4.5.4 Tasks and people
A shift has taken place during the past ten years with more and more companies carrying out implementation work rather than government bodies alone. The rapid increase in the number of archaeological activities is reflected in a growth in the capacity of local authorities, provincial authorities and the State, but above all in that of market players. The capacity of universities is a lot lower. The developments in the 1990s (see ) had a major influence on the universities, the provincial authorities, the local authorities and the ROB. The ROB developed from a research institute into a knowledge centre. Its extensive excavation activities were privatised in accordance with a clear division of tasks for the new excavation market. Old and new statutory, policy and knowledge tasks were defined and developed. The ROB managed, in consultation with administrative and private parties, to initiate a new approach to archaeological values of the soil - way before the actual implementation of the Valletta Convention (Malta) -which is in accordance with the principles of the convention: where possible, objects are to be preserved in situ and where this is not possible 'disrupters' are to be held (financially) responsible for the necessary investigations.
A lot has also changed over the past the years with regard to municipal archaeology. One striking change is the shift in the object of investigations. Whereas, in the 1960s and 1970s, the focus was on the centre of old towns, during the 1980s and 1990s there was more attention for archaeological values from all periods within the entire municipal territory. The presence of a municipal archaeologist or a municipal archaeological department is these days no longer inextricably bound up with the presence of an old town centre (illus. 52).

Synopsis of conference discussions. 2 The Dutch feasibility study As many of the topics of the conference already came up in the Dutch feasibility study, some of the conclusions of this study will be repeated here. 2.1 Problems with access to and accumulation of knowledge The problems in the research on material culture and the access to the knowledge of it have serious consequences for archaeology as a science and for AHM. If the ways in which knowledge is accumulated and disseminated remain as they are now, the quality of archaeology will diminish in a growing and constantly changing archaeological world. The knowledge at the moment still accessible via specialists will disappear. The cost of archaeological research will rise as it will take longer to find the right information. Or: the quality of research will decrease as contract archaeology operates in a competitive field. Research will be limited to the registration of data. The support for archaeology within society will decline if archaeological research no longer produces a reasonable account of the past.

Archaeology and Prehistory.
Malta has always stood at the crossroads of the Mediterranean. People crossing from north to south, or from east to west, have all left a trace on the island. The most startling of these traces is to be found in the great Neolithic Temples which on Malta and Gozo. These were built 1000 years before the Pyramids, and are the oldest stone buildings in the world. I hope that you are impressed! The construction of these buildings demonstrate a mastery of quarrying, stone working, building and engraving techniques and must be the work of a mature, confident culture. Like stone circles in the British Isles some appear to be concerned with the passage of the seasons as indicated by the position of the Sun.
Mnjandra Neolithic Temple.
To the geographer these structures are important because they indicate the presence of a very early (perhaps the earliest) civilization. We must ask the questions
  • How did these people live?
  • What was their impact on the environment?
  • How has the islands environment changed and why?
