TABLE OF CONTENTS INTRODUCTION Local leaders and members are continually faced with many questions and problems regarding teacher certification in New York State due to significant changes in requirements over the last decade. Some teachers are working toward their permanent certification status under regulations that were in place until September 1, 1993. Others are working under regulations that continue until February 1, 2004. Still others will be working under new regulations that become effective on February 2, 2004. WCCC STUDENTS BRING HOME THE GOLD FROM VICA SKILLSUSA COMPETITION Six Washington County Community College students participated in the recent VICA Skills USA competition held on March 13 and 14 in Bangor. The WCCC students' medalled in five of the six competitions they entered. Two of the students won gold medals, which will take them to the National Skills USA competition in Kansas City in June. The gold medal winners were Lucas Nadeau for Residential Wiring and Magaly Navarro for Commercial Baking. Other winners were silver medallists Kristina Walker for Food and Beverage, and Christopher Kosub for Computer Maintenance. Jessica Lanphier brought home a bronze medal for Pre-School Teacher Assisting. Justin Michaud did not take home a medal this time, but had a very strong showing in the welding competition. Students from all over Maine competed. Entrants came from all 28 of the Maine vocational high schools, Maine Community Colleges, Job Corps, and other training institutes.

Secondary Concentrations
The Bates Department of Education offers a secondary concentration in education with two strands availableteacher education and educational studiesfor students interested in connecting their academic interests in a major discipline with the field of education. In both strands, students are required to take Education 231, Perspectives on Education. This course introduces students to the field through foundational perspectives that stimulate further interest in the field; it is open to first-year students. Students interested in designing a secondary concentration in education are encouraged to come to information sessions offered twice during the academic year and to make appointments with education faculty for early planning and advisement.
Teacher education offers graduates the ability to complete certification as public school teachers (7-12) in several disciplines including English, social studies, science, mathematics, and modern languages (K-12). The program is approved by the Maine State Board of Education, and students who receive Maine certification gain opportunities to teach through reciprocity with approximately forty other states. Some students may choose to enroll in the teacher education program even if they are interested in teaching in an independent school where certification is not required, because they gain significant experience in the classroom and thus are better prepared for the challenges they will face when they enter a classroom on their own for the first time.

How to Become a Teacher in Maine
To legally teach in the public school system in Maine, you must be certified, in some form by the State of Maine. No other institution or governing body is authorized to certify teachers. Certification is a process by which the State confirms that an individual has the basic minimum criteria to teach. There are a lot of steps to take to become a teacher in Maine. This site is designed to give you an overview of the process. Because specific rules may have changed or there may be specific requirements for your subject area, we encourage you to contact the Department of Education directly as you embark on this process.
There are several different types of teaching certificates.
  • Provisional/Initial certificates are given to all new teachers who meet professional and academic requirements for the first two years of their teaching. Pending the recommendation of the superintendent and principal, a professional certificate is offered after the 2 years that is good for the next five years. You have to take the equilvalent of two academic courses each 5 years to maintain your professional certificate. Please contact the Maine Department of Education for more information. Conditional certificates are issued if you have meet the academic requirements for an endorsement but not the professional education reuirements. You have a certain amount of time to complete them if you are offered a job. Please contact the Maine Department of Education for more information.

    Interstate Reciprocity or Using a Teaching Certificate from Another State
    New York has interstate contracts with more than 30 other states and jurisdictions. As outlined in the Interstate Agreement of Qualification of Educational Personnel, a person prepared in one of the contract states who meets the conditions of the contract is eligible for Initial certification in New York. The conditions are either (1) completion of an approved program of teacher preparation or (2) possession of a valid certificate in the contract state and service under that certificate in three of the most recent seven years. In addition, applicants must obtain qualifying scores on the New York State Teacher Certification Examinations to obtain an Initial Certificate. However, applicants who have not completed the testing requirement may obtain a Conditional Initial Certificate (see below.)

    Certification: A Professional Responsibility (from The Maine Educator) Teachers working on conditional or targeted needs certificates are reminded that they must complete all requirements for the provisional certificate according to the PRAXIS testing timelines and course requirements spelled out in the letter they received from the Department containing the results of their application for certification. These requirements are spelled out in state regulations which have the force of law, and the Department does not have the flexibility to waive them. Teachers are strongly encouraged not to rely on their principals or superintendents to explain their responsibilities; state law clearly says that the teacher is responsible for knowing and following the regulations, and can even be asked to return salary received in the event the teacher has been working in violation of certification requirements.

    1. Definition.
    A professional teacher certificate is a renewable certificate issued to an individual who has held a provisional certificate and has met the qualifications of this section, except as provided in subsection 2-A, paragraphs B and D. 2. Qualifications. 2-A. Qualifications. State board rules governing the qualifications for a professional teacher certificate must require that the certificate may only be issued to an applicant who, at a minimum, either: A. Holds a provisional teacher certificate and has taught in a classroom for 2 academic years or has held a professional teacher certificate that has lapsed within the last 5 years. In this case, an applicant must receive a recommendation to the commissioner by an approved support system pursuant to section 13015; B. Is a teacher with 5 or more years of experience teaching within the 7 years prior to application in the State under a valid certificate in another state and who has graduated from a state-approved preparation program that utilizes the standards of a national association of state directors of teacher education and certification or a national council for accreditation of teacher education or a national board certificate issued by the National Board for Professional Teaching Standards, or its successor organization, or, with the exception of the national teachers exam, meets entry-level standards for the endorsement;
