He has pursued a long-term interest in the legal and ethical issues posed by counterterrorism as a visiting professor at the Faculty of Law, University College Galway, Ireland, as a visiting scholar at The Hebrew University of Jerusalem, and as a visiting professor at The United States Military Academy at West Point. He has had the opportunity to examine British, Israeli, and American responses to terrorist attacks. During one of many visits to Israel and the West Bank he published a paper in the Israel Law Review on Hannah Arendt, the Eichmann Trial and Justice Jackson at Nuremberg. This article is now in the permanent collection of the Peace Palace Library at the Hague, as well as in the American Institute for International Law's Library on War Crimes. For his work at West Point he received the US Army's Commander's Medal for Public Service. Marck Joshua Lawrence Chamberlain He was born Lawrence Joshua Chamberlain on September 8, 1828 in Brewer, Maine, a shipbuilding and farming community. His parents, Joshua and Sarh Dupee (Brastow) Chamberlain named him Joshua after his father, and Lawrence after the heroic Commodore James Lawrence, famous for the immortalized words "Don't Give Up the Ship!" Lawrence was the oldest of five children, and was raised in a Puritan and French Protestant household, that invoked values of good manners, morality, education, and industry. Growing up, Lawrence was passionate of outdoor activities such as swimming, sailing, horseback riding, growing and enjoying flowers, and bird watching. As an early teen, his interests turned mostly scholastic, but he also enjoyed farming. He learned from his strict father while farming that willpower combined with positive thinking and action would result in a person accomplishing tasks previously seemingly impossible. These positive lessons that he learned would follow him in his adult life, and certainly were of great success to him in his career and throughout the Civil War. Lawrence's father, being a former military lieutenant colonel himself, had wished that Joshua enter the army. As Lawrence had already attended Major Whiting's military academy, he had been groomed for West Point. However, his mother did not want this for him, rather desiring him to study for the ministry. Although Lawrence was more interested in West Point, there was no fascination for him in being in the army during peacetime. After considering both ideas, Lawrence decided to enter the ministry on the provision that he could become a missionary in a foreign country.

State Legislative Leaders Lobby Congress and Bush Administration for More Federal Dollars RURAL SCHOOL AND COMMUNITY TRUST HOLDS RURAL EDUCATION WORKING GROUP CONFERENCE The Rural School and Community Trust recently gathered rural education grassroots activists from 25 states in Hot Springs, Arkansas for a conference titled "Working for Equal Educational Opportunity as a Social Justice Issue: School Finance for Rural Activists." The purpose of the March 3-5, 2003 meeting was to create effective strategies to deal with the biggest issues facing rural schools, including equity in school financing, and school consolidation. One issue that most states have in common is the difficulty in meeting the requirements of the new Elementary and Secondary Education Act ("No Child Left Behind.") Many of the activists say that the Act's requirements for new testing and teacher qualifications is particularly burdensome for rural schools that are already at a disadvantage in meeting these standards. The new law may present activists with new arguments for additional funding to meet the new requirements.

Robert Goldthwaite Carter Captain, United States Army Born at Bridgeport, Maine, on April 18, 1847, he won the Medal of Honor while serving in the Indian Wars as First Lieutenant, 4th United States Cavalry, on the Brazos River, Texas, on October 10, 1871. He was also the author of "On the Border With MacKenzie, Or Winning West Texas From the Commanches." He died on January 4, 1936 and was buried in Section 1 of Arlington National Cemetery. His wife, Mary M. Carter, who was born on April 18, 1847, is buried with him. His son, Robert D. Carter (Died: January 22, 1926) and his wife, Helen D. Carter (September 27, 1874-September 16, 1961) are each buried in Section 3 of Arlington National Cemetery. Robert Goldthwaite Carter (1845-1936), soldier and writer, was born at Bridgton, Maine, on October 29, 1845. The family moved in 1847 to Portland, where young Carter was educated, and in 1857 to Massachusetts, where he was about to enter Phillips (Andover) Academy when the Civil War broke out. Carter enlisted as a private in Company H, Twenty-second Massachusetts Infantry, and served from August 5, 1862, to October 4, 1864. He entered the United States Military Academy in 1865, graduated on June 15, 1870, and was assigned to Troop E, Fourth United States Cavalry.qv He married on September 4, 1870, and started with his bride, Mary, to San Antonio, Texas, on September 12, 1870.
