Malta Government Responds to EU's Pro-Abortion Recommendation Malta The Maltese government yesterday wrote to the secretary general of the European Parliament on the resolution taken recently about "sexual and reproductive health and rights," making clear its stand against abortion. Malta's Permanent Delegate to the EU, Ambassador Victor Camilleri, outlined the government's position on abortion. The letter was written in response to another by the secretary general of the European Parliament drawing attention to a number of resolutions adopted by the European Parliament, including the one about abortion. The European Parliament had recommended that abortion be made legal and accessible to all. Mr Camilleri wrote that the government's position was clear and unequivocal and that "not only is abortion illegal in Malta, but succesive governments... have been strongly committed to retaining the legal prohibition and have held this position also in the context of European and international fora, not least at the level of the United Nations". The letter also notes that the issue of whether or not abortion should be legalized is a domestic one in which the European Union, in terms with its acquis communautaire and in line with the principle of subsidiarity, "has no competence to act, decide or legislate".

Can you give us an insight into your role as CIO of Malta?
As head of the Central Information Management Unit (CIMU), my mandate focuses on information management and the proper use of ICT within the Public Service. My key responsibilities include:
    • Developing a strategy for information management within the Public Service Developing a governance framework for ICT and information management Providing leadership to the CIOs of the various government ministries.
The Public Service includes all government ministries and departments, and constitutes the greater part of government administration. Government entities which do not form part of the Public Service have greater autonomy, but moves are in hand towards adopting a more uniform and consolidated approach across government.
How does Malta approach the budget allocation and decision-making process for government IT projects?

This entry gives the basic form of government. Definitions of the major governmental terms are as follows:
Anarchy - a condition of lawlessness or political disorder brought about by the absence of governmental authority.
Commonwealth - a nation, state, or other political entity founded on law and united by a compact of the people for the common good.
Communism - a system of government in which the state plans and controls the economy and a single - often authoritarian - party holds power; state controls are imposed with the elimination of private ownership of property or capital while claiming to make progress toward a higher social order in which all goods are equally shared by the people (i.e., a classless society).
Confederacy (Confederation) - a union by compact or treaty between states, provinces, or territories, that creates a central government with limited powers; the constituent entities retain supreme authority over all matters except those delegated to the central government.
Constitutional - a government by or operating under an authoritative document (constitution) that sets forth the system of fundamental laws and principles that determines the nature, functions, and limits of that government.

GOVERNMENT Under its 1964 constitution, Malta became a parliamentary democracy within the Commonwealth. Queen Elizabeth II was sovereign of Malta, and a governor general exercised executive authority on her behalf, while the actual direction and control of the government and the nation's affairs were in the hands of the cabinet under the leadership of a Maltese prime minister. On December 13, 1974, the constitution was revised, and Malta became a republic within the Commonwealth, with executive authority vested in a Maltese president. The president is appointed by parliament. In turn, he appoints as prime minister the leader of the party with a majority of seats in the unicameral House of Representatives. The president also nominally appoints, upon recommendation of the prime minister, the individual ministers to head each of the government departments. The cabinet is selected from among the members of the House of Representatives, which consists of between 65 and 69 members elected on the basis of proportional representation. Elections must be held at least every five years. Candidates for any vacancies are determined by the majority of votes obtained by a candidate during the previous elections.
