals an important victory for chiropractic in that the completely unsupportable and prejudicial restriction of reimbursement for younger patients has been rescinded." The Information Services Division of the Manitoba government released the following notice on July 12th: "MANITOBA GOVERNMENT SIGNS LONG-TERM AGREEMENT WITH CHIROPRACTORS; COMMISSION CREATED. The Manitoba government today announced it has reached an agreement with the Manitoba Chiropractors' Association that provides coverage to all Manitobans while achieving significant savings. Retroactive to July 1, 2002, Manitoba Health will specifically provide coverage for Manitobans under 19 years of age..." In an attempt to save money the government of Manitoba had stopped all payments for chiropractic care for anyone under the age of 19. This was done without any studies that showed that this move would save any money at all. Chiropractors in that area argued that the discontinuation of chiropractic benefits increased overall health care costs by forcing those not covered for chiropractic to seek more expensive medical care, when chiropractic could more affordably do the job.

    Province Says Yes To AJIC Recommendations
    The Manitoba government has received the first quarterly report of the Aboriginal Justice Implementation Commission (AJIC) and has started acting on its four recommendations, which include renouncing the province's half-interest in minerals on reserves and entering into agreements for child and family services that are developed and operated by Aboriginal communities. The AJIC, led by commissioners Paul Chartrand and Wendy Whitecloud, was established last fall to review the report of the Aboriginal Justice Inquiry, identify priority areas for government action, and make practical, cost-effective and attainable recommendations for improving justice programs and services for First Nations and Metis people in Manitoba. "I would like to thank the commissioners, elder advisors and members of the Aboriginal community for their hard work," said Attorney General Gord Mackintosh. "While we cannot erase the frustration and disappointment caused by many years of inaction, we have begun implementing the report's recommendations signal of our commitment to the well-being of Aboriginal Manitobans and their families."

Background
  • 82.32% of criminal certificates are issued to men, while only 17.68% of criminal certificates are issued to women. Manitoba, similar to other provincial jurisdictions, currently has a statutory requirement to prioritize criminal law over civil and family law. 34.7% of employed Manitoba women work in the sales/service sector where bonding is usually required, as opposed to 20.9% of males. Being convicted of a lesser criminal offense often results in women losing their livelihood. When budgets are cut, women are hurt the most. Lesser criminal matters and important civil matters such as child protection and custody and support and protection for women suffering abuse are often not covered in provincial legal aid plans. The result of limited funds and prioritization shut Manitoba women out of legal aid programs, which they urgently need. This denies them equal protection and benefit of the law.
Disparity in Legal Aid Coverage Across Canada
Across Canada, this situation causes a huge disparity in coverage, eligibility criteria, accessibility and quality and delivery of service of legal aid. Lack of funding, inadequate coverage and low eligibility thresholds are increasingly causing disadvantaged Canadians to either forego their rights in such important matters as child support or to resort to representing themselves in complex legal proceedings.

Total project cost for the acquisition and rehabilitation of the homes is estimated at $1.4 million. The funding includes:
The North End Housing Project will coordinate homeownership training, home budgeting support, credit counselling and other outreach assistance for the residents. "North End Housing Project Inc., is pleased to be part of the community revitalization in Point Douglas," said Gail Stapon, Secretary for the NEHP Board of Directors. "Together with the three levels of government and the Thomas Sill Foundation we will work towards building a healthy, vibrant and safe community." The Winnipeg Housing and Homelessness Initiative is a three-year, multi-million dollar tripartite partnership established by the Government of Canada, Province of Manitoba and City of Winnipeg to address declining housing stock, homelessness and the revitalization of Winnipeg's older neighbourhoods. With this announcement, the WHHI has committed over $18 million to support the construction and rehabilitation of 600 units of housing and about 100 rooms or beds, as well as provide assistance to homeless individuals and families, or those at risk of becoming homeless.

    By the mid-1990s, the Manitoba government like most governments was beginning to feel the effects of more than 10 years of decentralized information technology (IT) procurement practices. The IT situation, when viewed as a whole, was highly fragmented. Document management was a cumbersome manual process, and sharing information and communicating even within some departments was difficult. Computer technology costs increased almost daily as departments tried to keep up with the latest technology while maintaining old platforms. The Manitoba government established a new branch to support Desktop Services. Its mandate? Create a current, standardized technological environment that shifted government focus from managing the infrastructure to concentrating on citizens' needs.     29 Spring 1997 Volume 28 (1) Manitoba is about to get a new National Park ( not Wapusk for those in the know!) in the Manitoba Lowlands. The Manitoba Lowland is an ecoregion of Canada and Manitoba which is typified by parkland, boreal forests and vast expanses of flat limestone karst pavement. The Manitoba Lowland is also filled with caves. In 1987, the Manitoba Speleological Society started a systematic exploration and inventory of the caves and to a certain extent karst features in the "Interlake" area of Manitoba. The Interlake is the part of the Manitoba Lowlands that extends between the three major lakes in Manitoba; Lake Winnipeg, Lake Manitoba and Lake Winnipegosis. To date, over 250 caves have been located, recorded and many have been mapped. In 1992, the Governments of Canada and Manitoba started to search for a national park site in the Manitoba Lowlands. Those of us who love the karst areas felt this was a wonderful opportunity to have some of the karst features, including caves, protected within a National Park. A feasibility study was launched which was to determine where in the lowlands the park would be located. A group of "environmentalists" (some cavers included) lobbied for the park to be located in the Grand Rapids region, an area rich in limestone karst, fens, bogs, boreal forest and have what are believed to be the most northern hibernacula for little brown bats in North America. After four years and many struggles the decision was to locate the main part of a four part proposed park in the Grand Rapids region with the northern most component encompassing the Little Limestone Bay area, potentially a karst rich area).

  • Article 2 : Policy and programme initiatives
  • The Manitoba Government has had an employment equity policy for many years aimed at increasing the numbers of traditionally under-represented groups in the civil service. The Civil Service Commission publishes a manual, Putting Equity to Work, to assist managers to understand the legal and social reasons for the policy and to provide practical assistance for the implementation of the policy. As of March, 2002, 9.65 percent of Manitoba Government employees are Aboriginal (up from 6.82 percent in March, 1998 and approaching the long-range target of 10 percent referenced in the last report), 3.56 percent are members of visible minority groups and 2.96 percent are persons with disabilities. The Manitoba Civil Service Commission manages two programmes directed at enhancing opportunities for Aboriginal people in government. The Aboriginal Management Development Program identifies Aboriginal people with high potential who are already in government and offers them an in-depth orientation to government, rotational work assignments, specific training opportunities, support from mentors and other development to enable them to compete for senior positions. The Aboriginal Public Administration Program recruits recent Aboriginal university or college graduates to a career in government by providing a programme of orientation, training and rotational work assignments. Two programme coordinators in the Civil Service Commission dedicate most of their time to working on Aboriginal programming.
