Residents, primarily Caucasians, historically have utilized Interstate 95 in passenger vehicles to meet Cocaine suppliers, generally Dominican violators, based in Lawrence, Lowell, and Lynn, MA. The popularity of Crack Cocaine continues to increase in southern and central Maine communities, with Biddeford and Lewiston serving as the main distribution points for dealers.
Heroin: Massachusetts-based Dominican traffickers continue to be the primary suppliers of high quality Heroin to the Maine distributors. These distributors, who typically transport the drug in passenger vehicles, provide for an increasing availability of Heroin in the state. While use is more prevalent in southern communities, it is also encountered in coastal and Canadian-border communities, and Heroin use has spread into rural and remote areas. Abuse has increased, particularly among younger teenagers in Bridgeton, Rockland, Penobscot, and York counties.
Club Drugs: Law-enforcement officials in southern Maine have noticed a small increase in the use of MDMA, which continues to be associated with rave parties and the student population.

It is very common for the Legislature in its First Regular Session to establish study commissions, task forces or other types of working groups, charge them certain tasks, and require them to report back their recommendations to the Second Regular Session, which will start up in January, 2006. The work of these task forces or study groups often leads to second-session legislation. What follows is a list of the formal and not-so-formal municipally-related working group efforts established by the 122nd Legislature in its first session. Any municipal official interested in learning more about (or potentially participating in) any of the efforts described below should contact MMA's Jeff Austin at 1-800-452-8786 or jaustin@memun.org. OHIO STATE SHARES IN $19 MILLION CENTER TO STUDY POLAR ICE
COLUMBUS , Ohio Ohio State University 's partnership in a new $19 million Science and Technology Center could give scientists a look at a part of the earth never before seen the part that is buried under several miles of polar ice. What they find will help them understand how melting ice could affect global sea levels in the future, and perhaps even offer a better view of the surface of distant planets.
“If we can prove this technology and apply the results scientifically, we will realize a long-standing dream to strip away the overlying ice and see the rocky surfaces of Greenland, Antarctica, and maybe even some of the ice bodies scattered about our solar system.”
The National Science Foundation is funding the creation of the Center for Remote Sensing of Ice Sheets (CReSIS) at the University of Kansas . As a partner in CReSIS , Ohio State will receive $2.5 million to help develop a new radar instrument to peer beneath earth's ice cover. New techniques for analyzing how ice accumulates are also in the works.

BioCycle March 2005, Vol. 46, No. 3, p. 14 Augusta, Maine LEGISLATURE CONSIDERS BILL TO SET GOAL OF 50 PERCENT RECYCLING BY 2009 Many factors are working together to “make us feel pretty optimistic that we're going to see an increase in recycling,” says Deputy Director Sue Inches of the Maine Planning Office. Markets and prices for recyclables are strong, as the Maine legislature assembles a bill to achieve a 50 percent recycling goal by January 1, 2009 - and also reduce MSW generation by five percent. Other factors Canon City, Colorado USING FOREST-DERIVED BIOMASS TO CREATE RENEWABLE ENERGY CREDITS Forest thinnings - mostly small wood chips that are a by-product of forest fire mitigation activities - are being used to create cleaner energy through a partnership of the Aquila, Inc. company in Canon City which owns a generating station and the U.S. Department of Energy. The forest thinning operations to reduce the threat of wildfire are being done by landowners, state and local governments, and the U.S. Forest Service. Thinning typically results in piles of slash and burn that are generally burned in place as a disposal method. “We hope that the success of this project will encourage more forest thinning work to be conducted and protect our forests from the damage and impact of wildfires,” says Rick Grice, chairman of the Colorado Governor's Office of Energy Management and Conservation.

Vol. 30:4 ISSN 0160-8460 December 2002 Documenting the Industrial Life of a Maine City by Rick Speer The Lewiston Public Library has received an NHPRC grant to preserve and make available to researchers the business records of the Bates Manufacturing Company, a major New England textile producer that began operations in 1852. Lewiston, the second largest city in Maine, is located in the southern part of the state, 35 miles north of Portland. The records provide insight into the industrial history of New England and will enable researchers to analyze and document the industrial revolution in the East. The collection will provide data to illustrate further the societal change in America from an agrarian to an urban culture during the 19th century. The span of the records (1852-1980) will also assist in researching the decline of manufacturing in the northeastern United States during the latter part of the 20th century. WEnews correspondent Studies consistently show that post-secondary education is the ticket to higher income. Maine and Wyoming, however, are the only two states that actually help welfare mothers and other recipients pursue the education that will get them off welfare. BANGOR, Maine (WOMENSENEWS)Welfare recipient Laurie Stratton, 33, is on her way, taking the education train to what she hopes will be a better life. She received her associate's degree in liberal studies from the University of Maine-Augusta with high honors in May. She plans to enroll in a bachelor's program at the University of Maine's flagship campus in Orono and finish a degree in business. And the state of Maine is going to help pay her way while she does. Maine's creative regulations allow her to receive Temporary Assistance to Needy Families benefits as she works on her degree. "In order to be self-sufficient and not having to depend on a man, going to college is a necessary thing to do," said Stratton in an interview. "I've worked minimum wage jobs in day care, in a wood factory making Popsicle sticks, picking potatoes, you name it. It just didn't get me out of my rut." Stratton was able to qualify for continued welfare benefits while in college and become much more self-sufficient and remain so because she lives in the state of Maine, which sponsors the one-year-old Parents As Scholars program.
