It consists of an archipelago in the middle of the Mediterranean Sea directly south of Italy and north of Africa . These strategically-located islands have been ruled and fought over by various powers over the centuries. Contrary to popular belief amongst its inhabitants, the south of Malta is not Europe's most southern point: Malta is Europe's 4th southernmost country; Spain (Punta de Tarifa), Cyprus and Greece (island of Gavdos ), ranking 3rd, 2nd, and 1st respectively.

M A L T A 0. INTRODUCTION The population, estimated at 375,576 (1997), is of a predominantly Carthaginian and Phoenician descent and with mixed Arab-Halicu-Sicilian cultural traditions. The state of Malta comprises the islands of Malta, Gozo and Comino and covers the area of 316 km . The indigenous language, Maltese, is of Semitic origin. English and, since 1934, Maltese are the official languages of administration. Regarding the cultural life of Maltese society, the Government pursues a policy designed to instil, safeguard and promote social awareness in the public in general and young people in particular. With this aim in mind, a sustained effort is being made to enhance the awareness and appreciation of Malta's rich cultural heritage, to present and promote this heritage, to raise the cultural standards of the people by organising cultural activities, and to project the right image of Malta's cultural identity through all forms of art. 1. GENERAL DIRECTIONS OF CULTURAL POLICY Although the consolidation of cultural democracy at all levels is the overriding principle, it manifests itself at the level of individual needs and capacities rather than in terms of bringing individuals within the framework of the general cultural policy.

Since its foundation back in 1998 the Maltese Culture Movement aimed to rekindle here in the UK the traditions and cultures that we were so used to back in our little islands of Malta and Gozo. So we started celebrating our national festivities such as Karnival with the fancy costumes, Easter with the figolli , Imnarja with the fenkata , and so on. The festivities got bigger and better and functions were now being organised regularly and in a more central location. But there was always that something missing, something that needed to crown these activities. It seems like we needed something to be able to show off so to speak, a focal point to give us our identity within the many other communities that exist in this country.
It was not until Dr George Bonello Du Puis was appointed as our present High Commissioner that our cultural needs started to be taken seriously. He attended each and every one of our functions and always applauded the concept of celebrating our heritage.

Any future for our past? Why should a country that has more speed cameras on the road than surveillance cameras in its priceless world heritage sites be shocked by cultural vandalism? Heritage Malta Chairman Mario Tabone concedes the point, but is also acting on it
The disastrous state of most of our cultural heritage sites does not inspire enough national pride in our unique world heritage; it is only when they are further ruined, permanently and visibly, by anonymous vandals, that there is an outrage for their tutelage.
The historic Portes des Bombes in Floriana is the latest target by crass ignorance and barbarism, just in the wake of thorough restoration that gave back the splendour to the monument at the gates of the Valletta suburb.
Indeed, Tabone knows well enough that vandalism is only the symptom of a general lack of sensitivity about our cultural heritage trickling down from the highest levels of our society. Incidentally, Fenech Adami is now the President.
In his affable voice that disarms you, Tabone agrees the problem starts at the top.
