Health care provided publicly is the only fiscally sustainable way to fund high quality health care. CUPE Manitoba believes it is crucial that the federal government modernize, reinvest in, and expand, the present public health care system The Canadian Union of Public Employees (CUPE) in Manitoba represents 24,000 members who work in health care, social services, municipalities, libraries, schools and other public services. We welcome this opportunity to present to you our views concerning the state of health care in Manitoba and Canada. In our presentation today, we are asking the Commission on the Future of Health Care in Canada to recommend to the federal government to:
  • continue and increase public funding of health care in Canada; enforce, don’t open, the Canada Health Act; promote the 24/7 Community Clinic Model; implement a national home care program similar to Manitoba’s public.

    Conservation Minister
    Manitoba government The Minister stated a desire to get input from stakeholders and First Nations before listing the woodland caribou under the Manitoba Endangered Species Act. The Wilderness Committee commends the Minister for rightfully including these parties as their input will be essential during the action planning stages for on-the-ground protection measures. However, determining whether a species is at risk shouldn't involve socio-economic issues. The woodland caribou's future depends on ensuring that scientists, not politicians, decide which species are at risk. The federal government has recognized the woodland caribou as a species at risk in Manitoba; it's long overdue for the provincial government to follow suit. Minister Struthers stated that a plan for woodland caribou in Manitoba is being developed and will be available soon. Ron Thiessen of the Wilderness Committee responded by indicating that it would give us confidence in the planning if the Manitoba government would immediately live up to its promise to list the woodland caribou under the provincial Endangered Species Act. Thiessen also presented a bottle of Caribou Liqueur, which he said he looks forward to opening in celebration when the NDP government rightfully lives up to this commitment.

    Opinion Page, Winnipeg Free Press Unspoiled wilderness in danger East side of Lake Winnipeg faces threats from industrial uses Thursday, November 27th, 2003 By Ron Thiessen THE vast east side of Lake Winnipeg is an unspoiled wilderness area rich with abundant wildlife, rushing rivers, and aboriginal culture. The area's intact forests and potential for sustainable economic development may soon be destroyed forever by short-sighted, forest-destructive industries, unless present Manitoba government road and land-use planning puts conservation and communities first. The Manitoba government-sponsored East Side Planning Initiative, scheduled for completion in June, is developing recommendations for a land-use plan on the east side of the lake. In a separate process, the provincial government completed its second series of public open houses last week to discuss upgrading and extending the Rice River logging road to the community of Bloodvein. This road, and the hundreds of kilometres of roads that are proposed to follow it through Manitoba's east side, would provide much needed access to First Nation communities for better health care and reasonably priced groceries. They would also be the gateway for many economic opportunities some would enrich communities and maintain ecological integrity, while others would greatly diminish the environment and its capacity for sustainable livelihoods. Industrial threats to the region's healthy state are immense. Multinational logging corporation Tembec wants to clearcut more remote east side forests, as indicated by their proposal to build a logging road across the Bloodvein River to Island Lake in the late 1990s. Tembec's proposal died when the Filmon government, just weeks prior to the 1999 provincial election, took over the reins with a decision to launch a feasibility study for construction of provincial all-weather roads on the east side of Lake Winnipeg. If the government builds the public roads up the east side and allows use for Tembec's logging operations, Tembec will continue degrading wilderness and the habitat of threatened species, such as woodland caribou.

    Last Updated Wed, 26 Nov 2003 17:21:48 WINNIPEG - Winnipeg's police chief declared Tuesday his officers had provided prosecutors with all available evidence in the James Driskell murder case. But hours later, Manitoba Justice officials disagreed.
    Jack Ewatski Late Tuesday, Bruce McFarlane, Manitoba's deputy attorney general, released a statement saying Chief Jack Ewatski's claim was "inconsistent with the information in the Crown's file." Earlier in the day, Ewatski defended the force's handling of the Driskell case. "In the end, after all that evidence was heard, it was the jury who decided Mr. Driskell's fate," Ewatski said at a press conference.
    James Driskell Driskell has been behind bars since 1991. He was found guilty of first-degree murder in the death of his friend, Perry Dean Harder. Driskell has always maintained his innocence. The actions of police and prosecutors came under new scrutiny Monday when a judge ordered the release of a 1993 internal police review of the Driskell investigation.

    The Province of Manitoba has been involved in a variety of activities to reduce greenhouse gas emissions and to address climate change effects. These actions have ranged from support for fundamental climate change research and development to support for reducing the emissions from new and existing facilities.
    Climate change research and development covering a wide area of topics has received assistance. These range from research into the past climatic record of the province to a wind energy resource assessment.
    In terms of reducing emissions, some of the more notable efforts include the conversion of Manitoba Hydro's Selkirk Generation Station from coal to natural gas, the use of procurement policies to reduce greenhouse gas emissions and the advanced energy-efficiency standards adopted in the construction of new capital projects such as the new Red River Community College downtown campus.
    Manitoba Climate Change Task Force
    In early 2001, the Manitoba government established the Manitoba Climate Change Task Force to gather information, opinions and recommendations that would assist the Government in developing a climate change action plan. In order to foster public input the Task Force conducted a series of formal public meetings, established its own website and solicited presentations from specific experts, the general public and youth.
