10 Willowdale Dr ~ Gorham, ME 04038 ~ mainehomeed@yahoo.com Living With Maine's Chapter 130 by Earl Stevens (Revised September, 1998) Many of us have been homeschooling for years under Maine's Chapter 130, the rules for equivalent instruction through home instruction. We are a very diverse group, and it has been possible for us to practice home education without the state requiring that we conform to any single educational model or method. Homeschoolers have asserted their need to choose the educational approach that is most suitable for their unique situations, and the state has not objected to a relatively wide interpretation of the provisions of Chapter 130. It would be difficult to attempt a description of all the approaches to learning that can fit under the term home education. Furthermore, since home education is not merely another academic method, it cannot be classified or explained solely in academic terminology. Home education is about education, but it is also about meaning, about personal convictions, and about the comedy and drama of family life. This is why we sometimes have so much trouble trying to make what we do understandable to people who are thinking solely in terms of academic achievement. Sometimes parents have wondered how it could be possible to practice home education in their own ways and still be in compliance with Chapter 130. It has been possible because the state, while it may be preoccupied with the public school model, has been willing to approve many alternative practices. Perhaps there should be no such thing as compulsory schooling, much less oversight of homeschooling by public, but I will leave that discussion for another time. This is about living with Chapter 130.

Charter Schools will help the state meet its goal of educating all children. Decades of research and experience show that children vary in how and when they learn. Varied approaches are difficult to develop within typical district public schools, given their heavy overlay of rules, regulations, and traditions. Public charter schools offer teachers and communities the opportunity to try different approaches based on choice by those involved. Making choices is a fundamental step for parents, and increases their involvement in their children's education, one of the most important factors contributing to each child's success in school. 2. They will help improve academic achievement. Even Though Maine's students score well on national exams compared to students in other states, the actual performance leaves room for improvement. For math, on the National Assessment of Educational Progress (NAEP) tests in 2003, only 34% of fourth graders in Maine scored at the proficient or better level, while 29% of Maines eighth graders scored at this level. This means that over 2/3 of our students did not score at the proficient or better level. Similar results are shown in the Maine Educational Assessment scores. For school years 1999 through 2004, about 49% of fourth graders, 41% of eighth graders and 50% of 11th graders met or exceeded the reading standards. For math in 2004, the figures were 32%, 22%, and 24%. These scores mean that HALF of Maine students taking the reading tests met the standards only partially or did not meet the standards at all; and that as many as THREE-FOURTHS of those taking the math tests failed to meet the standards.

Ms. Garcia is also a scholar at the University of California at Berkeley for the Foundation for Teaching Economics. Ms. Morgan is also an Ashbrook scholar at Ashland University. Introduction Schools around the United States are now faced with education a growing number of children who lack basic English skills. According to the National Clearinghouse for Bilingual Education , there are 2,437,723 Limited English Proficiency students in the U.S.1 Only a few years ago, many schools had never dealt with a language minority child. Today, an increasing number do. The challenge of providing a quality education to all students is doubled when schools must also teach a child an entire new language as well as academic courses. Over the last 30 years, elected officials, education agencies, and the courts have established guidelines for the education of these students. Federal requirements allow states a wide deal of latitude in selecting the most effective programs for their limited-English-proficient (LEP) students. Many states have enacted their own laws governing the management and style of programs for LEPs.
