  • A History of Malta-EU relations

    The beginning The origins of Malta-EU relations can be traced back to the late 1950's when Malta was still on its way to gaining full independence from Britain and the European Community had just been formed in 1957. The future of an independent Maltese state in 1964 rested on the success of its economy. However the situation called for immediate action. A full economic re-structuring was needed, to make it much less dependent on Britain's' defence spending, and at the same time diversify to make it less dependent on trade with the former coloniser. It is with this background that first steps towards establishing relations between Malta and the newly-formed European block were made. The idea of forging such relations was introduced by the leader of the Malta Labour Party, Dom Mintoff, in 1958. He launched the idea of Malta being a "Switzerland in the Mediterranean" with strong ties to the European Community, an idea resurrected by the same party in recent years as an alternative to full membership advocated by the Nationalist Party to date.

    Past reports, publications, television documentaries and mini series into the child migration issue have produced outcomes that brought some justice and closure to an unhappy period in the lives of many former child migrants. There have been reports from the Western Australian Legislative Assembly appointed Select Committee into Child Migration (1996), the UK House of Commons Health Committee (1997-8) the Queensland Forde Commission (2000) and the most recent Australian Senate Community Affairs Reference Committee report Lost Innocents: Righting the Record (2001). Publications include Lost Children of the Empire by Philip Bean and Joy Melville (1989), Empty Cradles by Margaret Humphreys (1994) and Orphans of the Empire by Alan Gill (1997). Television documentaries such as the Lost Children of the Empire and the mini-series The Leaving of Liverpool dramatised the scandals associated with child migration schemes. These inquiries and investigations have gone some way in satisfying the need for recognition and acknowledgment of the child migrant.     PREFACE
    This is the interim report by the Maltese Government to the recommendations, comments and requests for information contained in the report by the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) of the Council of Europe in connection with its visit to Malta in May, 2001.  The CPT report was adopted by the Committee at its 46 th meeting held from 5 th to 9 th November 2001, and received by the Maltese Ministry of Foreign Affairs in December 2001.   An interim reply is required from the Maltese Government within six months of the receipt of the CPT report and a final follow-up within twelve months The European Committee for the prevention of Torture and Inhuman or Degrading Treatment or Punishment visited Malta between the 13 th to 18 th May 2001, in pursuance of Article 7 of the European Convention to which Malta is also a party.  This is the third visit to Malta by the CPT Committee.  The second visit was made in July, 1995.

    Mr President,
    Distinguished delegates,
    Ladies and Gentlemen
    The Maltese delegation has aligned with the statement made by the distinguished representative of Spain on behalf of the European Union. In my intervention, I will focus on some issues related to ageing and on measures to promote the well-being of older persons from a national perspective. In 1968 Malta took the initiative to put the phenomenon of ageing on the United Nations agenda. Following the recommendations of the First World Assembly, the Maltese Government made a significant contribution towards the establishment in Malta of the International Institute on Ageing under the auspices of the United Nations. The Institute was inaugurated in April 1988 by the then UN Secretary General. Through its continued financial support to the International Institute, Malta is showing its commitment to a worldwide approach to meeting the challenges of ageing particularly in the field of training in developing countries. The Maltese Government has established a model in almost laboratory conditions ensuring a holistic approach ranging from specialisation in gerontology and geriatrics to practical applications in such fields as information technology.     A Summary of Position Malta accepts and is in a position to implement, by accession, the acquis communautaire with respect to Industrial Policy. For the purposes of its preparations, the Government of Malta considers that accession to the European Union will take place on 1 January 2003. No transitional period or derogation from the acquis is requested. B Overview of Alignment with the Acquis Industrial Policy The promotion of the international competitiveness of industry is one of the more important elements of the Government’s policy for industrial development. The White Paper entitled ‘Prosperity in Change - Challenges and Opportunities for Industry’, which is based on Article 157 of the Treaty, serves as a framework for the adoption of an industrial policy document for Malta as required by the acquis . This White Paper provides a strategic overview for future industrial development and looks at the principal issues involved, namely attracting additional foreign direct investment, expanding export activity, developing high value-added sectors, generating new employment opportunities and promoting joint ventures. Following consultations with the social partners on this White Paper, Malta’s industrial policy document will be adopted during the third quarter of 2000.

    The vote last Tuesday in the Environment Committee of the European Parliament concerning the proposed landfills in the Mnajdra area is a clear example of how the Maltese citizen can be protected by the European Union whenever (and this happens quite often!) Maltese politicians fail to defend the real and genuine interests of the Maltese people. I am very happy that such instances can now be experienced directly by the Maltese. Unfortunately, during the ten-year (or let's say four-year!) run up to last year's EU referendum, it was really quite difficult to bring out clearly the real reason for my wanting our country to join the EU. For me, and for my colleagues at Alternattiva Demokratika, joining the EU would have meant raising the basic standards and quality of life of our people. Joining the EU would have meant that the Maltese citizen would have had a further level of protection to appeal to European law and European standards - whenever the feudal mentality of some of the Maltese leaders would rule against the will of the majority and the basic essence of common sense, in favour of the privileged few who, it seems, up to now have always been running the show and having the cake and eating it on the local front. Unfortunately, this fundamental reason for joining the EU - this quality and quantum leap for all Maltese citizens - was more often than not totally overshadowed by the financial implications of joining the EU. Basically, the question of membership was all reduced to the issue of how much money Malta would be getting when and if it joined the EU.

    Meetings were held with senior Government officials, business representative bodies, trade unions, public sector recruitment organisations and the British Consulate. Key messages and outcomes from the different meetings were as follows:
    • As a result the Maltese Government have been supportive of the UK position on the AWD and see increased labour market flexibility is a key means of enhancing employment and competitiveness. However, Malta is heavily unionised with a strong history of collective bargaining. Key labour market priorities, include enhancing employment opportunities for excluded groups, in particular, first time workers and older workers. The potential benefits of temporary work within this context were highlighted. Domestic regulations do exist in Malta covering the provision of temporary work. For example, one requirement is that the temporary worker can only be placed within the same company three times. Beyond this, the worker has to be given the option of permanent employment within that company. There has not been an influx of overseas agencies setting up in Malta, possibly due to some of the administrative requirements and the fact that this is a fairly small market (the overall population of Malta is around 400 000).

    Maltese bird hunters and bird trappers must not be given concessions on Europe-wide bird protection laws as a 'sweetener' to aid Malta's entry to the European Union, says the RSPB. The Society has today launched a campaign to urge its members to write to the Minister for Europe, Peter Hain MP, asking the UK government not to cave in to political pressure from Malta and Europe. From material issued to the press by the Maltese government, the RSPB believes that a 'behind-the-scenes' deal between the European Commission and the Maltese government could allow the island's bird hunters and trappers to continue plundering nine species of bird, which migrate northwards through the island in spring en route to breeding sites in elsewhere in Europe. The birds most at risk include quail and turtle dove and seven species of finch, especially goldfinch, chaffinch, greenfinch and linnet. The RSPB's international director, Alistair Gammell, said: "It is outrageous that the European Union and the Maltese government should be attempting to broker a deal that would undermine the future of bird protection in Europe. Any concession given to Malta, however 'limited', will risk becoming permanent. Worse still, other countries in southern Europe may use this as a precedent to return to the mass killing of migratory birds the Birds Directive was designed to halt. "We are urging the UK government to stand firm on this issue and not compromise laws that other European countries have successfully abided by for more than 20 years.

    Malta shoots down EU hunting laws
    BirdLife International and BirdLife Malta have this week lodged a formal complaint with the EU Commission at the failure of the Maltese Government to adequately implement the EU Birds Directive in relation to the island’s rampant bird hunting and trapping. Every year thousands of migrating birds are shot illegally in Malta, including species such as Western Marsh-harrier Circus aeruginosus , European Honey-buzzard Pernis apivorus , Black-winged Stilt Himantopus himantopus and the threatened Purple Heron Ardea purpurea However, to make things worse, each year an estimated 100,000 European Turtle-doves Streptopelia turtur and other species with declining populations in Europe are shot in total conformity with Maltese national laws, mostly on their spring migration.

    The lost EU funds
    The loss of some funds from the European Union that were to be allocated to Malta under the fourth financial protocol between Malta and the EU is indeed regrettable. Both political parties are now blaming each other for the reduction in the amount of funds that are to be made available to Malta under this protocol. While it is true that both parties share a part of the blame for this loss, the fact is that these funds feel victim to the turn of events in Malta over the last three years as well as the bureaucratic nature in which the European Union operates. The original fourth financial protocol between Malta and the European Union was signed in June 1995 and totalled 45 million ecus, which consisted of 13 million ecus in grants and two million ecus in risk capital, as well as 30 million ecus in European Investment Bank loans. In June 1996 the indicative programme was signed between Malta and the European Commission in which these funds, which were considered pre-accession funds as Malta was an EU applicant country, were earmarked for technical assistance and for helping Malta conform to the acquis communitaire. The deadline for the commitment of these funds was 31 October 1998. Whatever funds not committed by the Maltese government by that date would be lost. In October 1996 there was a change in government in Malta and the new Labour government decided not to pursue membership of the European Union. This meant that a new indicative programme for the fourth protocol funds had to be agreed upon between Malta and the EU. Malta was no longer an EU applicant country and so the funds could not be used as originally envisaged for pre-accession projects. There was now a need for a new definition of the relationship between Malta and the European Union and the Maltese government had to put forward a proposal for the use of these funds.

    July 2004 Any account of the current state of public relations in Malta has to take into account its geographical position and size, its past and present neo-colonial history, the historic stronghold of the Catholic Church on the people (Sultana 1994: 34), the economic situation, the gender issue as well as mass media. Malta has two official languages: Maltese (a Semitic language that has undergone much influence from Italian) and English. Situated 96 kilometres from the southern tip of Italy and 290 km from North Africa, Malta’s geographical position reflects its culture and value systems. It has a population of 400,000 in a surface area of 316 sq. km, making it the fifth most densely populated country in the world. The Knights of St John (1530–1798) and the British (1800–1964) left their mark not only through massive defensive architectural projects that today serve as valuable tourist attractions, but also on the commercial and social life. The British colonial legacy is amply evident. Today’s educational, financial, commercial structures, general institutions and business culture are all modelled on British bureaucratic culture and make ample use of the English language. This neo-colonial legacy is sustained through the continuous flow of British consultants, conference speakers, examiners and trainers.
