The Case for School Choice:
Raymond, Maine
On July 31, 1997, the Institute for Justice filed a lawsuit that marks a milestone in its efforts to promote parental choice in education. In Bagley v. Town of Raymond , the Institute challenges the exclusion of religious schools from Maine's rural school choice program. The case could set an important precedent for educational programs in other states that discriminate against religious schools and the parents that choose them for their children. The Town of Raymond sits at the northwest tip of Sebago Lake in Cumberland County, Maine. Even though it is just 20 miles from the Portland city limits, Raymond remains a small rural hamlet. Although it has a legal duty to provide an education for residents through the twelfth grade, Raymond has too few school-age residents to justify operating a public school beyond the sixth grade. Maine developed a common-sense solution to Raymond's predicament, which many small towns face in this predominantly rural state: Mainers call it "tuitioning." In Maine, parents who live in towns without public schools have the right to select the school that best suits their children's educational needs. The town then pays tuition (capped at the average cost of educating a student in Maine's public high schools ) to the school that the parents choose. Parents who live in "tuitioning towns" are free to pick any school for their children-public or private, in-state or out-of-state. Any school, that is, unless it is religious. Maine law singles out religious schools, and religious schools only, for discriminatory treatment, prohibiting towns from paying tuition to any school that is "sectarian."

If the plan is approved by the Appropriations Committee and other lawmakers, it could provide a measure of relief for many school districts facing the possibility of cutting teachers and programs because revenues haven't kept pace with rising costs. Details of the plan - which would add $5 million to the $728 million that Gov. John Baldacci has allotted for general purpose aid to education in his proposed $5.3 billion budget - remain to be worked out, such as where the money would come from and how it would be distributed. The Education Committee is expected to tackle those issues today, said Portland Democratic Rep. Glenn Cummings, House chairman of the Education Committee. He said possibilities include taking some money from the state's new laptop initiative and the $5 million that Baldacci wants to use as an incentive to persuade school districts to save money by consolidating.

Maine schools fail GLSSEN test
BY TONY GIAMPETRUZZI Maine’s schools are failing miserably when it comes to protecting gay, lesbian, bisexual and transgender students — at least that’s what an exhaustive report from the Washington, DC–based Gay, Lesbian, and Straight Education Network (GLSSEN) announced last week. They gave Maine and its pro-gay policies an "F," with an overall score of 35 (nope, that’s not even close to passing), snuggling the state at number 19 between Iowa and Virginia. However, there is a caveat — 41 other states failed, too, and, says Betsy Smith, the executive director of Equality Maine (formerly MLGPA), Maine would have gotten a better score if GLSSEN hadn’t relied on dated data. According to GLSSEN, the report summarizes state laws that affect school environments and school safety for all students, particularly lesbian, gay, bisexual, and transgender (LGBT) students, and is the first systematic measurement and comprehensive analysis of statewide policy to ensure the safety of all students, regardless of sexual orientation or gender identity. "This report highlights what many safe schools advocates have feared — that our nation’s policymakers have failed to give schools the policies and programmatic support they need to change environments where bullying and harassment based on sexual orientation and gender identity are the rule and not the exception," notes GLSSEN Executive Director Kevin Jennings. "In classrooms where ‘faggot’ is heard more often than the Pledge of Allegiance and 39 percent of LGBT students report being physically assaulted because of their sexual orientation, our schools and the states that govern them are failing."

Regional TLCs are cofacilitated by experienced school-reform coaches and university professors from the Maine School Leadership Network, Southern Maine Partnership, Western Maine Partnership, Center for Educational Transformation, and the Great Maine Schools Project. When a school joins the program, the participants are asked to make a commitment to attending all sessions and following a common curriculum based on the Core Principles and Practices of Promising Futures . The main features of the school commitment and TLC curriculum include the following:
  • Adapting teaching and learning practices to increase equity, rigor, and personalization for every student
    Working to build a culture of collaboration, ongoing professional development, and shared accountability among the staff in a school
    Learning and implementing transformative, "break-the-mold" structures and practices, while using Maine's Chapter 127 standards as a guide to redefining the meaning of a high school diploma
    Enhancing parent and community engagement in school programs and activities
The goal of a TLC is to provide educators with a new bag of tools for working on old problems. Although TLC strategies are similar to Professional Learning Community or Critical Friends Group training, this program specifically focuses on strengthening the leadership skills of a core group of educators. One of the challenges faced in many schools is a lack of motivation and morale, which can manifest as a general resistance to new ideas. It is usually not difficult for a school's team to determine

Technical coordinators may give Email accounts to members of the site's constituencies (faculty, staff, students, patrons). Technical coordinators may give Email accounts on the central MSLN email server to faculty, staff, students or patrons. Technical coordinators can create Email ids on the central servers via the Network Management Tool ( NMT ). Sites with direct connections, may also provide dial-up access by modem to their networks. However, MSLN Advisory Board guidelines restrict access to the Internet Email over dial-up to faculty and staff. Students with special needs, such as illness, may have access through dial-up as deemed appropriate by the school. Please note that these modems are provided at sites that have direct connections.

    Superintendent's Annual Report to the City 2003
    This past year, the Ellsworth School Department has been heavily influenced by outside pressures. State and Federal changes imposed on public education are the most severe I have witnessed in my thirty-four years in public education. The development of the Learning Results, standards based education, and the new federal No Child Left Behind Act are creating operational and educational challenges that are at times overwhelming.
    Before you declare me a professional whiner, please keep in mind that it is not the purpose or reason for the mandates that concern us. Rather it is the amount and intensity of the new directives that seem more than a local education department can bear. Generally the “new trends” are good for students and education. However, change usually takes time and resources, both of which are in short supply. Coupled with a lack of State and Federal funding, education across the State is on the verge of experiencing a major meltdown. We are fortunate that school employees are motivated by their desire to teach children because currently the pressure of the initiatives are at a level at which some staff would choose to leave the profession. For the last year I, as your Superintendent, have seriously tried to remain positive as we continue to attempt to comply with the mandates.
    On a much more positive note the Ellsworth School Department, in spite of the pressures of State and Federal requirements, has experienced a wonderful year as we continue to grow and improve. Increases in tuitioned students, restructuring and new educational programs, a number of very helpful grants, and a great employee attitude in support of our educational mission greatly overshadow the many challenges.

Boston Globe (online) Maine Attorney General Andrew Ketterer: AUGUSTA, Maine (AP) Attorney General Andrew Ketterer addressed a luncheon forum for legislators on school safety Friday, saying cruelty and hate must not be allowed to hamper learning by gay, lesbian and bisexual youth. Learning should be the primary mission of all students, he said, and ''you can't do that when your primary mission is interrupted by fear.'' No one was hurt in the protest, which lasted about four hours. More than 30 police officers and firefighters used scissors and wire cutters to untangle the protesters enough to load them onto a waiting bus. Nearby, several dozen protesters chanted and sold cookies by the road for Veterans for Peace.
