TEACHER CERTIFICATION PROGRAMS VIA DISTANCE LEARNING Many colleges and Universities offer K-12, teacher certification programs at a distance. Shown below are the links, point-of-contact information, and brief descriptions for the programs identified so far. When available, more will be added to this list, and some will appear in the DANTES External Degree Catalog. The list appears below in alphabetical order. We do not endorse one program over the other. Research carefully, giving consideration to cost, program length, academic and professional requirements, and how/when any on-campus courses or practice teaching may be accomplished. Critical Reminder : Most of these programs tend to be very state-specific and may even be limited to state residents. Also, teacher certification or licensure is controlled by the state in which the teacher plans to teach. Prospective teachers must take personal responsibility for insuring transfer or acceptance of credentials to a second state.

Methods of Gathering and Verifying Data
A central goal of this project was to develop a snapshot of precollegiate history education in the 50 states and Washington, D.C. Hired by the Organization of American Historians as the lead researcher for this OAH/AHA project, Sarah Drake Brown requested information in the following categories:
  • certification requirements for history teachers at the elementary, middle, and high school levels
  • standards in history for teachers
  • standards in history for the K-12 curriculum
  • high school graduation requirements and exit examination requirements in history
  • state criterion-referenced examinations in history
  • statewide resources for history teachers and contact information for state history/social studies specialists
  • statewide associations for teacher membership This proved to be a massive amount of data, so the information was collected in separate steps: independent searches for data, preliminary public presentations of initial findings, and early contact with numerous representatives in history education from each of the states and the District of Columbia. Preliminary data was then collected from the web sites created and maintained by the various departments of education and certifying bodies in each of the states. This information was then compiled into reports for each state, organized into sections based on the categories listed above.

    According to State Education Agencies (SEAs) and state information from the Teachers of English to Speakers of Other Languages (TESOL) Web site, 42 states and the District of Columbia offer ESL teacher certification or endorsement, while 27 states and the District of Columbia offer bilingual/dual language teacher certification or endorsement. In addition to offering teacher certification in ESL, 22 states have legislative requirements or state board requirements that teachers placed in ESL classrooms must be certified in ESL.     and Endorsement Categories in the States
    July 2004 Teacher certification in special education has become a hot topic after the passage of the No Child Left Behind Act of 2001 along with the “highly qualified teacher” definition that accompanied it. With the ever-present teacher shortage in special education, states are becoming hard pressed to properly staff and train special education teachers for their school districts. In the past several years, many states have been re-organizing of their special education teacher certification system to meet the changing demands on certifying special education teachers. This StateNote focuses on the different types of certification systems and the endorsement areas for special education teachers in the states. The certification systems have been divided into three categories: generalist, mild/moderate-severe/profound and categorical. These categories were used because it nearly splits the states into thirds. The mild/moderate-severe/profound classification, even though it relies on a general classification, was used because of the increase in this type of certification system. States such as Kansas and North Carolina recently have revised their systems to adopt the mild/moderate-severe/profound classification.     by the Secretary, U.S. Department of Education
    The Secretary of Education is required by statute to publish a list of nationally recognized accrediting agencies and associations which the Secretary determines to be reliable authorities as to the quality of training offered by educational institutions and programs. The National Advisory Committee on Accreditation and Institutional Eligibility assists the Secretary in determining which accrediting bodies should be listed. Accrediting bodies that achieve recognition are reviewed at least every 4 years thereafter. The commissions of the regional associations and the national institutional and specialized accrediting agencies which are recognized by the Secretary have no legal control over educational institutions or programs. They promulgate standards of quality or criteria of institutional excellence and approve or admit to membership those institutions that meet the standards of criteria.

    The system is broken. Fix it. That, in essence, is how you responded to April's question: "What do you think of teacher certification?" But fixing something this complicated won't be easy as your answers show. And not everyone agrees on how much overhaul is needed. Though almost 24 percent of you favor scrapping your state's current certification system, the majority, almost 59 percent, want to transform it by opening up new avenues for "nontraditional" candidates. (More than 17 percent favor leaving things alone.) "I would like to say, 'scrap the entire system,' but know that this will not happen," said a Kansas superintendent. "I am among those who think that the college and university certification programs need a major overhaul. Once a person has proven himself/herself in business or some needed area, a very simple certification process should be available no Mickey Mouse classes just get him/her in the classroom!

    Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

    ABSTRACT This survey provides information on the status of family life/sexuality education in the State of Maine from 1990 to 2000. Responses were provided from 274 Health Education teachers and Family and Consumer Sciences teachers surveyed in 1990 and 147 teachers surveyed in 2000 from Maine's middle schools and high schools. Information was obtained in five primary areas: 1) the topics they teach; 2) their perceptions of the purpose of family life/sexuality education; 3) policy and procedure issues; 4) community support and involvement; and 5) the changes they would like to see implemented. The results indicate that while it is encouraging to see the range of topics being presented in both middle schools and high schools in Maine, the overall findings indicate that very little progress has occurred over the past decade. Procedures and policy issues, as well as community involvement, and suggested changes are discussed. INTRODUCTION Since the mid-1970's there has been an increasing acceptance of the importance of family life education (also commonly referred to as "sexuality education"). Certainly, concern for such issues as teen sexual activity, pregnancy, STDs, and AIDS, have increased people's interest in this area. And while it is true that pregnancy rates among teens are on the decline, the vast majority of teens (65%) engage in sexual intercourse before they graduate from high school, and research looking across the 1990’s has found that 8% of ninth-graders initiate intercourse before age 13.

PROGRAMS OF STUDY IN EDUCATION Bachelor of Science in Elementary Education Good teachers are in demand, particularly those who can make business, math and computer technologies clear and compelling to their students. Thomas College offers you both four and five-year programs that will help prepare you for elementary education or business technology education. All three teacher education programs are designed to fulfill the State of Maine endorsement in either business education or elementary education. Upon completion of the endorsement requirements, and the passing the State of Maine Department of Teacher Certification assessment, students are eligible to apply for initial certification. Students are advised that they may be required to take additional course work in order to meet new State mandates for obtaining certification. All applicants to these programs are advised that the programs are not certified by the State of Maine Department of Education. Thomas College graduates who choose to teach in Maine can become certified through transcript analysis. Prior to paying their deposit at Thomas College, students planning to teach in states other than Maine should contact those states’ teacher certification boards to determine certification standards.
