Carson's interests and talents in management drew him to public service very early in his working life. After graduating with an Arts Degree from the University of Manitoba in 1971 he began a long and distinguished career with the Manitoba Government. His first years were spent in the departments of Executive Council (Management Committee of Cabinet), Northern Affairs (Canada/Manitoba Northlands Agreement) and Cultural Affairs and Historical Resources discovering the intricacies of managing people and business within the structure of a large bureaucracy. He developed a management style of encouraging and empowering people to live up to their potential, which he believes is the most effective way to work successfully in any institution. By 1983 Carson was promoted to Assistant Deputy Minister of Culture, Heritage and Recreation and 5 years later he was named Deputy Minister of Culture, Heritage and Citizenship. The position enhanced Carson's strong commitment to his home province and the potential of its multicultural heritage. His interest in the positive benefits of recreation brought him to gather research demonstrating the connection between well-being and population health.

Manitoba Natural Resources Follows Ombudsman's Office Recommendations
Winnipeg - The Manitoba Ombudsman's Office has completed an investigation into the destruction of audio tape recordings of presentations made during public meetings held by the 1997 Manitoba Water Commission, a commission of Manitoba Natural Resources. Barry Tuckett, the Manitoba Ombudsman, found that this was an unauthorized destruction of records that contravened The Legislative Library Act . This Act sets out a procedure for authorizing the retention and destruction of records of government departments and agencies. The investigation was launched on the Ombudsman's own initiative after an applicant under The Freedom of Information and Protection of Privacy was informed that there were no transcripts and that the tapes had been destroyed. The investigation confirmed that the tapes had been destroyed.
The Ombudsman made three recommendations to Manitoba Natural Resources in his report dated June 11, 1999:

Candidates will be expected to demonstrate strong organizational and policy development skills in an environment which combines traditional and new technological library methods. DUTIES: The Director is responsible for the establishment and development of library services under the The Public Libraries Act, the formulation of provincial policy in respect to public libraries, the administration of provincial grants to public library boards and related agencies, and the management of provincially funded public library services. The Director manages six work units with 20 full time employees delivering support to Manitoba's 110 regional and municipal public library outlets through grant administration; consultation; educational programs; collection support; interlibrary loan; reference; cataloguing support and management of a central collection of 180,000 volumes. Staff also provide a book mail-out program for Manitobans without local library service and consultation to the general public on library issues. The Director represents Manitoba on provincial, national and intergovernmental committees, and provides leadership to implement policy and technological advances for libraries throughout the Province. Applicants must be Canadian citizens or permanent residents living in Manitoba for at least one year immediately prior to applying. Some programs require that arts organizations be operating in Manitoba for a longer period. Applicants must be recognized by their peers as professionals in an artistic discipline. This means they are beyond the level of basic training and have had some work published, produced, or shown in a professionally recognized venue. Specific programs have other eligibility criteria that must be met by applicants. There are restrictions about the number of times applicants may receive a grant within a certain time period, and the number of programs to which applicants may apply. The program descriptions will provide initial information regarding eligibility and guidelines. Even if applicants have met all the criteria to apply for a program, they are not automatically entitled to a grant. Manitoba's First Explorers Plaque
Manitoba's first explorers were Aboriginal people who entered the region from the south over 11,000 years ago. At that time only a small portion of the province was accessible, as most of it was covered by an ice sheet or glacial lakes. These first people hunted now extinct species of Ice Age animals and manufactured a distinctive style of stone spear point. The scarcity of such artifacts indicates that the earliest explorers were members of a small, highly mobile population whose territory included present-day southern Manitoba and Saskatchewan. As time went on, the ice sheet gradually melted and the glacial lakes slowly drained away. The central and northern regions of Manitoba soon supported a variety of plant and animal resources that drew the attention of indigenous hunters and gatherers. By 7,000 years ago, most of the province had been explored and subsequently occupied by successive generations of Manitoba's first people. THE HONOURABLE GARY FILMON

Interpretive Display The sundial has many images with great significance to our community. In order for visitors to better appreciate the sundial, interpretive signage was required. Through funding assistance from Manitoba Culture, Heritage and Tourism as well as assistance from the LGD of Pinawa, AECL Underground Research Laboratory (URL), AECL Whiteshell Laboratories and numerous volunteers, an impressive interpretive display was constructed in 2003. The interpretive display consists of seven polished granite tablets, each one 2 feet wide and 3 feet tall. The tablets are mounted on a concrete display located at the north end of the sundial. The tablets give a general description of the sundial, how to use the sundial and short descriptions of the icons. In addition, with funding assistance from Manitoba Culture, Heritage and Tourism, a quantity of interpretive guides were printed and are available at the entrance to the sundial. This guide is available on this site and can be downloaded. Look for the link below.

    Canada-Manitoba Infrastructure Program Funding to Double Size of Minnedosa Regional Library March 11, 2003
    The Canada-Manitoba Infrastructure Program is contributing $300,000 for the expansion of the Minnedosa Regional Library, which serves residents in the Town of Minnedosa, and the Rural Municipalities of Odanah and Minto. MINNEDOSA, Manitoba - The Canada-Manitoba Infrastructure Program is investing in literacy, local history, the environment and youth programming with a $300,000 contribution for the expansion of the Minnedosa Regional Library. The project will double the size of the existing library for the benefit of residents in the Town of Minnedosa and the Rural Municipalities of Odanah and Minto.
    Premier Gary Doer and Stephen Owen, Secretary of State (Western Economic Diversification) (Indian Affairs and Northern Development), announced the funding today.
    "The Minnedosa library expansion will be well used by the community based on the library's past experience of exceeding the provincial average in circulation per capita and its central location," said Doer. "The province is pleased to join the partners in this project as we work cooperatively toward building the new library."
    "Libraries and the many resources they offer are an integral part of our society and contribute greatly to the cultural, social and economic success of a community," said Owen. "I would like to offer my congratulations to the communities of Minnedosa, Odanah and Minto for their successful partnership in this initiative. The Government of Canada is proud to support this important project."
