Data on Drug Deaths in 32 Cities and Six States Released by SAMHSA
The Substance Abuse and Mental Health Services Administration today unveiled findings on drug-related mortality from the 2003 Drug Abuse Warning Network (DAWN) that provide a picture of deaths involving recent drug use in six states and 32 metropolitan areas. Among the metropolitan areas, Baltimore and Albuquerque had the highest rates of drug misuse deaths, exceeding 200 deaths per one million population. Another 14 areas had drug misuse death rates that exceeded 100 deaths per one million population. Six states provided mortality data to DAWN - Maine, Maryland, New Hampshire, New Mexico, Utah and Vermont. Fatality rates for drug misuse in these states ranged from 88 to 162 deaths per one million population. This is the first time there has been any state information from DAWN. These data show substantial variations in drug-related deaths across jurisdictions within the states, with the highest rates not always found in urban centers. Participation in DAWN is voluntary so not all jurisdictions provide data. DAWN counts of drug-related deaths cannot be projected to the nation as a whole.

Resources Resources for the study of Franco America at The University of Maine, Orono The Raymond H. Fogler Library is the central library at the University of Maine. It is the largest research library in Maine, with collections and services supporting the faculty, students, and staff of the University as well as residents of the State of Maine. It houses a large collection of primary and secondary sources on Franco America. This bibliography lists key titles held by Fogler. It is by no means complete but is provided only as a helpful beginning guide. Further research can be done through URSUS, Fogler Library's on-line catalogue. URSUS relies upon the Library of Congress Subject Headings, which unfortunately does not provide one search term that encompasses all of Franco America. When searching URSUS, be sure to think creatively! Here are some suggestions: Franco America(ns), Acadia(ns), Cajun, French Canadians, French American, Quebec emigration, or towns with large Franco American populations (e.g. Lowell, Lewiston, Worcester). The Special Collections Department in Fogler Library also has many primary documents. It is a repository for Maine related material. Virtually all available printed bibliographical, historical, and descriptive works on the state as well as literary titles by Maine authors are housed in this department. Books, pamphlets, state documents, and other forms of printed material provide extensive coverage of Maine's cities, towns, counties, and her people and institutions. Places to begin looking for Franco American topics in Special Collections: specific town histories (e.g. Biddeford, Old Town), genealogies, Normand Dubé's papers, Charles Stewart Doty's papers

News and Events At State House, the French are still strongly in fashion Thursday, March 20, 2003 AUGUSTA — The French are a people scorned in America these days, thanks to France's vocal opposition to a war against Iraq. But the mood was far different at the State House on Wednesday, where Maine's strong Franco-American heritage was celebrated and the French language echoed from one end of the Capitol to the other. French bashers were nowhere to be heard during Maine's second annual Franco-American Day, but their assaults were on the minds of some people who took part in the daylong event. Almost a quarter of Maine's 1.2 million people claim French or French Canadian ancestry, according to the 2000 census. If participants in Wednesday's festivities are any indication, Maine's Franco-Americans are of many minds on the anti-French sentiment that has swept the country in recent weeks. Some are personally offended by attempts to characterize the French as cowards, pacifists or ingrates, either because such attacks ignore France's many contributions to America or because they disagree with President Bush's handling of the Iraqi crisis. "Vive la France," said Rep. Joanne Twomey, D-Biddeford, who grew up speaking French in York County and addressed an anti-war rally in Quebec City in French last month. "I'm very proud that France did what they did because it reflects my beliefs."

Appendix H: FRAMEWORK PROJECTS
In 1996, the FGDC began to support GIS consortia from across the nation to identify projects that can test and refine the framework concept. The FGDC competitively awarded support to a number of these framework-related projects:
  • The Framework Demonstration Project Program (FDPP) funded projects that are demonstrating the sustained ability to develop the framework from locally produced data sources.
  • The NSDI Competitive Cooperative Agreements Program (CCAP) and other projects are testing different aspects of the framework. Results will guide policies and practices for establishing operational framework sites. The projects also serve as examples of how the frame-work is applied and provide starting points for research and development.
FDPP Projects
In 1995-96, consortia from across the nation and the FGDC agreed to projects that test and refine the framework concept. Through the FDPP, projects demonstrate the sustained ability to develop the framework from locally produced data sources. CCAP and other projects test different aspects of the framework. Results will guide policies and practices for the establishment of operational framework sites. The projects also act as examples of applied framework and starting points for research and development. The total value of the 1996 projects was $2.8 million. (The contacts for those projects are current as of June 1997.)
A Statewide Framework of Public Lands Data Using Locally Derived Cadastres
This project will create a viable technical process for the maintenance of the framework cadastral theme in North Carolina by improving statewide data sets of federally and state-owned property. On behalf of the North Carolina Geographic Information Coordinating Council (GICC), the Center for Geographic Information and Analysis (CGIA) will guide a consortium of local, state, and federal government agencies and professional organizations in the integration of cadastral data from county land records offices into statewide data sets of publicly administered parcels. The project will be based on an operational model developed by the CGIA.

Cell Phone Restrictions - State and Local Jurisdictions
Use of cell phones while driving is an emerging highway safety issue. States are being asked to look at the correlation between use of cell phones while driving and crashes where driver distraction is a causal factor. Generally state laws are based on issues specific to each state. For example, several states have identified an emerging highway safety trend of cell phone use by novice drivers and have thus restricted use. In some states, localities restrict cell phone use through local ordinances or policies. Other states prohibit localities from implementing such ordinances. These are known as "Preemption Laws." Because there are few studies and little crash data available, states are beginning to take a more active role in improving data collection. Through data, states will be better able to identify and guide policy makers on this issue. Currently only Connecticut, New York, New Jersey and the District of Columbia have enacted jurisdiction wide bans on driving while talking on hand-held wireless phones, except in specific situations. Ten states (Colorado, Connecticut, Delaware, Illinois, Maine, Maryland, Minnesota, New Jersey, Tennessee and Texas) and DC restrict the use of cellular phones by teens in the graduated licensing system.

Massive retail expansion could harm Maine's economy by Stacy Mitchell Originally published in the Maine Sunday Telegram , January 11, 2004 Developers have announced plans to construct well over 2 million square feet of large retail stores in Maine over the coming months. Wal-Mart is planning a supercenter in Westbrook and perhaps another in Topsham. Lowe's building supply is aiming at Brunswick. A 460,000-square-foot project, including Lowe's and Target, is slated for Biddeford. All of this growth will leave Maine more like the rest of the country: overrun by the same sprawling box stores and a growing traffic problem. We'll lose more open space and our downtowns and homegrown businesses will suffer. It's commonly assumed that these downsides will be more than made up for by significant economic gains, particularly new jobs and tax revenue. But many studies indicate that large-scale retail projects may in fact do more economic harm than good. The 2 million square feet of development currently in the pipeline will expand the state's retail capacity by more than 5 percent. This is on top of extensive retail construction in the late 1990s.

Welcome to ICLS The International Center for Language Studies (ICLS) is located on the Husson campus in the State of Maine in the scenic northeastern region of the United States known as New England. The area is famous for its natural beauty and many international visitors come to enjoy its well-known tourist attractions. Bar Harbor and Acadia National Park are located one hour by car from Husson and Boston, Quebec, and the Canadian Maritime Provinces are a few hours driving time from Bangor. Bangor is a small, safe, and friendly New England city (population 35,000). In a recent study Bangor, Maine was selected the "best small metropolitan area in the U.S." Bangor's most famous resident is the author, Stephen King. Husson College was founded in 1898 and is the state's largest private post-secondary institution. Husson is fully accredited and offers Bachelor's and Master's degree programs, as well as intensive English programs at ICLS.
