State Department of Education Requirements Although all states must comply with the federal provision of No Child Left Behind, many states have programs for mid-career changers individuals who already have a bachelor's degree—that are alternatives to the traditional route to teacher certification. Just as teacher certification requirements differ from state to state, so do alternative certification program offerings. In the State Departments of Education directory, RNT provides resources developed by the National Center for Alternative Certification: a coded list of alternative certification programs offered in each state, and an alternative licensure key that describes details about the types of programs offered by each state.
As this information about alternative certification is subject to change, you will still want to call for the most up-to-date information. Some states offer this information online and others will mail you a packet about state-approved alternative certification programs and requirements.

'We've always considered them testimonials, not a new set of standards,' he says. 'It's always been the local regions' option of how to adopt them.'"

The amount of developed land increased 16 percent between 1982 and 1992. Twenty percent of the state's wetlands have been lost since 1780. The state has 12 federally listed threatened and endangered species. Biological Diversity Policy Status of Biodiversity Science
    Maine does not have a coordinated assessment system in place. However, the state is working on a system for the state's forests. The Maine Forest Biodiversity Project will use information on species and ecosystems to complete a statewide assessment of forest biodiversity. In addition, the state utilizes a biological and conservation database from the Maine Natural Areas Program and GAP information. Endangered Species Although the act does not protect plants, the Natural Areas program maintains a list of native endangered and threatened plants for informational purposes.

    Runoff pollution begins—and ends—with each of us. Also known as nonpoint source pollution (as an unregulated source), stormwater runoff (as a regulated source), or simply "people pollution," solutions rely on people changing behaviors. Quite simply, our messages must be brought before the public, and understood and endorsed by them, before they are motivated to change.
    REGISTRATION The conference registration fee of $295 includes two breakfasts, three luncheons, refreshment breaks, written materials, and conference proceedings. There is a $45 additional fee for the special tour, reception and dinner at the Notebaert Nature Museum on October 19. Additional registration fees apply for each of the four pre-conference workshops on October 17 (see the agenda below for details). Schools in rural America face an array of problems every bit as daunting and intractable as those confronting schools in urban communities. In rural communities, graduating students who see no future locally leave town, and a snowball effect begins. These young people are no longer there to start families, to send their children to school, to buy toothpaste from the local druggist or houses from the local realtor. A “brain drain” begins that leaves fewer high-quality workers to attract high-quality jobs. Fewer high-quality jobs means even fewer opportunities for the next generation of students, who will find themselves forced by economic necessity to leave the community. In fact, in 22 states, more than half of all rural schools lost students between the 1994-95 and 1997-98 school years, according to the newsletter Rural Policy Matters. Those states with the highest percentages of enrollment loss were Louisiana, Idaho, North Dakota, West Virginia and Wyoming. States with large rural populations have begun to face these and other problems of rural schooling directly.

    SPIN is a statewide project of the Maine Parent Federation, serving parents and professionals who are concerned about issues related to children and young adults with disabilities. The office is located in Manchester, Maine. Visitors are welcome. Our office hours are 8:30 a.m. to 4:30 p.m.
    The SPIN staff has experience as parents of children with disabilities and have access to a wide range of information.
