Debbie Abilock , Editor One of the finest teachers I know worked as maintenance director at a summer camp. When asked why, he explained that the curriculum is determined by the physical facility. Summer was a chance for him, an architect-turned-educator, to experiment, be liberated from excessive rules and red tape, and design structures that would reinvigorate his teaching and the learning that occurred in his mixed-grade, preK-1 classroom each fall. In that spirit I began to imagine some physical experiments I would suggest if I were building a K-8 school library that would support inquiry-based, authentic learning for students and collaboration among staff. Since such learning often begins with teams of students brainstorming and analyzing the parameters of their investigation, I visualized clusters of tables with room for print material and laptops in docking stations with large-screen monitors, full-sized keyboards, and optical mice. With large locking wheels on the tables and lightweight, stackable chairs, the clusters could be ungrouped and other laptops added, allowing team members to move from group work to individual accountability within the same space. Knowledge Quest contains practical advice from a group of recognized authorities.

    Summary of the program
    The Improving Literacy Through School Libraries program is designed to improve student literacy skills and academic achievement by providing schools with up-to-date library materials and to ensure that school library media centers are staffed by well-trained and professionally certified school media specialists. The program is administered by the Department of Education and is the first program specifically aimed at upgrading school libraries since the original school library resources program was established in 1965. Numerous studies* show there is a clear link between the quality of library media programs in schools staffed by an experienced school library media specialist and student academic achievement. School library media centers can contribute to improved student achievement by providing up-to-date instructional materials aligned to the curriculum and instructional practices, collaborating with and supporting teachers, administrators, and parents, and extending their hours of operation beyond the school day.

Introduction
    The College of Library and Information Science (CLIS) at the University of South Carolina is one of the nation's youngest and most distinctive schools of library and information science education. With an outstanding faculty who share the philosophy that information service is not primarily a system of procedures relating to materials but rather a dynamic human service profession, the CLIS has produced an effective educational program which prepares graduates to enter challenging and rewarding careers in libraries and information centers in colleges, schools, communities, industries, and businesses. Students in the CLIS enjoy their studies and develop, both in and out of the classroom, collegial relationships and friendships which enrich and support them throughout their professional careers. Many students who are qualified to enroll in the College's programs of library and information science education are not able to participate full time in traditional campus-based classes. We are pleased to be able to offer these students flexible scheduling and convenient modes of course delivery. The USC College of Library and Information Science leads the nation in live interactive transmission of courses. The CLIS has provided this type of innovative educational opportunity to students in South Carolina since 1982. A three-year cohort of students in West Virginia and Georgia completed the USC-MLIS program through distance education in 1995. A three-year cohort in Maine reached completion in 1997. A second cohort began in West Virginia during the 1997-98 academic year and will extend over a four year period. A second four year cohort of Mainers started in Fall 2000.

Maine’s Libraries at Risk if Tax Cap Passes

In public opinion polls, libraries are generally seen as positive, desirable institutions that enhance the livability of a community, but at budget time, they are low on the priority list for funding. The “Act to Impose Limits on Real and Personal Property Taxes,” popularly known as the “Palesky tax cap referendum,” has the potential to devastate Maine’s local libraries, and the state’s cooperative library system. As municipalities look at their likely budgets should the referendum pass, libraries are at the top of the list for cuts and will likely receive deeper cuts proportionally than other departments. Many taxpayers do not make the connection between public library services and their tax bills. It is not always clear that the majority of public libraries in the state rely on municipal funding, even if they are not considered municipal departments. The severe impact on libraries should the referendum pass may therefore come as a surprise to those who think the tax cap is a good idea. With some municipalities facing a loss of up to 50% of their operating budgets, libraries in some towns will face closure should the measure pass. This fate is not reserved for the smallest of town libraries. In our state capitol, the Lithgow Public Library is a bureau of the Augusta city government. With Augusta facing cuts to every city department, the Community Services department, which includes the library, would be entirely eliminated.
