U.S. Education Spending: 1999-2000
Nearly $373 billion of revenues were raised to fund public education for grades prekindergarten through 12 in school year 1999–2000. Current expenditures (those excluding construction, equipment, and debt financing) came to almost $324 billion. Three out of every five current expenditure dollars were spent on teachers, textbooks, and other instructional services and supplies. An average of $6,911 was spent on each student—an increase of 6.2 percent from $6,508 in school year 1998–99 (in unadjusted dollars). Total expenditures for public education, including school construction, debt financing, community services, and adult education programs, came to nearly $382 billion. These and other financial data on public elementary and secondary education are collected and reported each year by the National Center for Education Statistics (NCES), U.S. Department of Education. The data are part of the "National Public Education Financial Survey" (NPEFS), one of the components of the Common Core of Data (CCD) collection of surveys.

Two of the provisions contained in the National Literacy Act were the for-mation of a gubernatorially-appointed state literacy resource center and a field-generated plan of Indicators of Program Quality. State literacy resource centers would be funded by the Act, and states were given until June, 1993 to produce Indicators of Program Quality (what we call our Quality Indicators). Sandy Brawders trained eight field representatives as facilitators for small groups and invited teachers, tutors, directors, counselors as well as other agency representatives to attend a March 30 Quality Indicator meeting. Needless to say, March in Maine is not the best time to be assured of good weather. In spite of a raging snow/ice storm, 75 people from all over the state attended our first Quality Indicator meeting. At this momentous meeting, it was decided that Maine would abolish grade-level labeling, use portfolio assessment to replace the reliance on standardized testing, and utilize three levels of learning for placing students. The three levels were based on the intensity of service an adult learner would need to progress to the next level.

Maine Meeting Place
A consumer-driven, low-tech state network for people with disabilities
The Maine Meeting Place (MMP) is a statewide electronic bulletin board system created in February 1992 for people with disabilities, their families, and the people who serve them. MMP users can obtain or share information, meet others with similar problems and concerns, and contribute to disability awareness. The network is accessible over regular telephone lines through a toll-free number using low-cost terminal equipment or personal computers. The network was started by a parent who had two young children with special needs. The parent had a hard time obtaining timely information about disabilities issues and networking with other people with disabilities and their families to achieve common goals. Due to Maine's rural character, many families with children with special needs rarely communicate with one another, and their primary contacts with people knowledgeable about disabilities are with state agencies or other service providers.
Low-cost hardware facilitates in-home access
When the project began, staff identified a large number of $25 Sceptre terminal devices that were eventually purchased and distributed free of charge by the Maine Developmental Disabilities Council. Essentially a small keyboard with a modem, users can plug the device into a phone line and a television to connect to the network. The television screen serves as the monitor. Thus even families without a home computer can use this basic technology to participate in the network from home. Although the Sceptre terminals are no longer available, MMP continues to receive donations of second-hand computer equipment that founder Lou McIntosh says is "so out of date in today's business world that they aren't worth the money to cart them away." As of this writing, MMP had just received a donation of 100 computers with 286 processors that will be distributed to consumers after being fitted with modems.

US State Government Aid The Free Application for Federal Student Aid (FAFSA) is used to apply for most state loan, grant and scholarship programs, in addition to the federal loans and grants. When you submit the FAFSA to the US Department of Education, they forward the information on the form to the state student assistance agency. Each state has a different FAFSA submission deadline.     FY 2005 - 06 Competitive Grants Bring eMINTS to Maine Trainer/Mentor Positions Open in Four Regions - Job Description The Maine Department of Education is awarding eight regional training grants to support the integration of technology in education to improve student learning. The grants are funded by the No Child Left behind Act Title IID Enhancing Education Through Technology initiative. Maine receives $3.3 million under this title, $1.5 million of which supports this initiative. The grants will support the hiring of regional trainer/mentors who will work directly with individual teacher-leaders in thirty-eight school districts. The MLTI/eMINTS training model supports educators in integrating technology and best teaching practices. Teachers and students create a learning community where they explore and create knowledge together using a variety of resources. Teachers facilitate student learning through the use of essential questions that stimulate thinking; build curiosity, create connections, and generate long lasting knowledge through issues that matter to students. Critical elements of the MLTI/eMINTS instructional model include:
