Action Alert: Comment on Proposed Maine Rules on Indoor Pesticide Applications
The Maine Board of Pesticides Control has proposed new regulations regarding indoor pesticide applications of occupied buildings – including rented residential buildings, condominiums, licensed childcare facilities and nursery schools, and commercial and institutional buildings. These follow upon earlier rules promulgated for K-12 schools. The rules require the application of integrated pest management techniques – including assessment of infestation before application, and use of less toxic alternatives – for commercial indoor applications. They also give residential tenants the right to object to pesticide applications unless the infestation poses health risks and alternative control measures have failed. The MOFGA Public Policy Committee believes these are very important steps forward and should be strongly supported. Substantial opposition is expected from some restaurants and other business owners, and strong support from the public will help enact these rules. The rules also provide for notification to building occupants and visitors under certain limited circumstances. For the reasons set forth in MOFGA’s testimony pasted below, we believe these provisions are inadequate and should be improved.

Schools to test pupils who have English as second language
January 20, 2005 Pupils who are native speakers of languages other than English in Maine, Vermont and New Hampshire soon will begin taking new standardized tests designed to prove their understanding of English is improving. ADVERTISEMENT The new test has five levels, and a child eventually must pass all five to be considered proficient. Maine will assess about 3,200 pupils from kindergarten through grade 12, New Hampshire about 3,500, and Vermont about 1,200. Those assessed will include the children of immigrants, adopted children and children of foreign workers. Christine Noon, a New Hampshire Department of Education consultant for English as a second language, said the test will monitor pupil progress toward meeting education requirements adopted throughout New England. "We really needed something that aligned with academic standards," Noon said. "This is one test that is based on standards. It's not like the standards have been retrofitted to the test." The test was designed by a 10-state consortium and has oral and written parts. It will be administered in the spring in Maine, Vermont and Alabama. New Hampshire officials will administer the test in 2006.

Maine schools face shortage of superintendents
March 28, 2005 PORTLAND, Maine School districts in Maine are scrambling to fill superintendent vacancies amid a growing shortage of education administrators. ADVERTISEMENT School districts a decade ago could expect 30 or more applicants for a superintendent's job, but nowadays they're lucky to get a dozen, said Dale Douglass, executive director of the Maine School Management Association. Over the past three years, about 30 of the 155 superintendent jobs statewide have opened up annually, Douglass said. The trend is fueled by a generation of educators who are reaching retirement age and new stresses that make the job less desirable than in the past. The shortage is driving up salaries and causing some districts to entice superintendents from other school districts in Maine and look beyond the state's borders for qualified applicants. Some superintendents are being asked to come out of retirement. The Eliot-South Berwick School Administrative District 35 superintendent search committee came up nearly empty-handed after advertising in major New England daily newspapers, a national education magazine and several local newspapers. The committee reopened the search this month hoping to get more responses. Helen Cass, head of the school board and a member of the search committee, said it is clear to her that the number of candidates is shrinking in part because of the stresses of the job. In her district, the superintendent oversees a $26 million budget and the education of 2,700 students.

Domain Name System Overview
The University on Maine System Network for Education and Technology Services (UNET) provides name service to a number of educational and non-profit organizations in Maine as well as to the University of Maine System itself. A topic that seems to consume a lot of time and effort is coming up with a domain name for a group. This article is a brief explanation of domain names and conventions as they apply to the University of Maine System, K-12 Schools, libraries, technical and vocational schools and community colleges.
What is a domain name?
A domain name may be the name used on the internet for a machine, a mail drop or for an organization or group. If you have sent or received e-mail, it is the part of the mail address after the ""@.
Rules applying to all domain names
There are a few basic rules applying to all domain names.
  • Names are not case sensitive: Maine.edu is the same as MAINE.EDU.

The Center for Education Policy, Applied Research, and Evaluation (CEPARE), in the College of Education and Human Development of the University of Southern Maine, provides assistance to school districts, agencies, organizations, and university faculty by conducting research, evaluation, and policy studies. In addition, CEPARE co-directs the Maine Education Policy Research Institute (MEPRI), an institute jointly funded by the Maine State Legislature and the University of Maine System.
